【摘要】： 行業(yè)協(xié)會(huì)組織在我國(guó)發(fā)展社會(huì)主義市場(chǎng)經(jīng)濟(jì),推進(jìn)政府機(jī)構(gòu)改革,轉(zhuǎn)變政府職能、解決貿(mào)易爭(zhēng)端等方面都發(fā)揮著重要作用。我國(guó)行業(yè)協(xié)會(huì)組織的飛速發(fā)展正是在政府尤其是中央政府的大力支持下實(shí)現(xiàn)的,沒(méi)有政府的推動(dòng),行業(yè)協(xié)會(huì)的發(fā)展不可能取得如此長(zhǎng)足的進(jìn)步和發(fā)展。但是,由于原有的管理體制已經(jīng)不再適應(yīng)新的形勢(shì),行業(yè)協(xié)會(huì)的發(fā)展遇到了重重困難、受到了諸多限制。同樣,政府部門(mén)的許多工作也無(wú)法得到行業(yè)協(xié)會(huì)的有效支持。 本文以非營(yíng)利組織理論為基礎(chǔ),從政治學(xué)、經(jīng)濟(jì)學(xué)、社會(huì)學(xué)及新公共管理理論中對(duì)行業(yè)組織的闡釋出發(fā),討論行業(yè)協(xié)會(huì)的概念、特征、職能、生成途徑,分析目前我國(guó)行業(yè)協(xié)會(huì)發(fā)展中存在的問(wèn)題,并以美國(guó)、德國(guó)和日本行業(yè)協(xié)會(huì)的發(fā)展和現(xiàn)狀為例總結(jié)其經(jīng)驗(yàn)教訓(xùn),在此基礎(chǔ)上,提出培育和發(fā)展我國(guó)行業(yè)協(xié)會(huì)的政策建議。 全文分為六部分。第一部分闡明研究的理論與實(shí)踐意義,包括論文的檢索情況和課題設(shè)計(jì)并提出問(wèn)題。第二部分采用四個(gè)理論視角對(duì)行業(yè)協(xié)會(huì)的概念、特征、職能和生成途徑進(jìn)行探討。第三部分則從我國(guó)行業(yè)協(xié)會(huì)的發(fā)展現(xiàn)狀出發(fā),分析其問(wèn)題所在。第四部分介紹、分析國(guó)外的行業(yè)協(xié)會(huì),以及從中獲得的啟示。第五部分提出規(guī)范我國(guó)行業(yè)協(xié)會(huì)發(fā)展的政策建議。最后部分為湖南省廣告行業(yè)協(xié)會(huì)的實(shí)證分析。
[Abstract]:Industry associations in the development of our socialist market economy, promoting the reform of government institutions, the transformation of government functions, to resolve trade disputes and other aspects play an important role. The rapid development of China's industry association is in the government especially the strong support of the central government to achieve, not the government, not the development of the industry association have made such great progress and development. However, due to the original management system is no longer adapt to the new situation, the development of the industry association has encountered difficulties, by the many restrictions. Similarly, the government could not effectively support the industry association.
This paper is based on the theory of non-profit organizations, from political science, economics, interpretation of industry organization sociology and the theory of the new public management perspective, discuss the concept, function, characteristics of industry associations, generating ways, analysis of the current development of China's Industry Association in the problem, and to the United States, the development and the status of the industry association Germany and Japan as an example to summarize its experience and lessons, on this basis, put forward the cultivation and development of China's Industry Association's policy recommendations.
This paper is divided into six parts. The first part explains the research significance in theory and practice, including the retrieval and the project design and put forward the problems. The second part of the four theoretical perspectives on the concept, industry association characteristics, function and ways of generating discussion. The third part from the current development of China's Industry Association of analysis the crux of the problem. The fourth part introduces and analysis the foreign trade association, and the enlightenment obtained from the proposed specification. The development of China's Industry Association's policy recommendations in fifth parts. The last part is the empirical analysis of Hunan advertising industry association.
