交通財(cái)政支出規(guī)模對(duì)我國(guó)交通產(chǎn)業(yè)經(jīng)濟(jì)產(chǎn)出績(jī)效的影響

【摘要】:交通產(chǎn)業(yè)作為國(guó)民經(jīng)濟(jì)發(fā)展中的基礎(chǔ)性服務(wù)部門(mén),為區(qū)域經(jīng)濟(jì)創(chuàng)造良好的發(fā)展環(huán)境,為整個(gè)經(jīng)濟(jì)系統(tǒng)可持續(xù)發(fā)展提供重要的保障。財(cái)政支出是交通產(chǎn)業(yè)得以發(fā)展的最主要資金來(lái)源。本文以區(qū)域?yàn)橐暯?進(jìn)行交通財(cái)政支出規(guī)模對(duì)交通產(chǎn)業(yè)經(jīng)濟(jì)產(chǎn)出績(jī)效作用機(jī)制和動(dòng)態(tài)影響的理論分析與經(jīng)驗(yàn)研究,主要從以下幾個(gè)方面進(jìn)行研究。本文通過(guò)對(duì)交通產(chǎn)業(yè)財(cái)政支出規(guī)模、交通產(chǎn)業(yè)經(jīng)濟(jì)產(chǎn)出績(jī)效、交通產(chǎn)業(yè)經(jīng)濟(jì)產(chǎn)出規(guī)模、交通產(chǎn)業(yè)經(jīng)濟(jì)產(chǎn)出效率概念的界定,明確了本文主要研究對(duì)象。構(gòu)建了財(cái)政支出對(duì)交通產(chǎn)業(yè)經(jīng)濟(jì)產(chǎn)出績(jī)效動(dòng)態(tài)影響的分析框架。從整體效應(yīng)與過(guò)程效應(yīng)兩個(gè)角度,研究交通財(cái)政支出對(duì)交通產(chǎn)業(yè)經(jīng)濟(jì)產(chǎn)出規(guī)模、財(cái)政支出對(duì)交通產(chǎn)業(yè)經(jīng)濟(jì)產(chǎn)出效率的影響機(jī)制以及交通財(cái)政支出對(duì)交通產(chǎn)業(yè)經(jīng)濟(jì)產(chǎn)出的門(mén)檻效應(yīng)進(jìn)行分析。為后續(xù)運(yùn)用經(jīng)驗(yàn)數(shù)據(jù)展開(kāi)實(shí)證研究提供理論依據(jù)和必要的研究基礎(chǔ)。在本文第二章理論研究的基礎(chǔ)上,從整體結(jié)果的角度以交通產(chǎn)業(yè)經(jīng)濟(jì)產(chǎn)出規(guī)模為視角,驗(yàn)證了交通產(chǎn)業(yè)財(cái)政支出規(guī)模對(duì)交通產(chǎn)業(yè)經(jīng)濟(jì)產(chǎn)出績(jī)效的動(dòng)態(tài)影響效應(yīng)。通過(guò)構(gòu)建面板修正誤差模型驗(yàn)證交通財(cái)政支出規(guī)模對(duì)交通產(chǎn)業(yè)經(jīng)濟(jì)產(chǎn)出規(guī)模的長(zhǎng)短期波動(dòng)影響。構(gòu)建面板VAR模型和利用面板脈沖響應(yīng)函數(shù),從區(qū)域視角深入剖析了財(cái)政支出和非財(cái)政支出對(duì)交通產(chǎn)業(yè)經(jīng)濟(jì)產(chǎn)出規(guī)模的動(dòng)態(tài)沖擊影響及變化過(guò)程。在本文第二章理論研究的基礎(chǔ)上,從過(guò)程結(jié)果的角度以交通產(chǎn)業(yè)經(jīng)濟(jì)產(chǎn)出效率為視角,驗(yàn)證了交通產(chǎn)業(yè)財(cái)政支出對(duì)交通產(chǎn)業(yè)經(jīng)濟(jì)產(chǎn)出績(jī)效的動(dòng)態(tài)影響效應(yīng)。首先分析財(cái)政支出對(duì)交通產(chǎn)業(yè)經(jīng)濟(jì)產(chǎn)出效率的直接和間接影響,然后構(gòu)建交通產(chǎn)業(yè)經(jīng)濟(jì)產(chǎn)出效率的評(píng)價(jià)體系,利用DEA、超效率DEA和Malmquist生產(chǎn)效率指數(shù)對(duì)我國(guó)交通產(chǎn)業(yè)經(jīng)濟(jì)產(chǎn)出效率進(jìn)行評(píng)價(jià);最后構(gòu)建財(cái)政支出和非財(cái)政支出對(duì)交通產(chǎn)業(yè)經(jīng)濟(jì)產(chǎn)出效率的動(dòng)態(tài)影響效應(yīng)模型,對(duì)全國(guó)范圍、東中西部地區(qū)財(cái)政支出和非財(cái)政支出對(duì)交通產(chǎn)業(yè)經(jīng)濟(jì)產(chǎn)出效率動(dòng)態(tài)沖擊分別進(jìn)行了經(jīng)驗(yàn)測(cè)量與檢驗(yàn)。為深入挖掘財(cái)政支出對(duì)交通產(chǎn)業(yè)經(jīng)濟(jì)產(chǎn)出績(jī)效影響的內(nèi)在規(guī)律,從驗(yàn)證其內(nèi)部是否存在結(jié)構(gòu)上的突變?yōu)橐暯茄芯控?cái)政支出對(duì)交通產(chǎn)業(yè)經(jīng)濟(jì)產(chǎn)出績(jī)效的結(jié)構(gòu)性動(dòng)態(tài)影響效應(yīng)。通過(guò)構(gòu)建財(cái)政支出對(duì)交通產(chǎn)業(yè)經(jīng)濟(jì)產(chǎn)出規(guī)模和財(cái)政支出對(duì)交通產(chǎn)業(yè)經(jīng)濟(jì)產(chǎn)出效率的雙門(mén)檻效應(yīng)模型,以地區(qū)經(jīng)濟(jì)增長(zhǎng)水平、交通產(chǎn)業(yè)財(cái)政支出和交通產(chǎn)業(yè)非財(cái)政支出作為門(mén)檻變量,研究交通產(chǎn)業(yè)財(cái)政支出對(duì)交通產(chǎn)業(yè)經(jīng)濟(jì)產(chǎn)出績(jī)效的門(mén)檻效應(yīng)。首先驗(yàn)證是否存在門(mén)檻變量,然后對(duì)門(mén)檻值進(jìn)行估算,最后對(duì)雙門(mén)檻模型進(jìn)行估計(jì)。本文突破傳統(tǒng)研究視角,從整體效應(yīng)到過(guò)程效應(yīng),再到內(nèi)在結(jié)構(gòu)變化的規(guī)律,層層深入地研究了財(cái)政支出對(duì)交通產(chǎn)業(yè)經(jīng)濟(jì)產(chǎn)出績(jī)效的影響,豐富了交通產(chǎn)業(yè)財(cái)政政策影響效應(yīng)理論,為政府決策者和交通產(chǎn)業(yè)主管部門(mén)進(jìn)行決策提供參考與借鑒,對(duì)促進(jìn)交通產(chǎn)業(yè)快速發(fā)展具有重要的理論與現(xiàn)實(shí)意義。
[Abstract]:Transportation industry as a national economic development based on the service sector, to create a favorable environment for the development of regional economy, provide an important guarantee for the sustainable development of the whole economic system. The fiscal expenditure is the main source of funds to the development of the transportation industry. This paper takes the region as the angle of view, theoretical analysis and Empirical Study on the impact of fiscal expenditure scale traffic the transportation industry economic output performance and dynamic mechanism, mainly from the following aspects. Based on the scale of fiscal expenditure of transportation industry, economic output performance of the transport