【摘要】：研究目的:城際鐵路的國民經(jīng)濟和社會效益巨大,但建設(shè)投資大,其運營具有準(zhǔn)公共性的特點,決定了其運營經(jīng)濟效益不佳的客觀情況。如何確保城際鐵路可持續(xù)運營,成為城際鐵路可持續(xù)發(fā)展的關(guān)鍵。研究結(jié)論:(1)確保城際鐵路可持續(xù)發(fā)展是城際鐵路設(shè)計的總目標(biāo);(2)要確保城際鐵路可持續(xù)發(fā)展,應(yīng)從擴大項目收入來源、節(jié)約項目建設(shè)成本兩條技術(shù)路線著手;(3)應(yīng)按照"五網(wǎng)合一"的理念優(yōu)化城際鐵路線網(wǎng)規(guī)劃,落實好經(jīng)濟選線、交通銜接、站點周邊綜合開發(fā)等提高項目客流吸引能力;(4)應(yīng)拓展物業(yè)開發(fā)、廣告等多渠道擴大項目收入來源;(5)應(yīng)選擇適宜的項目技術(shù)標(biāo)準(zhǔn)、優(yōu)化工程技術(shù)方案、采用安全且具備可實施性的工程措施、臨時用地與永久用地統(tǒng)籌研究、采取適宜的投融資方案以及強化建設(shè)階段投資控制等措施節(jié)約項目的建設(shè)成本;(6)本研究成果對城際鐵路線網(wǎng)規(guī)劃、勘測設(shè)計和建設(shè)管理具有指導(dǎo)意義。
[Abstract]:The purpose of the research is: the national economy and social benefits of inter-city railway are huge, but the construction investment is large, and its operation has the characteristic of quasi-public, which determines the objective situation that its operation economic benefits are not good. How to ensure the sustainable operation of inter-city railway becomes the key to the sustainable development of inter-city railway. The conclusions are as follows: (1) to ensure the sustainable development of intercity railway is the overall goal of intercity railway design; (2) to ensure the sustainable development of intercity railway, we should expand the source of project income. It is necessary to optimize the planning of inter-city railway network according to the concept of "integration of five networks", to carry out economic route selection, and to link up with traffic. The comprehensive development around the site should improve the attracting capacity of project passenger flow; (4) it should expand the property development, advertising and other multi-channel to expand the source of project revenue; (5) should select appropriate project technical standards, optimize the project technical plan, To adopt safe and implementable engineering measures, and to co-ordinate the study of temporary and permanent land use, Adopting appropriate investment and financing plan and strengthening investment control in construction stage can save the construction cost. (6) the research results are of guiding significance to the planning, survey and design of inter-city railway network and construction management.
