快速公交(BRT)使用者績(jī)效導(dǎo)向的評(píng)價(jià)指標(biāo)體系研究

【摘要】:建設(shè)和發(fā)展城市快速公交(BRT)系統(tǒng)是使有限的道路資源效用最大化,通過提升城市公共交通的吸引力和總體競(jìng)爭(zhēng)力充分地挖掘城市交通系統(tǒng)的潛力,短期內(nèi)緩解城市交通問題、長(zhǎng)期適應(yīng)和引導(dǎo)城市交通需求的一種有效手段。但我國(guó)BRT起步晚,其規(guī)劃、建設(shè)、評(píng)價(jià)缺少經(jīng)驗(yàn)積累和理論指導(dǎo),因此,本文將以BRT使用者績(jī)效為導(dǎo)向,研究BRT系統(tǒng)的評(píng)價(jià)指標(biāo)體系的建立和使用,為系統(tǒng)設(shè)計(jì)者、決策者提供一個(gè)框架,既可用以評(píng)價(jià)已建城市BRT系統(tǒng),又能為正在籌建BRT系統(tǒng)的城市提供最佳的實(shí)踐指導(dǎo)。 本文中以人因工程學(xué)和利益相關(guān)者理論為基礎(chǔ),分析以BRT使用者為主的利益相關(guān)者的角色和利益指標(biāo),對(duì)這些利益指標(biāo)進(jìn)行分析、整合,得到“可得性、先到達(dá)性、安全性、可靠性、舒適性、方便性和經(jīng)濟(jì)性、成本與收益、可持續(xù)發(fā)展”等9個(gè)BRT系統(tǒng)評(píng)價(jià)準(zhǔn)則。 在分析評(píng)價(jià)準(zhǔn)則與系統(tǒng)構(gòu)成元素的相關(guān)性的基礎(chǔ)上,分析如何進(jìn)行系統(tǒng)元素配置才能更好的達(dá)到評(píng)價(jià)準(zhǔn)則,并篩選出能夠科學(xué)、合理地依據(jù)準(zhǔn)則對(duì)系統(tǒng)進(jìn)行評(píng)價(jià)的15個(gè)評(píng)價(jià)指標(biāo),形成了“目標(biāo)層—準(zhǔn)則層—指標(biāo)層”三層塔式結(jié)構(gòu)的使用者績(jī)效導(dǎo)向BRT系統(tǒng)評(píng)價(jià)指標(biāo)體系。同時(shí)在學(xué)習(xí)和借鑒國(guó)內(nèi)外公共交通評(píng)價(jià)指標(biāo)和BRT系統(tǒng)評(píng)價(jià)指標(biāo)的量化和分級(jí)標(biāo)準(zhǔn)的基礎(chǔ)上,結(jié)合對(duì)國(guó)內(nèi)外城市BRT系統(tǒng)的調(diào)研和分析,將15個(gè)評(píng)價(jià)指標(biāo)量化、并分為高、中、低三級(jí)。 BRT系統(tǒng)的成本投入包括建設(shè)成本和運(yùn)營(yíng)維護(hù)成本,系統(tǒng)效果包括對(duì)使用者來說的系統(tǒng)服務(wù)水平效果、對(duì)全社會(huì)而言的交通體系結(jié)構(gòu)改善效果和對(duì)環(huán)境而言的節(jié)能減排效果。本文以使用者績(jī)效導(dǎo)向的評(píng)價(jià)指標(biāo)體系為參考,指導(dǎo)城市BRT系統(tǒng)建設(shè)與評(píng)價(jià),分析使用者對(duì)BRT系統(tǒng)的愿景與所需的成本投入,研究如何實(shí)現(xiàn)使用者績(jī)效最大化,同時(shí)使其他系統(tǒng)利益相關(guān)者的合理化。
[Abstract]:The construction and development of urban bus rapid transit (BRT) system is to maximize the utility of limited road resources, and to fully tap the potential of urban transportation system by enhancing the attraction and overall competitiveness of urban public transport. It is an effective means to alleviate urban traffic problems in the short term and to adapt and guide urban traffic demand in the long run. However, China's BRT started late, and its planning, construction and evaluation lacked experience accumulation and theoretical guidance. Therefore, this paper will take the performance of BRT users as the guide, study the establishment and use of the evaluation index system of BRT system, and be the system designer. Decision makers provide a framework that can be used not only to evaluate the built city BRT system, but also to provide best practice guidance for the cities that are planning to build the BRT system. On the basis of human factor engineering and stakeholder theory, this paper analyzes the role and interest index of stakeholders mainly based on BRT users, analyzes and integrates these interest indicators, and obtains the "availability, first arrival, security," availability, first arrival, and security. " Reliability, comfort, convenience and economy, cost and benefit, sustainable development, etc. 9 BRT system evaluation criteria. Based on the analysis of the correlation between the evaluation criteria and the elements of the system, this paper analyzes how to configure the system elements to achieve the evaluation criteria better, and screening out the science that can be achieved. The evaluation index system of user performance-oriented BRT system based on target layer, criterion layer and index layer is formed, which is based on the 15 evaluation indexes of the system according to the criterion reasonably, and the three-layer tower structure of "target layer, criterion layer-index layer" is formed. At the same time, on the basis of studying and drawing lessons from the domestic and foreign public transport evaluation index and the BRT system evaluation index quantification and classification standard, combined with the investigation and analysis of domestic and foreign city BRT system, the 15 evaluation indexes are quantified, and divided into high, middle, high, middle. Three grades lower. The cost input of BRT system includes the construction cost and operation maintenance cost. The system effect includes the system service level effect for users, the transportation system structure improvement effect for the whole society and the energy saving and emission reduction effect for the environment. Taking the user performance-oriented evaluation index system as a reference, this paper guides the construction and evaluation of urban BRT system, analyzes the user's vision for BRT system and the cost investment required, and studies how to maximize the performance of users. At the same time to rationalize other system stakeholders.
