【摘要】：國務(wù)院頒布的《關(guān)于加快發(fā)展養(yǎng)老服務(wù)業(yè)的若干意見》提出將有規(guī)劃地在全國范圍內(nèi)開展"以房養(yǎng)老"試點,這對完善我國養(yǎng)老模式體系具有重要意義。從國際經(jīng)驗看,以美國為代表的西方國家從20世紀80年代開始探索并推行"以房養(yǎng)老",目前已成為西方社會高度認可的養(yǎng)老方式。西方"以房養(yǎng)老"發(fā)展的主要特點是:運作體系在長期實踐中日趨成熟,市場規(guī)模隨著制度完善大幅擴展,各國模式因國情不同互有差異,多方因素支撐是成功推行的重要前提。中國對"以房養(yǎng)老"已有近十年的探索,但由于養(yǎng)老觀念、政策制度、市場環(huán)境等多方面因素的制約,迄今仍未有實質(zhì)性進展。為將"以房養(yǎng)老"發(fā)展成為我國重要的補充養(yǎng)老方式,今后的努力方向是:明確"以房養(yǎng)老"的角色定位,優(yōu)先在一二線城市試點推廣,制定完善相關(guān)法律法規(guī),充分發(fā)揮政府主導(dǎo)作用以及加大社會宣傳推廣力度等。
[Abstract]:Some opinions on speeding up the development of the old-age service industry promulgated by the State Council put forward that the pilot project of "providing for the aged by housing" will be carried out in a planned way throughout the country, which is of great significance to the improvement of the pension model system in China. From the international experience, the western countries, represented by the United States, began to explore and implement "providing for the aged by housing" in the 1980s, which has now become a highly recognized pension method in the western society. The main characteristics of the development of "old-age support by house" in the West are that the operating system is maturing day by day in long-term practice, the market scale expands greatly with the perfection of the system, and the modes of each country are different according to the national conditions. Multi-factor support is an important prerequisite for successful implementation. China has been exploring "providing for the aged by house" for nearly ten years. However, due to the restriction of pension concept, policy and system, market environment and so on, no substantial progress has been made so far. In order to develop "providing for the aged by housing" as an important supplementary way of providing for the aged in our country, the direction of future efforts is to make clear the role of "providing for the aged by housing", to give priority to pilot promotion in the first and second tier cities, and to formulate and perfect the relevant laws and regulations. Give full play to the leading role of the government and increase social propaganda and promotion efforts.
