公共租賃住房政策的績(jī)效評(píng)價(jià)研究

【摘要】:經(jīng)濟(jì)適用住房和廉租住房是當(dāng)前我國(guó)城鎮(zhèn)住房保障體系的重要內(nèi)容,在解決中低收入家庭住房困難的問題上發(fā)揮了一定的作用,,但是效果并不明顯。其中經(jīng)濟(jì)適用房政策主要由于價(jià)格過高和監(jiān)管不到位等問題而未達(dá)到其效果;廉租住房政策主要由于供應(yīng)對(duì)象的局限性而未達(dá)到其效果。我國(guó)政府期望完善住房保障體系,于是把公共租賃住房作為解決中低收入群體住房困難的政策選擇。中國(guó)從提出公共租賃住房概念到公共租賃住房政策實(shí)施的時(shí)間并不長(zhǎng),國(guó)內(nèi)研究公共租賃住房政策制定的人比較多,但是研究公共租賃住房政策效果的人不多,公共租賃住房政策能否起到預(yù)期作用還不得而知。 論文第一章回顧了我國(guó)公共租賃住房政策的發(fā)展歷程,闡述了論文的研究?jī)r(jià)值和研究方法。第二章介紹了公共租賃住房的概念及特點(diǎn),探討了公共租賃住房政策績(jī)效評(píng)價(jià)的理論基礎(chǔ)。第三章在國(guó)內(nèi)外關(guān)于政策及其績(jī)效研究綜述的基礎(chǔ)上,分析公共租賃住房政策對(duì)象,確定公共租賃住房政策的績(jī)效內(nèi)涵,并指出績(jī)效評(píng)價(jià)的主體和評(píng)價(jià)的原則。第四章在理論層面上分析公共租賃住房政策績(jī)效評(píng)價(jià)的指標(biāo),并通過專家問卷調(diào)查法對(duì)指標(biāo)進(jìn)行了篩選。第五章構(gòu)建了基于變異系數(shù)賦權(quán)法的公共租賃住房政策綜合評(píng)價(jià)模型。第六章選擇重慶、深圳、杭州三個(gè)城市對(duì)公共租賃住房政策績(jī)效評(píng)價(jià)體系進(jìn)行實(shí)證分析,通過三個(gè)城市的數(shù)據(jù)對(duì)公共租賃住房政策績(jī)效評(píng)價(jià)指標(biāo)進(jìn)行相關(guān)性分析,使評(píng)價(jià)指標(biāo)更具科學(xué)性和可行性,同時(shí)從三個(gè)城市公共租賃住房政策的綜合績(jī)效評(píng)價(jià)指數(shù)、各分項(xiàng)績(jī)效評(píng)價(jià)指數(shù)和單項(xiàng)績(jī)效評(píng)價(jià)指數(shù)的分析比較,得出實(shí)證分析結(jié)論與政策性建議。第七章對(duì)研究?jī)?nèi)容作出總結(jié),并對(duì)今后的研究做出展望。
[Abstract]:Affordable housing and low-rent housing is an important content of the current urban housing security system in China, which has played a role in solving the housing difficulties of low-income families. But the effect is not obvious. Among them, the comfortable housing policy has not achieved its effect mainly because the price is too high and the supervision is not in place. The low-rent housing policy has not achieved its effect mainly because of the limitation of the supply target. Our government expects to perfect the housing security system. Therefore, the public rental housing is regarded as the policy choice to solve the housing difficulties of the middle and low income groups. China has not put forward the concept of public rental housing to the implementation of the public rental housing policy for a long time. There are more people studying the policy of public rental housing in China, but few people study the effect of public rental housing policy, and it is not clear whether the policy of public rental housing can play the expected role. The first chapter reviews the development of China's public rental housing policy, describes the research value and research methods. Chapter two introduces the concept and characteristics of public rental housing. The third chapter analyzes the object of public rental housing policy on the basis of the summary of the domestic and foreign policies and their performance research on the basis of the theoretical basis of public rental housing policy performance evaluation. Determine the performance connotation of public rental housing policy, and point out the main body of performance evaluation and evaluation principles. 4th chapter on the theoretical level analysis of public rental housing policy performance evaluation indicators. Chapter 5th constructs a comprehensive evaluation model of public rental housing policy based on coefficient of variation weighting method. Chapter 6th selects Chongqing, Shenzhen. The performance evaluation system of public rental housing policy in three cities of Hangzhou is empirically analyzed, and the correlation analysis of the performance evaluation index of public rental housing policy is carried out through the data of three cities. Make the evaluation index more scientific and feasible, at the same time from the three cities public rental housing policy comprehensive performance evaluation index, each sub-performance evaluation index and single performance evaluation index analysis and comparison. The conclusions of empirical analysis and policy recommendations are drawn. Chapter 7th summarizes the research content and makes a prospect for future research.
