上海市廉租房供給模式研究

【摘要】:中低收入階層等困難群體的住房問題在各個(gè)國(guó)家都存在,西方國(guó)家解決社會(huì)低收入家庭的住房問題已經(jīng)經(jīng)歷了長(zhǎng)時(shí)間的發(fā)展與探索,然而,我國(guó)尚處于社會(huì)主義初級(jí)階段,生產(chǎn)力發(fā)展水平還不平衡,需要不斷完善住房保障制度的建設(shè)。在社會(huì)住房改革分配時(shí)期,即2000年左右我國(guó)廉租房制度正式實(shí)施,主要為滿足城鎮(zhèn)最低層次收入群體的需要。歷經(jīng)12年的探索,廉租房建設(shè)的供給模式、保障方式都產(chǎn)生了明顯變化。本文的行文思路如下: 本文的理論核心是廉租房供給的理論來(lái)源。包括廉租房供給理論,公共物品理論,對(duì)廉租房屬于準(zhǔn)公共物品的屬性進(jìn)行了探討;此外,還研究了廉租房供給的兩種模式:實(shí)物配租和貨幣配租,將兩種模式的優(yōu)劣進(jìn)行了比較分析。 文章首先是對(duì)選題背景及意義進(jìn)行論述,介紹了國(guó)內(nèi)外學(xué)者對(duì)住房保障制度的研究,由此為本文的研究提供了思路及方法。 之后是對(duì)廉租房相關(guān)概念的概述,對(duì)廉租房的定義進(jìn)行了闡述,進(jìn)而對(duì)廉租房的性質(zhì)和特征分別進(jìn)行了論述,最后回顧了我國(guó)廉租房制度產(chǎn)生的過程以及發(fā)展的現(xiàn)狀。 上海是我國(guó)東部沿海的經(jīng)濟(jì)中心城市,上海市廉租房建設(shè)經(jīng)過多年的發(fā)展,暴露出了較多的問題與不足,完善上海市廉租房建設(shè)對(duì)我國(guó)廉租房制度的發(fā)展有重要的借鑒作用。本文對(duì)上海市廉租房發(fā)展的歷程做了論述,闡述了上海市廉租房的申請(qǐng)流程與退出機(jī)制,分析了上海市廉租房供給中存在的幾點(diǎn)問題。 最后結(jié)合部分發(fā)達(dá)國(guó)家和地區(qū)的廉租房供給發(fā)展經(jīng)驗(yàn),對(duì)上海市廉租房的發(fā)展提出建議,并根據(jù)上海市的實(shí)際情況提出對(duì)廉租房供給模式的初步設(shè)想。
[Abstract]:The housing problem of poor groups such as middle and low income class exists in all countries. The western countries have experienced a long period of development and exploration to solve the housing problems of low-income families. However, China is still in the primary stage of socialism. The level of productivity development is not balanced, need to improve the construction of housing security system. In the period of social housing reform and distribution, that is, about 2000, the low-rent housing system in China was formally implemented, mainly to meet the needs of the lowest income groups in cities and towns. After 12 years of exploration, the supply mode of low-rent housing construction, security methods have changed significantly. The main ideas of this paper are as follows: the theoretical core of this paper is the theoretical source of low-rent housing supply. Including low-rent housing supply theory, the theory of public goods, low-rent housing is a quasi-public goods attributes are discussed; In addition, the paper studies two modes of low-rent housing supply: physical rent and monetary rent, and compares the advantages and disadvantages of the two models. Firstly, the paper discusses the background and significance of the topic, and introduces the research of housing security system by domestic and foreign scholars, which provides the train of thought and method for the research of this paper. Then it summarizes the related concepts of low-rent housing, expounds the definition of low-rent housing, then discusses the nature and characteristics of low-rent housing, and finally reviews the process and development of low-rent housing system in China. Shanghai is an economic center city in the east coast of China. After years of development, the construction of low-rent housing in Shanghai has exposed many problems and deficiencies. Perfecting the construction of low-rent housing in Shanghai has an important reference role for the development of low-rent housing system in our country. This paper discusses the course of the development of low-rent housing in Shanghai, expounds the application process and withdrawal mechanism of low-rent housing in Shanghai, and analyzes some problems existing in the supply of low-rent housing in Shanghai. Finally, based on the development experience of low-rent housing supply in some developed countries and regions, the paper puts forward some suggestions on the development of low-rent housing in Shanghai, and puts forward a tentative plan of low-rent housing supply mode according to the actual situation of Shanghai.
