青島郵政投遞網(wǎng)信息化建設(shè)戰(zhàn)略研究

【摘要】:1998年郵電分營以來,青島郵政解放思想,艱苦奮斗,各項(xiàng)業(yè)務(wù)迅速發(fā)展,目前已具有物品運(yùn)遞、資金流通、信息傳遞等三大業(yè)務(wù)功能,為黨政機(jī)關(guān)、企事業(yè)單位和社會各界、人民群眾提供實(shí)物流、資金流、信息流合一的多元化用郵服務(wù)。逐步形成郵政儲蓄、速遞物流、郵務(wù)類業(yè)務(wù)為主體的多元化業(yè)務(wù)結(jié)構(gòu),主要業(yè)務(wù)范圍包括函件、包裹、電子匯兌、特快專遞、報刊發(fā)行、郵政儲蓄、集郵等傳統(tǒng)優(yōu)勢業(yè)務(wù)和商函廣告、代辦電信、中間業(yè)務(wù)、物流配送等新的亮點(diǎn)業(yè)務(wù)。 隨著郵政業(yè)務(wù)的不斷發(fā)展,傳統(tǒng)投遞服務(wù)以已經(jīng)很難滿足日益增長的業(yè)務(wù)需求,同時整個郵政行業(yè)信息化建設(shè)正在如火如荼的進(jìn)行,因此投遞作為整個郵政作業(yè)最末端也是最重要一環(huán),成為信息化建設(shè)成敗的關(guān)鍵。 本論文綜合運(yùn)用了文獻(xiàn)研究法與訪談法。首先通過調(diào)查,對青島郵政外部、內(nèi)部環(huán)境進(jìn)行深入的剖析,對投遞作業(yè)過程中中存在的問題做出診斷。然后通過對核心競爭力、信息化理論的運(yùn)用,提出了青島郵政投遞信息化建設(shè)方案的設(shè)計要求和設(shè)計思路。在對信息化建設(shè)方案設(shè)計過程中,本論文的研究重點(diǎn)是在信息化管理和業(yè)務(wù)流程監(jiān)控兩部分。在對網(wǎng)絡(luò)體系的設(shè)計中,我們研究的重點(diǎn)在全程全網(wǎng)和內(nèi)部管理模型設(shè)計上。最后,本論文通過組織、人員、資金、全網(wǎng)四個方面來保障信息化建設(shè)在青島郵政投遞的順利實(shí)施,特別是通過對管理人員進(jìn)行信息化管理的培訓(xùn),讓信息化控制的思想落實(shí)到投遞管理的全過程中。 本論文率先在投遞管理中引入信息化管理的概念,并結(jié)合青島投遞的實(shí)際情況,設(shè)計了行之有效的信息化建設(shè)方案。同時,將信息化管理不僅強(qiáng)調(diào)結(jié)果,而且重視過程這樣的管理理念,深入到青島郵政投遞管理中,從而完善了郵政投遞管理體系,提升整體服務(wù)水平。
[Abstract]:Since the post and telecommunications division camp in 1998, Qingdao Post has emancipated the mind, worked hard and developed rapidly. At present, it has three major business functions, namely, the transportation of goods, the circulation of funds, and the transmission of information. It is the party and government organs, enterprises and institutions, and all walks of life in society. The people provide a diversified postal service that integrates physical flow, capital flow and information flow, and gradually forms a diversified business structure with postal savings, express logistics and postal services as the main body. The main business scope includes letters, parcels, Electronic exchange, Speedpost, newspaper distribution, postal savings, philatelic and other traditional advantages of business advertising, agency telecommunications, intermediate business, logistics distribution and other new highlights of business. With the continuous development of postal service, the traditional delivery service has been difficult to meet the increasing business needs. Meanwhile, the information construction of the whole postal industry is in full swing. So delivery as the end of the whole postal operation is also the most important link, become the key to the success or failure of information construction. This paper synthetically uses the literature research method and the interview method. First, through the investigation, carries on the thorough analysis to the Qingdao postal service external, the internal environment, makes the diagnosis to the delivery operation process existing question, then through to the core competitiveness, Based on the application of information theory, this paper puts forward the design requirements and design ideas of the information construction scheme of Qingdao Post. In the design of the network system, we focus on the whole network and internal management model design. Finally, this paper through the organization, personnel, funds, Four aspects of the whole network to ensure the smooth implementation of information construction in Qingdao postal delivery, especially through the management of information management training, so that the idea of information control in the delivery management of the whole process. This paper takes the lead in introducing the concept of information management in the delivery management, and combining the actual situation of Qingdao delivery, designs an effective information construction plan. At the same time, the information management is not only emphasized the result, And pay attention to the process of such a management concept, in-depth into Qingdao postal delivery management, thus improving the postal delivery management system, improve the overall level of service.
