【摘要】：近年來，在我國城市建設(shè)水平的超常規(guī)發(fā)展過程中，與之相配套的傳統(tǒng)城市管理模式并未得到相應(yīng)改善，與現(xiàn)代城市管理相比，愈發(fā)顯得落伍和滯后，城市管理的部門化、利益化、粗放化、冷漠化和運(yùn)動式管理等問題日益突出。為解決中國城市管理存在的諸多問題，，中國城市管理部門進(jìn)行了積極的探索，2004年，北京市東城區(qū)首先建成數(shù)字化城市管理模式，并投入運(yùn)行，在實(shí)踐中取得極大成功，隨之建設(shè)部在全國積極推廣東城區(qū)數(shù)字化城市管理模式。而日照市為鞏固擴(kuò)大“聯(lián)合國人居環(huán)境獎(jiǎng)”成果，建設(shè)具有海洋特色新興城市，市政府提出繼續(xù)打造“生態(tài)宜居、濱海度假”城市品牌，這勢必要求日照城市管理工作要取得新突破，公共服務(wù)水平邁上新臺階，因而變革當(dāng)前城市管理模式和管理理念已是迫在眉睫。根據(jù)當(dāng)前有利形勢，按照國家住建部和山東省建設(shè)廳有關(guān)要求，借鑒和吸收先進(jìn)城市數(shù)字化城市管理模式建設(shè)經(jīng)驗(yàn)，盡快實(shí)施日照市數(shù)字化城市管理模式建設(shè)已勢在必行。數(shù)字化城市管理模式是以計(jì)算機(jī)技術(shù)、多媒體技術(shù)和數(shù)據(jù)存儲技術(shù)為基礎(chǔ)，以寬帶網(wǎng)絡(luò)為依托，運(yùn)用3S技術(shù)和移動通信技術(shù)，對城市進(jìn)行多分辨率、多尺度、多種類的三維描述和信息追蹤，通過創(chuàng)建獨(dú)立的監(jiān)督中心，整合市政管理資源，促使各市政部門切實(shí)履行管理責(zé)任，協(xié)同工作，從而有效提高城市管理和公共服務(wù)的績效水平。 本文對日照市數(shù)字化城市管理模式建設(shè)背景進(jìn)行了研究，介紹了數(shù)字化城市管理模式概念以及國內(nèi)外數(shù)字化城市管理模式的發(fā)展和應(yīng)用現(xiàn)狀，并進(jìn)一步對日照市建設(shè)數(shù)字化城市管理模式的必要性和存在的有利條件進(jìn)行了分析，對日照市建設(shè)數(shù)字化城市管理模式建設(shè)目標(biāo)、建設(shè)原則進(jìn)行了調(diào)查研究，最終提出了日照市數(shù)字化城市管理模式建設(shè)規(guī)劃和系統(tǒng)設(shè)計(jì)要求。本文對日照市實(shí)現(xiàn)城市管理精細(xì)化、信息化將有所幫助，同時(shí)其對日照市和其它國內(nèi)地市級城市實(shí)施數(shù)字化城市管理模式規(guī)劃和建設(shè)具有參考和借鑒價(jià)值。
[Abstract]:In recent years, in the process of super routine development of urban construction level in China, the corresponding traditional urban management mode has not been improved correspondingly. Compared with modern urban management, it has become more and more outdated and lagging behind, and the urban management has become more and more sectorized. The problems of interest, extensive, apathy and sport management are becoming more and more prominent. In order to solve the problems existing in urban management in China, the urban management departments of China have made active exploration. In 2004, the digital urban management model was first built and put into operation in Dongcheng District of Beijing, with great success in practice. Along with this, the Ministry of Construction is actively promoting the digital urban management model of Dongcheng District throughout the country. In order to consolidate and expand the achievements of the "UN Habitat Environment Award" and build a new city with marine characteristics, Rizhao city government proposed to continue to build a "eco-livable, coastal vacation" city brand. This is bound to require Rizhao city management to make a new breakthrough, the level of public service to a new level, so it is urgent to change the current urban management model and management concept. According to the current favorable situation and in accordance with the relevant requirements of the Ministry of National Housing and Construction Department of Shandong Province, it is imperative to draw lessons from and absorb the experience of the construction of advanced urban digital city management model and implement the construction of Rizhao digital city management mode as soon as possible. Digital city management model is based on computer technology, multimedia technology and data storage technology, relying on broadband network, using 3s technology and mobile communication technology to carry out multi-resolution, multi-scale, By creating independent supervision center and integrating municipal management resources, various kinds of 3D description and information tracing can promote the municipal departments to fulfill their management responsibilities and work together, so as to effectively improve the performance level of urban management and public service. This paper studies the background of the construction of digital city management model in Rizhao city, introduces the concept of digital city management mode and the development and application status of digital city management mode at home and abroad. Furthermore, the necessity and advantages of the construction of digital city management mode in Rizhao City are analyzed, and the objectives and principles of the construction of digital city management mode in Rizhao City are investigated and studied. Finally, the construction planning and system design requirements of Rizhao digital city management model are put forward. This paper will be helpful for Rizhao to realize the fine urban management and informatization, at the same time, it has reference and reference value for the implementation of digital urban management mode planning and construction in Rizhao city and other domestic cities.