industry, transportation industry economic output scale, the definition of transportation industry economic output efficiency concept, clear the research object in this paper. The impact of building a financial analysis framework spending on dynamic traffic industry economic output performance. From the overall effect of the two angles and the process effect, the financial support of traffic The economic output scale of transportation industry, analyze the influence mechanism of threshold effect of fiscal expenditure on the output efficiency of the traffic industry and traffic transportation industry of fiscal expenditure on economic output. To provide theoretical basis and necessary basis for the follow-up study uses empirical data to carry out empirical research. Based on the theory of the second chapter, from the overall results the point to economic output scale of transportation industry from the perspective of validated dynamic effects of fiscal expenditure on economic output performance of traffic transportation industry industry. Through traffic impact the scale of fiscal expenditure to build the panel error correction model to verify the short-term fluctuations in economic output scale transportation industry. From the regional perspective in-depth analysis of dynamic fiscal expenditure and non fiscal expenditure on economic output scale of transportation industry The impact and change process. Based on the theory of the second chapter, from the result of angle to the output efficiency of transportation industry economic perspective, to verify the effect of traffic industry expenditure dynamic effects on economic output performance of the transport industry. Firstly, the direct and indirect effects of fiscal expenditure on the output efficiency of the traffic industry, and construction output efficiency of transportation industry economic evaluation system, using DEA, super efficiency DEA and Malmquist productivity index to evaluate the efficiency of economic output of China's transportation industry; the construction of financial expenditure and fiscal expenditure model of dynamic effects on output efficiency of transportation industry economy, the national fiscal expenditure, the Eastern and western regions and non finance spending on transportation industry economic output efficiency of dynamic impact are experience of inspection and measurement for further mining of fiscal expenditure on. The influences of economic output performance of the transport industry, to verify the existence of internal mutation from structure of the structural dynamic impact effect of fiscal expenditure on economic output from the perspective of performance of the transport industry. Through the construction of fiscal expenditure model of double threshold effect of traffic industry economic output scale and fiscal expenditure on the output efficiency of the traffic industry, by region the level of economic growth, transportation industry and transportation industry non fiscal expenditure fiscal expenditure as the threshold variable threshold effect of traffic industry fiscal expenditure on economic output performance of the transport industry. First, verify the existence of the threshold variable, then the threshold value was estimated at the end of the double threshold model estimation. This paper breaks through the traditional research perspective, from the overall effect to the effect, to the internal structure changes, the layers of in-depth study of the fiscal expenditure on traffic The influence of the performance of industrial economic output enriches the theory of the impact effect of transportation industry fiscal policy, and provides reference for government decision-makers and transportation industry departments to make decisions.
