【摘要】：發(fā)展股權(quán)投資基金,運(yùn)用股權(quán)投資這一金融工具支持產(chǎn)業(yè)尤其是新興產(chǎn)業(yè)發(fā)展,是市場(chǎng)經(jīng)濟(jì)國(guó)家通行做法。我們認(rèn)為,現(xiàn)階段我國(guó)應(yīng)借鑒發(fā)達(dá)國(guó)家的成功經(jīng)驗(yàn),大力發(fā)展股權(quán)投資基金,政府通過參股股權(quán)投資基金或建立股權(quán)投資引導(dǎo)基金,推動(dòng)諸如集成電路等戰(zhàn)略性新興產(chǎn)業(yè)加快發(fā)展,支持化解過剩產(chǎn)能和企業(yè)"走出去",促進(jìn)產(chǎn)業(yè)結(jié)構(gòu)轉(zhuǎn)型升級(jí)和做強(qiáng)做大。這是當(dāng)前轉(zhuǎn)變政府職能,協(xié)調(diào)發(fā)揮好政府和市場(chǎng)"兩只手"作用的較好選擇。
[Abstract]:It is the common practice of market economy countries to develop equity investment fund and to use equity investment as a financial tool to support the development of industry, especially the new industry. We believe that China should draw lessons from the successful experience of developed countries at the present stage. We will vigorously develop equity investment funds, and the government will speed up the development of strategic emerging industries such as integrated circuits by participating in equity investment funds or establishing equity investment guidance funds. It is a good choice to support the solution of excess production capacity and the "going out" of enterprises, to promote the transformation and upgrading of industrial structure, and to strengthen and enlarge the industrial structure. This is a better choice for transforming the functions of the government and playing the role of "two hands" between the government and the market.
