【摘要】：為緩解城市軌道交通建設(shè)的資金壓力，發(fā)達(dá)國家和地區(qū)實施了溢價回收的策略，將軌道交通建設(shè)引起的土地增值外部效益內(nèi)部化。其中，基于車站及其周邊土地聯(lián)合開發(fā)的溢價回收模式取得了良好的效果，結(jié)合我國當(dāng)前正在進行的大規(guī)模城市軌道交通建設(shè)，對軌道交通沿線物業(yè)增值效益回收進行研究很有現(xiàn)實意義。 論文以外部性理論為出發(fā)點，分析了城市軌道交通對沿線土地利用和物業(yè)價值的影響機理，發(fā)現(xiàn)軌道交通外部效益內(nèi)部化的關(guān)鍵在于要進行外部物業(yè)增值效益的定量估算和內(nèi)部運作模式的策略研究。基于此，論文采用Meta回歸分析方法對影響物業(yè)增值效益計算的環(huán)境因素和方法因素進行系統(tǒng)定量分析，確定各因素的影響大小，結(jié)果表明：土地物業(yè)類型、離車站距離、交通可達(dá)性是影響物業(yè)價值的主要因素；軌道交通在建設(shè)初期升值效益最大；選用特征價格模型、收集面板或時間序列數(shù)據(jù)、運用半對數(shù)或雙對數(shù)回歸函數(shù)進行計算更易得到可靠的增值估算結(jié)果。通過對商業(yè)化運作模式、建營相離模式和聯(lián)合開發(fā)模式在理論和實證運行效益上的對比，發(fā)現(xiàn)基于聯(lián)合開發(fā)的溢價回收模式實施效果好、可操性強，，最值得借鑒。 論文在增值效益估算的變量確定和方法選擇上開展了初步的研究工作，同時能給城市政策制定者就軌道交通周邊土地規(guī)劃開發(fā)提供一定的參考。
[Abstract]:In order to alleviate the capital pressure of urban rail transit construction, developed countries and regions have implemented the strategy of premium recovery, which will be caused by rail transit construction of land value-added external benefits internalized. The premium recovery model based on the joint development of stations and surrounding land has achieved good results, combined with the ongoing large-scale urban rail transit construction in China. It is of practical significance to study the recovery of property value-added benefits along rail transit line. Based on the externality theory, the paper analyzes the influence mechanism of urban rail transit on land use and property value along the line. It is found that the key to internalize the external benefits of rail transit lies in the quantitative estimation of the external property value-added benefits and the strategic study of the internal operation mode. The paper uses Meta regression analysis method to analyze the environmental factors and method factors which affect the calculation of property value-added benefit, and determines the influence of each factor. The result shows that: land property type. Distance from the station, traffic accessibility is the main factor affecting the property value; The benefit of rail transit appreciation in the initial stage of construction is the greatest; Using feature price model, collecting panel or time series data, using semi-logarithmic or double-logarithmic regression function to calculate more easily to obtain reliable value-added estimation results. By comparing the theoretical and empirical operational benefits of the construction and operation separation model and the joint development model, it is found that the premium recovery model based on the joint development has good implementation effect, strong maneuverability, and is most worthy of reference. This paper has carried out a preliminary study on the variable determination and method selection of value-added benefit estimation, which can provide a certain reference for urban policy makers on the planning and development of land around rail transit.
