【摘要】：我國住房公積金制度經(jīng)過二十年的完善,對社會(huì)經(jīng)濟(jì)發(fā)展起到了積極作用。但是因?yàn)樵撝贫茸陨泶嬖谳^大缺陷,目前不僅無法完成住房保障的任務(wù),反而對拉大群體間收入差距、加劇貧富分化起到了推波助瀾的作用。文章通過借鑒發(fā)達(dá)國家成功的住房保障經(jīng)驗(yàn),從價(jià)值觀念、功能定位、戰(zhàn)略定位、法制建設(shè)、業(yè)務(wù)機(jī)制、監(jiān)督機(jī)制、資金管理和政府作用等八個(gè)方面提出我國住房公積金制度的改革路徑。
[Abstract]:The housing accumulation fund system of our country has played a positive role in the social and economic development after 20 years of perfection.However, because of its own defects, the system is not only unable to complete the task of housing security, but also contributes to the widening of income gap among groups and the intensification of the polarization between the rich and the poor.By learning from the successful housing security experience of developed countries, the article analyzes the value concept, function orientation, strategic orientation, legal system construction, business mechanism, supervision mechanism, etc.The reform path of housing accumulation fund system in China is put forward in eight aspects, such as fund management and government function.
