【摘要】:近年來,國內(nèi)大多數(shù)城市和地區(qū)的房價上漲速度過快、投資過熱,房價漲幅遠遠超過國內(nèi)生產(chǎn)總值和居民收入增長速度,嚴重超出了廣大居民的購房能力,而房地產(chǎn)調(diào)控政策不完善、調(diào)控政策不落實,更引發(fā)了強烈的社會矛盾和公眾不滿。直到2010年中央出臺嚴厲的樓市限購令,商品住宅整體需求被凍結(jié),價格開始回穩(wěn)。在這樣的背景下,作為三線城市的朔州商品住宅市場現(xiàn)在發(fā)展狀況如何,未來發(fā)展的趨勢是什么,都關系到朔州市商品住宅業(yè)能否健康持續(xù)發(fā)展,也成為困擾當?shù)厥姓⒎康禺a(chǎn)開發(fā)商及老百姓的一個重要問題。 在全國商品住宅調(diào)控的大背景下,通過對朔州市商品住宅市場的發(fā)展現(xiàn)狀進行分析,以商品住宅供給和需求為主線,以房價為供需矛盾的信號,詳細深入研究商品住宅開發(fā)投資、住宅開發(fā)規(guī)模等住宅供給情況和住宅銷售面積、住宅銷售額等需求狀況及其影響因素的分析,發(fā)現(xiàn)朔州市商品住宅市場需求大于供給的失衡問題。通過一系列商品住宅現(xiàn)狀的分析,提出了朔州市商品住宅市場發(fā)展面臨的主要問題:多種因素抑制了需求,造成空置面積快速增長;規(guī)劃和管理滯后導致住宅市場非均衡;企業(yè)的逐利性造成供給的戶型結(jié)構(gòu)矛盾;居民住房消費觀念誤區(qū)造成住房支出增加。并采用統(tǒng)計分析和理論與實踐相結(jié)合的方法,對未來六年內(nèi)商品住宅供給、需求、價格進行預測。與朔州市“十二五”規(guī)劃進行對比,展望朔州市未來商品住宅市場發(fā)展走勢,在宏觀環(huán)境穩(wěn)定的情況下,,城鎮(zhèn)化繼續(xù)推進,商品住宅發(fā)展處于增長中期,住宅需求旺盛,供給不足。 為使朔州市商品住宅健康發(fā)展,政府應該充分發(fā)揮政府的調(diào)控和監(jiān)管職能:合理優(yōu)化商品住宅市場調(diào)整結(jié)構(gòu),增加中小套型建設;規(guī)范商品住宅市場秩序,建立完善的法規(guī)體系;合理引導消費,建立商品住宅信息公開透明平臺。引導消費者樹立正確的消費觀角度:切實選擇住房面積,建立科學的住房觀念。不斷提高企業(yè)開發(fā)能力:改變單一的開發(fā)理念,增加商品房科技含量,樹立品牌意識。
[Abstract]:In recent years, housing prices in most cities and regions in China have risen too fast, overheated investment, and house prices have increased far more than the growth rate of gross domestic product and residents' income, which seriously exceeded the ability of the vast number of residents to buy houses. But the real estate regulation policy is not perfect, the regulation policy does not carry out, has caused the intense social contradiction and the public dissatisfaction. Until 2010, when the central government imposed tough housing purchase restrictions, overall demand for commodity housing was frozen and prices began to stabilise. Against this background, what is the current development situation of Shuozhou commodity housing market as a third-tier city, and what the future development trend is, are related to whether the commodity housing industry in Shuozhou City can develop healthily and sustainably, and it has also become a problem for the local government. Real estate developers and ordinary people an important issue. Under the background of the national commodity housing regulation and control, through the analysis of the development situation of Shuozhou commodity housing market, taking the commodity housing supply and demand as the main line, taking the housing price as the signal of the contradiction between supply and demand, Detailed and in-depth study of the commercial housing development investment, residential development scale and other housing supply and residential sales area, residential sales and other demand conditions and their impact factors analysis, Found Shuozhou commodity housing market demand is larger than the imbalance of supply. Based on the analysis of the present situation of commercial housing, this paper puts forward the main problems facing the development of commodity housing market in Shuozhou: a variety of factors restrain the demand, which results in the rapid growth of vacant area, and the lag of planning and management leads to the disequilibrium of the housing market. The profit-driven nature of the enterprise leads to the contradiction of the household structure of supply, and the misconception of residents' housing consumption leads to the increase of housing expenditure. By using the method of statistical analysis and theory and practice, this paper predicts the supply, demand and price of commercial housing in the next six years. In contrast with the "12th Five-Year Plan" of Shuozhou City, we look forward to the future development trend of the commodity housing market in Shuozhou City. Under the condition of stable macro environment, urbanization continues to advance, the development of commercial housing is in the middle of growth, and the housing demand is exuberant. Supply is insufficient. In order to ensure the healthy development of commercial housing in Shuozhou City, the government should give full play to the functions of government regulation and supervision: rationally optimizing the adjustment structure of commodity housing market, increasing the construction of medium and small scale, standardizing the order of commercial housing market, Establish a sound legal system, reasonably guide consumption, and establish a transparent information platform for commercial housing. Guide the consumer to set up the correct view of consumption: to choose the housing area and to establish the scientific concept of housing. Constantly improve the enterprise development capacity: change the single concept of development, increase the scientific and technological content of commercial housing, establish brand awareness.
