基于模糊軟集合的企業(yè)服務(wù)采購決策模型研究

【摘要】:隨著社會分工的細(xì)化、服務(wù)業(yè)的飛速發(fā)展,企業(yè)服務(wù)采購的規(guī)模越來越大、涉及范圍越來越廣、重要程度越來越高,對所采購服務(wù)要求也越來越高,但服務(wù)質(zhì)量難于控制、服務(wù)評價主觀性強(qiáng),不同服務(wù)差異性較大,而目前對企業(yè)生產(chǎn)性服務(wù)的標(biāo)準(zhǔn)化程度不高、研究較少。服務(wù)采購決策過程中,需要適應(yīng)參數(shù)多變、不同信息融合的需求,這使得傳統(tǒng)的方法在解決此類問題時存在局限。軟集合理論是近幾年興起的一種新興的處理不確定性問題的建模工具,軟集合參數(shù)集易于拓展,軟集合決策映射函數(shù)較傳統(tǒng)方法更加靈活。目前,軟集合理論已經(jīng)被廣泛的應(yīng)用到管理、工程、生物等領(lǐng)域。本文在總結(jié)服務(wù)和服務(wù)采購特點的基礎(chǔ)上,構(gòu)建出基于模糊軟集合的企業(yè)服務(wù)采購決策模型。具體而言,將企業(yè)服務(wù)采購決策分解為采購方式的選擇決策和服務(wù)提供商選擇決策兩個緊密相關(guān)的過程,重點研究上述兩個關(guān)鍵問題,分別建模,不斷優(yōu)化,最終聯(lián)合作為企業(yè)服務(wù)采購決策模型的主體部分。通過將軟集合理論引入到上述問題的解決中,提出根據(jù)服務(wù)的價值和采購風(fēng)險決策服務(wù)采購方式,根據(jù)不同的采購方式和服務(wù)的特點建立相對應(yīng)的服務(wù)提供商選擇的選擇模型,并研究了模型的優(yōu)化問題。首先,建立基于模糊軟集合的服務(wù)采購方式?jīng)Q策模型。在對企業(yè)常用采購方式、服務(wù)和服務(wù)采購的特點歸納總結(jié)的基礎(chǔ)上,參考分類采購思想,分析影響服務(wù)采購方式選擇的因素,通過將這些因素分解為服務(wù)價值和服務(wù)采購風(fēng)險兩大類指標(biāo),通過對指標(biāo)的綜合、及與各種采購方式最適合價值和風(fēng)險值的比較,建立基于模糊軟集合的采購方式?jīng)Q策模型來進(jìn)行服務(wù)采購方式的選擇。然后,構(gòu)建了基于模糊軟集合的服務(wù)提供商選擇模型。以解決服務(wù)提供商選擇問題為目標(biāo)。首先,將軟集合理論引入到服務(wù)提供商的選擇模型中,提出了基于軟集合的服務(wù)提供商選擇模型。其次,針對高風(fēng)險低價值型服務(wù),結(jié)合區(qū)間直覺模糊集通過隸屬度、非隸屬度兩個標(biāo)度對服務(wù)提供商屬性進(jìn)行評估,構(gòu)建區(qū)間直覺模糊軟集合選擇模型,給出區(qū)間直覺模糊軟集合的加權(quán)平均算子、樂觀決策算子和悲觀決策算子,為中性、樂觀和悲觀條件下服務(wù)提供商選擇決策提供指導(dǎo),該方法以區(qū)間形式表示專家肯定、否定評價,能同時考慮服務(wù)提供商的確定性因素和風(fēng)險因素。最后,對高價值高風(fēng)險的服務(wù)提供商選擇問題,構(gòu)建基于模糊軟集合和TOPSIS方法的服務(wù)提供商選擇模型。通過模糊軟集合的映射函數(shù)將各種不同量綱、不同取值范圍、不同取值類型的定量、定性指標(biāo)進(jìn)行融合,并利用模糊軟集合的集合屬性和模糊軟集合的距離測度和貼近度等性質(zhì)來進(jìn)行服務(wù)提供商的選擇決策,在同時考慮采購成本和服務(wù)質(zhì)量兩方面因素的條件下,解決了高風(fēng)險高價值服務(wù)提供商的選擇問題。最后,考慮到企業(yè)服務(wù)采購研究的模型不成熟、需要持續(xù)優(yōu)化的特點,提出通過優(yōu)化和調(diào)整不同采購方式的最合適價值和風(fēng)險值優(yōu)化采購方式選擇模型,以進(jìn)行采購方式選擇的優(yōu)化;通過應(yīng)用基于模糊軟集合的參數(shù)約簡,進(jìn)行服務(wù)提供商選擇中參數(shù)指標(biāo)的優(yōu)化問題。同時討論和確定了企業(yè)實際應(yīng)用過程中,具體的優(yōu)化措施、優(yōu)化方法和步驟。

At the same time to discuss and determine the actual application process, specific measures, methods and steps of the optimization.
