文章摘要：工商資本大量下鄉(xiāng)是我國(guó)經(jīng)濟(jì)發(fā)展階段轉(zhuǎn)變、農(nóng)業(yè)向現(xiàn)代化轉(zhuǎn)型、農(nóng)村生產(chǎn)要素關(guān)系變化的必然結(jié)果,是市場(chǎng)利潤(rùn)、政策紅利、圈地誘惑等共同引致的現(xiàn)象,是一個(gè)長(zhǎng)期趨勢(shì)而非短期熱潮。工商資本下鄉(xiāng)務(wù)農(nóng)會(huì)產(chǎn)生規(guī)模經(jīng)濟(jì)效應(yīng)、知識(shí)溢出效應(yīng)和社會(huì)組織效應(yīng)等三大正面效應(yīng),但也可能帶來小農(nóng)擠出效應(yīng)、公共利益損害和產(chǎn)業(yè)安全挑戰(zhàn)等問題。現(xiàn)階段工商資本下鄉(xiāng)務(wù)農(nóng)存在“資本潮涌”過程中盲目投資、土地流轉(zhuǎn)契約關(guān)系不穩(wěn)定等隱患。對(duì)待工商資本下鄉(xiāng),應(yīng)在土地流轉(zhuǎn)“三個(gè)不得”的前提下,加強(qiáng)引導(dǎo)、嚴(yán)格準(zhǔn)入、強(qiáng)化監(jiān)管、搞好服務(wù),賦予工商資本進(jìn)入和退出農(nóng)業(yè)的自由選擇權(quán)。

Abstr：The large number of industrial and commercial capital flow into the rural area is the inevitable consequence due to the transformation of our country＇s economic development, the transformation of traditional agriculture into the modern agriculture and the changing of essential factors of rural production. It is a common phenomenon caused by market profits, dividend policy, and enclosure, is a long-term trend rather than short-term boom. It brings a variety of positive effects such as scale economics effect, knowledge spillover effect and social organization effect, however, it might also brings challenges such as small farmers crowding out, public interest being damaged and industrial safety issues. Moreover, hidden dangers such as blindness investment in the ＇capital tide＇ and unstable land transfer contractual relation might exist under the present flow of industrial and commercial capital into the rural area. The appropriate treatment to it should rely on ＇sparse＇ instead of ＇blocking＇, we should strengthen the guidance, strictly set up admittance requirements, strengthen supervision, improve service level, and ensure the right of free choice of industrial and commercial capital to enter into and exit the agriculture industry under the premises of ＇Three shall not be＇ to the land transfer.
