【摘要】:黨中央、國(guó)務(wù)院統(tǒng)籌國(guó)內(nèi)國(guó)際兩個(gè)大局,做出了加快推進(jìn)“一帶一路”建設(shè)和“京津冀協(xié)同發(fā)展”的重大戰(zhàn)略決策,將沈陽(yáng)經(jīng)濟(jì)區(qū)地處全國(guó)“五橫五縱”交通大通道、地處東北亞腹地、地處中蒙俄經(jīng)濟(jì)走廊交通要道以及連接亞歐大通道出?诘闹匾獏^(qū)位優(yōu)勢(shì)突顯出來(lái)。因此,沈陽(yáng)經(jīng)濟(jì)區(qū)為實(shí)現(xiàn)新型工業(yè)化綜合配套改革發(fā)展目標(biāo),就必須借助國(guó)家發(fā)展戰(zhàn)略,充分發(fā)揮交通區(qū)位優(yōu)勢(shì),積極推進(jìn)區(qū)域交通一體化發(fā)展,為有效承接產(chǎn)業(yè)梯次轉(zhuǎn)移,接受高新技術(shù)輻射,提供更廣闊的發(fā)展空間。經(jīng)過(guò)“十二五”的改革開放和發(fā)展,沈陽(yáng)經(jīng)濟(jì)區(qū)2014年地區(qū)生產(chǎn)總值比2009年增加了50%。經(jīng)濟(jì)發(fā)展,交通先行,沈陽(yáng)經(jīng)濟(jì)區(qū)實(shí)施了交通同城化、城際鐵路、城市軌道交通、高速鐵路、高速公路、機(jī)場(chǎng)和港口等一大批改擴(kuò)建工程及1小時(shí)交通圈的建設(shè)工程,為區(qū)域經(jīng)濟(jì)一體化發(fā)展創(chuàng)造了良好的交通運(yùn)輸條件。如今,沈陽(yáng)經(jīng)濟(jì)區(qū)已步入“十三五”發(fā)展規(guī)劃的開局之年,經(jīng)濟(jì)發(fā)展的快車道,為了適應(yīng)并促進(jìn)區(qū)域經(jīng)濟(jì)的快速發(fā)展,我們不得不深思:沈陽(yáng)經(jīng)濟(jì)區(qū)的交通一體化建設(shè)是否能滿足現(xiàn)階段經(jīng)濟(jì)快速發(fā)展的需要,是否有能力為經(jīng)濟(jì)發(fā)展提供必要的交通基礎(chǔ)設(shè)施與交通管理信息服務(wù)?出于這些方面的考慮,就有必要對(duì)沈陽(yáng)經(jīng)濟(jì)區(qū)交通一體化的發(fā)展現(xiàn)狀進(jìn)行研究,對(duì)交通運(yùn)輸與經(jīng)濟(jì)發(fā)展之間的協(xié)調(diào)程度進(jìn)行研究。只有清楚了沈陽(yáng)經(jīng)濟(jì)區(qū)交通一體化發(fā)展的程度,明確現(xiàn)階段它與經(jīng)濟(jì)發(fā)展之間的協(xié)調(diào)關(guān)系,才會(huì)制定出科學(xué)合理的“十三五”交通發(fā)展規(guī)劃,才會(huì)根據(jù)目前發(fā)展程度與存在的制約因素,采取符合實(shí)際的有力措施,促進(jìn)沈陽(yáng)經(jīng)濟(jì)區(qū)交通一體化進(jìn)一步發(fā)展,促進(jìn)其與經(jīng)濟(jì)更加協(xié)調(diào)發(fā)展,從而促進(jìn)沈陽(yáng)經(jīng)濟(jì)區(qū)國(guó)民經(jīng)濟(jì)向著更高目標(biāo)更快更好地發(fā)展。沈陽(yáng)經(jīng)濟(jì)區(qū)交通一體化與經(jīng)濟(jì)協(xié)調(diào)發(fā)展的研究主要分為以下幾部分:第一部分,分析選題的研究背景、研究目的、研究意義、研究方法、主要?jiǎng)?chuàng)新點(diǎn)及不足之處,國(guó)內(nèi)外相關(guān)領(lǐng)域研究現(xiàn)狀;第二部分,闡述了交通一體化與經(jīng)濟(jì)協(xié)調(diào)發(fā)展研究的理論基礎(chǔ)及相關(guān)戰(zhàn)略;第三部分,實(shí)證研究了沈陽(yáng)經(jīng)濟(jì)區(qū)交通一體化與經(jīng)濟(jì)發(fā)展現(xiàn)狀、交通一體化發(fā)展程度與運(yùn)行效率、經(jīng)濟(jì)增長(zhǎng)水平評(píng)價(jià)、交通一體化與經(jīng)濟(jì)發(fā)展的協(xié)調(diào)程度;第四部分,在前面分析研究基礎(chǔ)上提出了沈陽(yáng)經(jīng)濟(jì)區(qū)交通一體化與經(jīng)濟(jì)協(xié)調(diào)發(fā)展的制約因素;第五部分,比較分析了國(guó)內(nèi)外成熟城市圈及鄰近城市群的交通一體化與經(jīng)濟(jì)協(xié)調(diào)發(fā)展歷程并總結(jié)了可以借鑒的成功經(jīng)驗(yàn);第六部分,綜合上述研究結(jié)果,提出加快沈陽(yáng)經(jīng)濟(jì)區(qū)交通一體化發(fā)展、促進(jìn)交通一體化與經(jīng)濟(jì)協(xié)調(diào)發(fā)展的對(duì)策建議。研究中,通過(guò)綜合運(yùn)用比較分析法、綜合模糊分析法、DEA效率分析法、耦合協(xié)調(diào)度分析法、數(shù)理統(tǒng)計(jì)分析法和理論分析法等研究方法,對(duì)沈陽(yáng)經(jīng)濟(jì)區(qū)交通一體化發(fā)展的指標(biāo)數(shù)據(jù)、宏觀規(guī)劃與微觀現(xiàn)象進(jìn)行了規(guī)范與實(shí)證相結(jié)合的系統(tǒng)研究,得出以下幾點(diǎn)結(jié)論:一是沈陽(yáng)經(jīng)濟(jì)區(qū)交通一體化發(fā)展程度較好,區(qū)域經(jīng)濟(jì)處于不斷增長(zhǎng)中;二是交通一體化的運(yùn)行效率有了較大提高,處于運(yùn)行良好狀態(tài);三是交通一體化與經(jīng)濟(jì)發(fā)展的關(guān)系正處于初級(jí)協(xié)調(diào)階段,與優(yōu)質(zhì)協(xié)調(diào)關(guān)系還有一定差距;四是交通一體化綜合運(yùn)輸體系還沒(méi)有形成,對(duì)經(jīng)濟(jì)發(fā)展的推動(dòng)作用發(fā)揮不夠。