【摘要】：存典生息是清代民間公項(xiàng)經(jīng)費(fèi)保值增值的一種較為普遍的方式。不同于純粹的商業(yè)化運(yùn)作,這種經(jīng)費(fèi)的存典生息并非以追求利潤的最大化為第一目標(biāo),而是以資金安全為首要考量,且受市場(chǎng)因素影響往往相對(duì)較小,主要表現(xiàn)在:一是其利率并非完全由市場(chǎng)決定;二是其往往帶有強(qiáng)制性;三是其商業(yè)風(fēng)險(xiǎn)相對(duì)較小。清代民間公項(xiàng)經(jīng)費(fèi)的存典生息,較好地實(shí)現(xiàn)了商業(yè)與公益的結(jié)合,既體現(xiàn)了典當(dāng)業(yè)對(duì)社會(huì)公益的責(zé)任和義務(wù),也彰顯了政府和社會(huì)對(duì)公益事業(yè)的保護(hù)和支持。士紳、典當(dāng)商、政府的協(xié)力合作為有清一代民間公益經(jīng)費(fèi)保障體系的構(gòu)建奠定了較為堅(jiān)實(shí)的基礎(chǔ)。
[Abstract]:It is a common way to preserve and increase the value of public item funds in Qing Dynasty. Different from pure commercial operation, the deposit interest of this kind of funds is not the first objective to pursue the maximization of profits, but the first consideration is the safety of funds, and is often relatively small by market factors. The main manifestations are as follows: first, the interest rate is not completely determined by the market; Second, it is often mandatory; third, its commercial risk is relatively small. In the Qing Dynasty, the savings and interest of the folk public item funds had better realized the combination of business and public welfare, which not only embodied the responsibility and obligation of pawnbroking to the public welfare, but also demonstrated the protection and support of the government and the society to the public welfare cause. The cooperation of gentry, pawnbroker and government laid a solid foundation for the construction of public welfare fund system in Qing Dynasty.
