【摘要】：社區(qū)文化中心作為社區(qū)居民滿足文化康樂(lè)需求的場(chǎng)所,也是政府部門(mén)建構(gòu)公共文化服務(wù)體系的一個(gè)重要環(huán)節(jié)。從政策過(guò)程視角,對(duì)政府部門(mén)社區(qū)文化中心政策文件內(nèi)容和各地實(shí)踐經(jīng)驗(yàn)進(jìn)行分析和總結(jié),發(fā)現(xiàn)現(xiàn)階段中國(guó)社區(qū)文化中心建設(shè)發(fā)展不平衡、地區(qū)差異大、呈現(xiàn)“自上而下”的行政化運(yùn)作特征;上海社區(qū)文化中心建設(shè)已經(jīng)進(jìn)入成型期,其他各地則處于起步或成長(zhǎng)階段。政府行政和專業(yè)部門(mén)的設(shè)施分級(jí)配置和項(xiàng)目標(biāo)準(zhǔn)化政策需要與社區(qū)組織和居民“自下而上”的源動(dòng)力相結(jié)合,通過(guò)完善社區(qū)參與機(jī)制,保證社區(qū)文化中心的建設(shè)方向和運(yùn)營(yíng)效果。
[Abstract]:As a place for community residents to meet the needs of Kang Le, community cultural center is also an important link for government departments to construct public cultural service system.From the perspective of policy process, this paper analyzes and summarizes the contents of government department community culture center policy documents and the practical experience of various places. It is found that the construction of community culture center in China is not balanced at the present stage, and the regional differences are great.The construction of Shanghai Community Cultural Center has entered a formative stage, while other places are in the initial or growing stage.The policy of hierarchical allocation of facilities and standardization of projects in government administration and professional departments needs to be combined with the "bottom-up" motivation of community organizations and residents, through the improvement of community participation mechanisms,Ensure the construction direction and operation effect of community culture center.
