【摘要】:物質統(tǒng)一性的內在本質是事物存在普遍聯(lián)系。邏輯框架法作為一種思維方式,其核心在于深刻把握事物的因果邏輯聯(lián)系,,即“如果”具備某種條件,“那么”就會產生相應結果。 單獨的一件事情或任務,都可視作為“項目”。項目側重于過程動態(tài)管理,從立項啟動到實施結束的時序推進中,前置活動為后期任務創(chuàng)造條件,構建了因果聯(lián)系。譬如要進行項目實施,必然需要前期立項決策、市場定位等一系列的準備工作才能成行。項目不是一座孤島,它時刻受到外界的影響并影響外在世界,項目利益相關者的沖突或協(xié)作,都會阻礙或推進項目進程。邏輯框架法是從利益相關者分析入手,發(fā)現項目存在的問題,然后根據項目目標選擇最優(yōu)的干預策略,并將整個操作過程架構化,形成邏輯框架矩陣。 邏輯框架法也可以理解為架構嚴謹的項目計劃,即明確項目終極目標和實施目的,然后將目標分解為若干子項目,為使子項目產出結果,必然要投入人力、財力、物力進行各項“里程碑”式的活動和更加細分的行動作業(yè)。 大型房地產企業(yè)要運作數量繁多、體量龐大的項目,需要管理的方法論,邏輯框架法便有了廣闊的用武之地。 論文第三章以某國有大型地產商的國際城項目為個案,在房地產調控趨緊的大環(huán)境中,首先應用邏輯框架法進行項目前期利益相關者分析,發(fā)現項目前期存在的問題;然后根據企業(yè)目標和項目實施目的,選擇項目的市場定位:打造區(qū)域最大體量的綜合體;最后根據項目市場定位,構建項目建設的邏輯框架矩陣。 論文第四章研討邏輯框架法在項目成本規(guī)劃中的應用。通過相關者分析,對比三種成本管控思路的優(yōu)劣,確立價格決定成本的管控理念,構建成本模塊化體系建設的邏輯框架矩陣。 本文是關于邏輯框架法在大型房地產企業(yè)應用的專題研究,對房地產項目管理者具有一定的借鑒作用,同時將邏輯框架法解析為架構嚴謹的項目計劃,對該法概念有一定的創(chuàng)新拓展。
[Abstract]:The intrinsic essence of the unity of matter is the universal connection of things. As a mode of thinking, the core of the logic framework method is to grasp the causal logic connection of things deeply, that is, "if" has certain conditions. "then" will produce the corresponding result. A single event or task can be regarded as a "project". The project focuses on the dynamic management of the process. In the time series from the project initiation to the end of implementation, the pre-activity creates the conditions for the later tasks. For example, in order to carry out the project implementation, a series of preparatory work, such as pre-project decision, market positioning and so on, will be necessary. The project is not an isolated island. It is always affected by the outside world and affects the outside world. The conflict or collaboration of project stakeholders will hinder or promote the process of the project. The logical framework method is to start from stakeholder analysis. The problems of the project are found, then the optimal intervention strategy is selected according to the project objectives, and the whole operation process is structured to form a logical framework matrix. The logical framework method can also be understood as a well-structured project plan, that is, to define the ultimate goal and implementation purpose of the project, and then decompose the goal into several sub-projects. In order to make the sub-project output, it is necessary to invest manpower. Financial and material resources to carry out the "milestone" type of activities and more detailed operations. If large real estate enterprises want to operate a large number of projects and need the methodology of management, the logical framework method will have a broad opportunity to exert their talents. The third chapter takes the international city project of a large state-owned real estate developer as an example. In the environment of tight real estate regulation and control, the paper first applies the logical framework method to analyze the stakeholders in the early stage of the project. Discover the problems in the early stage of the project; Then according to the enterprise objectives and project implementation purposes, select the market positioning of the project: to create the largest regional volume of the complex; Finally, the logical frame matrix of project construction is constructed according to the market orientation of the project. Chapter 4th discusses the application of the logical framework method in the project cost planning. Through the analysis of the correlation, the author compares the advantages and disadvantages of the three cost control ideas, and establishes the management and control concept of the price determining the cost. Construct the logical frame matrix of cost modularization system construction. This paper is about the application of the logical framework method in large real estate enterprises, which has a certain reference for real estate project managers. At the same time, the logical framework method is analyzed into a rigorous framework of project planning. The concept of this method has been innovated and expanded to a certain extent.
