【摘要】：隨著廉租房和公租房逐漸成為保障房的主要形式,巨大的建設量和資金需求量導致以政府投資為主的融資模式不能滿足建設需求,租賃式保障房的特殊性導致單純的建設融資舉步惟艱。為此,在分析地方租賃式保障房的特殊性和融資現(xiàn)狀的基礎上,提出適應新形勢的地方政府投融資平臺,構建基于N-ABS模式、專項基金和政策性銀行給予扶持的多元化融資模式。并且,從吸引民間資本、建立ABS為核心的長效運行機制、制定及完善相關法律政策和建立風險防范與控制機制四方面闡述該模式的運行。
[Abstract]:As low-rent housing and public rental housing have gradually become the main form of indemnificatory apartment, the huge amount of construction and the demand for funds have led to a pattern of financing based on government investment that cannot meet the construction needs. The particularity of leasehold indemnificatory apartment leads to simple construction financing difficult. Therefore, on the basis of analyzing the particularity and financing status of local leasing indemnificatory apartment, this paper puts forward the local government investment and financing platform to adapt to the new situation, and constructs the local government investment and financing platform based on N-ABS. Special funds and policy banks to support the diversification of financing models. Moreover, this paper expounds the operation of the model from four aspects: attracting private capital, establishing long-term operation mechanism with ABS as the core, formulating and perfecting relevant laws and policies, and establishing risk prevention and control mechanism.
