【摘要】: 績效管理是人力資源管理的核心工作,是通過人力資源管理達到提升組織能力的實現(xiàn)手段?冃Ч芾淼膶嵸|(zhì)是“管理”,這是區(qū)別于績效考核的關(guān)鍵所在,當然績效管理是組織發(fā)展到一定階段必須著手進行的人力資源管理工作,它以明確的組織結(jié)構(gòu)、明晰的組織目標為前提,實施績效管理促進組織目標的確定與實現(xiàn),因而,績效管理是組織戰(zhàn)略層面的具體工作。搞好績效管理,一方面提升員工的能力,另一方面提升組織的核心競爭力,績效管理可以推動組織戰(zhàn)略的落實和組織目標的實現(xiàn)。 本文概述了績效管理基本理論、績效管理基本內(nèi)容、績效管理與組織戰(zhàn)略的關(guān)系及績效管理與人力資源管理其它環(huán)節(jié)的關(guān)系,分析了河北日報報業(yè)集團廣告信息中心績效管理現(xiàn)狀,進行了績效管理體系的設(shè)計。 本文以河北日報報業(yè)集團廣告信息中心為依托,運用績效管理基本理論與方法,從組織層面到員工個人系統(tǒng)設(shè)計了績效管理中目標設(shè)定、過程輔導、績效反饋、結(jié)果運用等具體操作環(huán)節(jié)與操作過程,為由事業(yè)單位轉(zhuǎn)型為獨立經(jīng)營實體的單位提供了管理新理念、新方法。
[Abstract]:Performance management is the core work of human resource management, and it is a means to improve the organizational ability through human resource management. The essence of performance management is "management", which is the key to distinguish it from performance appraisal. Of course, performance management is the human resource management that must be carried out at a certain stage of the development of an organization. On the premise of clear organizational objectives, the implementation of performance management promotes the establishment and realization of organizational goals. Therefore, performance management is the specific work of organizational strategy level. To do well in performance management, on the one hand, to enhance the ability of employees, on the other hand to enhance the core competitiveness of the organization, performance management can promote the implementation of organizational strategies and organizational goals. This paper summarizes the basic theory of performance management, the basic content of performance management, the relationship between performance management and organizational strategy, and the relationship between performance management and other links of human resources management. This paper analyzes the present situation of the performance management in the advertising information center of Hebei Daily newspaper Group, and designs the performance management system. Based on the advertising information center of Hebei Daily newspaper Group, using the basic theory and method of performance management, this paper designs the goal setting, process guidance and performance feedback in performance management from the organizational level to the individual system of employees. Results the new management idea and method are provided for the transformation of institutions into independent operating entities by using specific operation links and operation process.
