【摘要】：南直隸即留都南京,為明朝財經(jīng)重心、政治副中心和軍事重鎮(zhèn)。其兵防體制歷經(jīng)前期首都變留都、中葉操巡江統(tǒng)合、嘉靖防倭與文官提督擴(kuò)權(quán)、晚期四子防區(qū)定型等四階段。因應(yīng)遷都,形成守備班子統(tǒng)率常設(shè)京營負(fù)責(zé)城防,而城防兵力有所削弱、其他衛(wèi)所兵力有所增強(qiáng),但前者仍主操守,后者則多役于屯與運(yùn)。因備倭,海防歸入直浙閩備倭都指揮統(tǒng)轄。正統(tǒng)后,海道寧息,三地分設(shè)備倭。明中葉沿江治安惡化,始以南京副或僉都御史提督操江兼巡江,統(tǒng)合江海防,鎮(zhèn)戍營兵制和以文統(tǒng)武體制初步成型。嘉靖中,因防倭,該體制全面展開,南北巡撫獲提督軍務(wù)權(quán),參贊尚書獲統(tǒng)合全南直軍事權(quán)。倭平后,文臣提督權(quán)被制度化,南北兩巡撫的海防信地和操江都御史的江防信地就以W山和三江會口為界,江防、海防之間的防汛協(xié)作機(jī)制也同時成立。參贊尚書統(tǒng)合京營防區(qū)、操江防區(qū)、江南防區(qū)和江北防區(qū)延續(xù)至明末。北京陷落后,南直隸軍事布防成為弘光政權(quán)再構(gòu)成的支撐力量。南京兵部尚書參贊機(jī)務(wù)史可法上書廢除南京留都體制,設(shè)立京營戎政制度。江北四鎮(zhèn),駐守武昌地區(qū)的左良玉部為南京重要屏障,守備體制控制的武裝力量轉(zhuǎn)向弘光政權(quán)的體制。但弘光政權(quán)滅亡,留都終未能為明朝贏得偏安之局的地步。
