威海市住房保障政策研究

【摘要】：住房的重要功能之一是滿足人們的基本生活需求，然而2004年以來住房價格的迅速上揚，造成了威海市中低收入家庭的住房需求難以得到滿足，并引發(fā)了一系列經(jīng)濟、社會問題。雖然自2007年開始，威海市加大了住房保障體系建設的力度，但由于住房保障政策的自身缺陷和實施過程中的執(zhí)行偏差，中低收入人群的住房保障問題仍然是亟待解決的重大問題之一。 本文的研究目的是針對威海市現(xiàn)狀提出能有效解決中低收入階層住房保障問題的政策解決方案。為此，論文首先在適足住房權、住房過濾理論、可承擔住房理論、住房梯度消費理論等住房保障理論的基礎上，對我國住房保障政策框架中的供給方政策、需求方政策和配套運行機制進行了分析，提出了現(xiàn)行住房保障政策的適用條件及存在的利弊。提出在不同的經(jīng)濟和社會發(fā)展時期，應選擇側重不同的供給方政策和需求方政策。 其次介紹了威海市現(xiàn)行的住房保障政策及其實施效果，運用住房保障相關理論對實施效果進行了分析。通過分析，發(fā)現(xiàn)威海市現(xiàn)行住房保障政策主要問題，即：無法滿足部分低收入家庭的住房需求、部分不符合條件的家庭取得了住房保障資格。并從供給方政策、需求方政策和配套機制三方面分析了產(chǎn)生問題的原因。 再次介紹了社會型和全面責任型住房保障政策代表性國家和地區(qū)的有關政策。通過對國內(nèi)外國家和城市在住房保障方面不同做法和經(jīng)驗的分析，可以看出，，適足住房權提出的機會均等、價格可承擔、使用權穩(wěn)定和適合居住是住房保障的基本目標，并從供給方政策、需求方政策和配套機制三方面總結出對威海市住房保障的啟示。 最后通過研究，針對威海市住房保障政策存在的問題，論文分別從供給方政策、需求方政策和政策運行的配套機制三個方面提出了建議。
[Abstract]:One of the important functions of housing is to meet people's basic living needs. However, the rapid increase in housing prices since 2004 has caused the housing demand of low and middle income families in Weihai to be difficult to meet, and caused a series of economic and social problems. Although Weihai has intensified the construction of housing security system since 2007, but because of the shortcomings of the housing security policy and the deviation in the implementation process, Housing security for low-and middle-income people is still one of the most important problems to be solved. The purpose of this paper is to put forward a policy solution to solve the housing security problem of middle and low income class in Weihai City. Therefore, based on the housing security theory, such as adequate housing right, housing filter theory, affordable housing theory, housing gradient consumption theory, this paper first analyzes the supply-side policies in the framework of housing security policy in China. This paper analyzes the demand-side policy and supporting operation mechanism, and puts forward the applicable conditions and advantages and disadvantages of the current housing security policy. In different periods of economic and social development, different supply-side policies and demand-side policies should be chosen. Secondly, it introduces the current housing security policy and its implementation effect in Weihai City, and analyzes the implementation effect by using the housing security theory. Through the analysis, it is found that the main problems of the current housing security policy in Weihai are that the housing needs of some low-income families can not be met, and some families that do not meet the requirements have obtained the housing security qualification. The causes of the problems are analyzed from three aspects: supply-side policy, demand-side policy and supporting mechanism. It also introduces the representative countries and regions of social and overall responsible housing security policies. Through an analysis of the different practices and experiences of countries and cities at home and abroad in the field of housing security, it can be seen that the right to adequate housing is presented with equal opportunities, affordable prices and stable and habitable tenure as the basic objective of housing security, And from the supply side policy, the demand side policy and the supporting mechanism three aspects summarizes to Weihai city housing security enlightenment. Finally, according to the existing problems of housing security policy in Weihai City, the paper puts forward some suggestions from three aspects: supply-side policy, demand-side policy and supporting mechanism of policy operation.
