【摘要】：2011年我國正式開始公共租賃房的建設(shè)以后,國務(wù)院和武漢市為完善住房保障制度制定了一系列的政策,將新就業(yè)大學(xué)生納入到公共租賃房的保障范圍,極大推動了新就業(yè)大學(xué)生住房保障問題的解決。但是,從實(shí)踐來看,武漢市公共租賃房的發(fā)展仍處于起步階段,公共租賃房制度還不完善,武漢市新就業(yè)大學(xué)生在住房保障中還存在著諸多問題,其居住水平低、房租壓力大的住房困難還沒有得到根本性的解決。因此,研究解決武漢市新就業(yè)大學(xué)的住房保障問題具有重要的現(xiàn)實(shí)意義。 文章立足于武漢市新就業(yè)大學(xué)生的住房現(xiàn)狀,住房保障政策及實(shí)施情況,以公共物品理論、社會保障理論以及住房需求理論為依據(jù),采用定量分析和定性分析相結(jié)合的研究方法。在深入了解現(xiàn)階段武漢市新就業(yè)大學(xué)生住房現(xiàn)狀的基礎(chǔ)上,首先重點(diǎn)研究其住房保障制度存在的問題,然后提出解決武漢市新就業(yè)大學(xué)生住房保障問題的思路,最后針對性地提出切實(shí)可行的解決措施,為武漢市進(jìn)一步完善面向新就業(yè)大學(xué)生的住房保障制度提供理論借鑒。 文章研究得出以下結(jié)論：第一,根據(jù)武漢市新就業(yè)大學(xué)生自身的特點(diǎn),構(gòu)建以專項(xiàng)青年公寓為主導(dǎo)的公共租賃房保障體系。第二,遵循住房保障政策具有階段動態(tài)性的規(guī)律,堅(jiān)持住房保障政策的可持續(xù)性調(diào)整。第三,堅(jiān)持現(xiàn)階段以政府主導(dǎo)的角色定位以及公平優(yōu)先兼顧效率的原則,將“以人為本”的指導(dǎo)思想貫穿于武漢市新就業(yè)大學(xué)生的住房保障中。第四,通過擴(kuò)大保障對象范圍、科學(xué)確立保障規(guī)模、探索專項(xiàng)“租賃券”新型住房保障方式、探索利用公積金提高租金支付能力、科學(xué)規(guī)劃房屋布局、完善房屋配套設(shè)施來完善當(dāng)前武漢市新就業(yè)大學(xué)生住房保障制度。
[Abstract]:In 2011, after the construction of public rental housing began, the State Council and Wuhan City formulated a series of policies to improve the housing security system, the new employment of college students into the scope of public rental housing security. Greatly promoted the new employment of college students to solve the housing security problem. However, from the practical point of view, the development of public rental housing in Wuhan is still in its infancy, and the system of public rental housing is not perfect. There are still many problems in the housing security of the newly employed college students in Wuhan. The housing difficulties of low living level and high rent pressure have not been solved fundamentally. It is of great practical significance to study and solve the housing security problem of Wuhan New Employment University. The article is based on the housing status quo, housing security policy and implementation of the newly employed college students in Wuhan, based on the theory of public goods, social security theory and housing demand theory. Based on a deep understanding of the current housing situation of newly employed college students in Wuhan City, this paper focuses on the problems existing in the housing security system. Then put forward to solve the problem of housing security for the newly employed college students in Wuhan, and finally put forward practical and practical measures. For Wuhan City to further improve the housing security system for new employment college students to provide theoretical reference. The paper draws the following conclusions: first, according to the characteristics of the newly employed college students in Wuhan, the construction of a special youth apartment as the dominant public rental housing security system. Second. Follow the housing security policy has the law of stage dynamic, adhere to the sustainability of housing security policy adjustment. Third, adhere to the role of government-led positioning and fair priority to the principle of efficiency at this stage. The guiding ideology of "people-oriented" runs through the housing security of newly employed college students in Wuhan. 4th, through the expansion of the scope of security objects, scientifically establish the scale of security. To explore the special "rental voucher" new housing security, explore the use of provident fund to improve the ability to pay rent, scientific planning of housing layout. Improve housing supporting facilities to improve the current Wuhan new employment housing security system for college students.
