【摘要】：30多年來(lái)的改革開放，大踏步地推進(jìn)我國(guó)經(jīng)濟(jì)、社會(huì)的發(fā)展以及雙重轉(zhuǎn)型，廣州市番禺區(qū)在社會(huì)主義市場(chǎng)經(jīng)濟(jì)領(lǐng)域內(nèi)的發(fā)展突飛猛進(jìn)，政府在投資工程以及項(xiàng)目的管理體制方面不斷進(jìn)步。投資多元化、建設(shè)周期長(zhǎng)、不確定因素多、建設(shè)規(guī)模大、社會(huì)影響深遠(yuǎn)是政府投資工程所具有的特點(diǎn)，來(lái)自傳統(tǒng)的計(jì)劃經(jīng)濟(jì)體制方面的的習(xí)慣性因素仍然影響著經(jīng)濟(jì)發(fā)展，，最為突出的表現(xiàn)就體現(xiàn)在政府投資工程領(lǐng)域，例如，普遍存在項(xiàng)目管理程序不科學(xué)、投資規(guī)模超預(yù)算、審批周期較長(zhǎng)、投資沖動(dòng)等許多問(wèn)題。如何有效突破來(lái)自傳統(tǒng)制度方面的約束，對(duì)此問(wèn)題的研究將有助于完善政府投資工程管理制度的改革。 通過(guò)研究以及分析番禺的政府投資項(xiàng)目管理中存在的現(xiàn)狀、問(wèn)題，并對(duì)此進(jìn)行詳細(xì)的分析，提出解決這些問(wèn)題的辦法以及措施，完善政府投資工程管理制度，探索引入新的管理模式以及機(jī)制，以改進(jìn)政府投資工程管理制度，通過(guò)模式創(chuàng)新以突破傳統(tǒng)體制的制度約束，優(yōu)化政府投資工程項(xiàng)目管理制度、提高政府投資項(xiàng)目管理效率。從體制以及機(jī)制上保證政府工程實(shí)現(xiàn)優(yōu)質(zhì)高效，形成成熟的現(xiàn)代管理模式，進(jìn)而拉動(dòng)社會(huì)經(jīng)濟(jì)的發(fā)展，提高人們的生活質(zhì)量，促進(jìn)我國(guó)投資市場(chǎng)的規(guī)范管理1。
[Abstract]:After more than 30 years of reform and opening up, we have made great strides to promote the economic and social development and dual transformation of our country, and the development of Panyu District in Guangzhou City has been advancing by leaps and bounds in the field of socialist market economy. The government is making progress in investment in engineering and in the management of projects. Diversification of investment, long construction cycle, many uncertain factors, large scale of construction and far-reaching social impact are the characteristics of government investment projects. The habitual factors from the traditional planned economic system still affect the economic development. The most outstanding performance is in the field of government investment engineering. For example, there are many problems such as unscientific project management procedure, over-budget investment scale, long examination and approval period, investment impulse and so on. How to effectively break through the constraints from the traditional system, the study of this problem will help to improve the reform of government investment project management system. By studying and analyzing the present situation and problems in the management of government investment projects in Panyu, and analyzing the problems in detail, the author puts forward the methods and measures to solve these problems, and consummates the management system of government investment projects. This paper explores the introduction of new management models and mechanisms in order to improve the management system of government investment projects, to break through the institutional constraints of traditional systems, to optimize the management system of government investment projects, and to improve the efficiency of the management of government investment projects through mode innovation. From the system and mechanism to ensure the government project to achieve high quality and efficiency, form a mature modern management model, and then stimulate the development of social economy, improve people's quality of life, promote the standard management of our country's investment market 1.