最后,根據(jù)實(shí)證分析結(jié)果,結(jié)合沈陽(yáng)經(jīng)濟(jì)區(qū)的發(fā)展現(xiàn)狀及全國(guó)主體功能區(qū)發(fā)展戰(zhàn)略與全國(guó)城鎮(zhèn)化發(fā)展戰(zhàn)略的內(nèi)容,提出今后沈陽(yáng)經(jīng)濟(jì)區(qū)加快交通一體化發(fā)展的對(duì)策建議:一是充分利用海港資源,加快東北地區(qū)的對(duì)外開放,加強(qiáng)與東北亞的區(qū)域合作;二是整合空港資源,打造東北亞國(guó)際航空樞紐;三是加快鐵路運(yùn)輸一體化步伐;四是積極推進(jìn)公路基礎(chǔ)設(shè)施一體化建設(shè);五是重點(diǎn)推進(jìn)多式聯(lián)運(yùn)的綜合運(yùn)輸通道建設(shè)。促進(jìn)沈陽(yáng)經(jīng)濟(jì)區(qū)交通一體化與經(jīng)濟(jì)協(xié)調(diào)發(fā)展的建議:一是在區(qū)域經(jīng)濟(jì)發(fā)展戰(zhàn)略背景下,進(jìn)一步明確交通一體化的發(fā)展戰(zhàn)略定位;二是加強(qiáng)規(guī)劃引領(lǐng),編制與經(jīng)濟(jì)發(fā)展相適應(yīng)的交通一體化發(fā)展規(guī)劃;三是繼續(xù)推進(jìn)體制創(chuàng)新,建立一體化的綜合交通管理體制;四是完善投資機(jī)制,拓展融資渠道,建立適應(yīng)市場(chǎng)經(jīng)濟(jì)的交通一體化發(fā)展投融資模式;五是加快智能交通一體化建設(shè),以適應(yīng)現(xiàn)代化經(jīng)濟(jì)發(fā)展的要求;六是發(fā)展綠色低碳交通一體化,促進(jìn)沈陽(yáng)經(jīng)濟(jì)區(qū)的可持續(xù)發(fā)展。

In the study, by using comparative analysis method, fuzzy comprehensive analysis method, DEA efficiency analysis, coupling Scheduling analysis method, statistical analysis method and theoretical analysis method, the index data of the development of integrated transportation in Shenyang Economic Zone, system of macro planning and micro phenomenon of the combination of normative and empirical, the paper draws the following conclusions: one is the good traffic integration of Shenyang economic zone development, regional economy is constantly growth; two is the operation efficiency of the traffic integration has been greatly improved, running in good condition; three is the relationship between traffic integration and economic development coordination is in the primary stage, and there is a certain gap between the quality of coordination; four transportation integration is the comprehensive transportation system has not been formed, play a role in promoting economic development of the last is not enough. According to the results of empirical analysis, combined with the current development of Shenyang economic zone and the development strategy of the main functional areas and the national development strategy of Urbanization The contents, puts forward some countermeasures and suggestions in the future of Shenyang economic zone to accelerate the development of integrated transportation: one is to make full use of port resources, speed up the northeast area of opening up, strengthen regional cooperation with Northeast Asia; two is the integration of the airport resources, to build an international aviation hub in Northeast Asia; the three is to accelerate the pace of integration of railway transportation; the four is to actively promote the construction of highway infrastructure integration; five is the key to promote the comprehensive transportation corridor of multimodal transport construction.
