【摘要】：老年精神文化福利研究對我國老年福利和老年保障事業(yè)的發(fā)展都具有重要的意義。我國現(xiàn)階段該項事業(yè)起步較晚，起點較低，相關方面的研究主要集中在對老年物質福利的探討，對老年精神文化福利的研究則涉及較少。但隨著我國老齡化現(xiàn)象越來越嚴重，引起老年人口急劇增多，老年人娛樂、文化等方面的需求也隨著快速上升，加快老年人精神文化福利發(fā)展成為當務之急。 首先，本文在基本理論研究方面主要是對老年福利和老年精神文化福利的概念分析入手，闡述我國老年精神文化福利的主要內容、意義以及發(fā)展階段。其次，本文運用文獻綜述法和訪談法，借助遼寧省和沈陽市統(tǒng)計年鑒中的相關數(shù)據(jù)，以沈陽市為例，對沈陽市各市區(qū)的老年精神文化福利建設現(xiàn)狀進行調查和研究，提出沈陽市在老年精神文化福利建設方面存在不足之處：如偏重于老年物質性福利，輕視老年精神性福利建設；老年活動場地器材較少，文化娛樂活動受限；空巢高齡老人缺乏精神慰藉關照；社會性老年文化娛樂活動沒得到重視，缺少組織引導；孤單老年人再婚困難，精神空虛和孤獨感普遍；老年人安全問題逐漸凸顯保護訴求成為常態(tài)。最后，對國內外老年精神文化福利的經(jīng)驗進行研究主要有：老年精神文化福利的法律保障政策、經(jīng)濟保障政策、精神文化保障政策；老年養(yǎng)老福利機構建設政策、安全保障政策、精神文化娛樂福利政策等方面的經(jīng)驗。 本文針對沈陽市老年精神文化福利建設存在的不足，并借鑒國內外老年精神文化福利的相關經(jīng)驗，進而提出制定地區(qū)性的老年精神文化福利發(fā)展規(guī)劃；大力培養(yǎng)老年精神文化福利專業(yè)人員，重視老年人的精神慰藉；增加老年人文化娛樂性福利設施；筑建社區(qū)老年精神文化福利平臺；重視孤獨老年人的家庭重組等改進建議及對策。
[Abstract]:The research on the spiritual and cultural welfare of the elderly is of great significance to the development of the welfare and security of the elderly in China. At the present stage, the cause starts late and the starting point is low. The research on the material welfare of the elderly is mainly focused on the study of the material welfare of the elderly, but the research on the spiritual and cultural welfare of the elderly is less. However, with the aging phenomenon becoming more and more serious in our country, the aging population is increasing rapidly, and the demand for entertainment and culture of the elderly is also rising rapidly. It is urgent to accelerate the development of the spiritual and cultural welfare of the elderly. First of all, in the basic theoretical research, this paper mainly analyzes the concept of the elderly welfare and the elderly spiritual and cultural welfare, and expounds the main content, significance and development stage of the elderly spiritual and cultural welfare in China. Secondly, using literature review method and interview method, with the help of the relevant data in Liaoning Province and Shenyang Statistical Yearbook, taking Shenyang as an example, this paper investigates and studies the current situation of the elderly spiritual and cultural welfare construction in various urban areas of Shenyang. It is pointed out that there are some deficiencies in the construction of spiritual and cultural welfare for the elderly in Shenyang, such as emphasizing on the material welfare of the elderly, despising the construction of the spiritual welfare for the elderly, having fewer venues and facilities for the aged, and restricting the cultural and recreational activities. Empty nest elderly lack of spiritual comfort care, social cultural and entertainment activities for the elderly, lack of organizational guidance, lonely elderly remarriage difficulties, spiritual emptiness and loneliness is common; The safety of the elderly gradually highlights the need for protection as the norm. Finally, the research on the experience of the spiritual and cultural welfare of the elderly at home and abroad mainly includes: the legal protection policy, the economic security policy, the spiritual and cultural security policy, the policy of the old-age pension welfare institution construction, Experience in security policy, cultural and recreational welfare policy, etc. This article aims at the deficiency of the spiritual cultural welfare construction of the elderly in Shenyang, and draws lessons from the relevant experience of the spiritual and cultural welfare of the elderly at home and abroad, and then puts forward a regional plan for the development of the spiritual and cultural welfare of the elderly; Cultivate the elderly spiritual and cultural welfare professionals, attach importance to the spiritual comfort of the elderly; increase the cultural entertainment welfare facilities for the elderly; build a community platform for the spiritual and cultural welfare of the elderly; Pay attention to the family reorganization of lonely elderly and other improvement suggestions and countermeasures.
