信息安全保險建設(shè)研究

【摘要】：隨著計算機(jī)網(wǎng)絡(luò)技術(shù)的迅速普及，我國信息化建設(shè)的發(fā)展逐步深化，信息資源的價值也日益得到彰顯。然而，與此同時，信息安全問題也逐漸受到人們的廣泛關(guān)注。如何保證信息資源的安全、完整、有序管理，進(jìn)而保證信息經(jīng)濟(jì)時代、知識經(jīng)濟(jì)時代角逐中的競爭優(yōu)勢，成為越來越多的政府、企業(yè)、組織日益重視的焦點(diǎn)。在以往的信息安全防護(hù)中，，管理者更多的是對信息安全技術(shù)手段和信息安全管理手段的注重，然而，即使是最先進(jìn)的技術(shù)手段和最嚴(yán)密的管理措施，也無法保證信息安全的絕對安全，為探討彌補(bǔ)信息安全技術(shù)和管理漏洞的保障方式，本文提出了信息安全保險這一具有經(jīng)濟(jì)補(bǔ)償作用的深度保障方式，分別從信息安全實施的必要性、可行性、存在問題和解決措施等幾個方面做了分析和闡述，并指出信息安全體系的建設(shè)應(yīng)涵蓋“技術(shù)手段、管理手段和保險手段”三方面的內(nèi)容。 本文通過使用文獻(xiàn)研究和案例分析的方法，對已有的研究成果和發(fā)展情況做了進(jìn)一步了解和分析，進(jìn)而探討我國發(fā)展信息安全保險的相關(guān)問題。第一章為本文的緒論，主要分析了文章的研究背景、研究意義、國內(nèi)外發(fā)展現(xiàn)狀以及文章主要結(jié)構(gòu)和內(nèi)容；第二章介紹了信息安全以及信息安全保險的基本概念，對于這一新型保險產(chǎn)品做出相應(yīng)界定；第三章從四個方面探討了信息安全保險在我國發(fā)展的必要性；第四章分別從市場投資環(huán)境、市場需求環(huán)境、市場競爭環(huán)境、保險市場回報率等四個方面分析了信息安全保險在我國發(fā)展的可行性；第五章提出了發(fā)展信息安全保險需要解決的幾點(diǎn)問題；第六章針對信息安全保險發(fā)展過程中存在的問題，分別從政府、保險公司、信息機(jī)構(gòu)角度提出了發(fā)展建議；最后是文章的結(jié)語部分。
[Abstract]:With the rapid popularization of computer network technology, the development of information construction in our country is gradually deepening, and the value of information resources is becoming more and more obvious. However, at the same time, the problem of information security has gradually been widely concerned. How to ensure the security, integrity and orderly management of information resources, and then ensure the competitive advantage in the era of information economy and knowledge economy, has become the focus of more and more governments, enterprises and organizations. In the past information security protection, managers pay more attention to information security technology and information security management means, however, even the most advanced technology means and the most stringent management measures, It is impossible to guarantee the absolute security of information security. In order to discuss how to make up for the security technology of information security and the guarantee mode of management loophole, this paper puts forward the information security insurance, which has the function of economic compensation. This paper analyzes and expounds the necessity, feasibility, existing problems and solving measures of the implementation of information security, and points out that the construction of information security system should cover "technical means". Management means and insurance means "three aspects of the content." By using the methods of literature research and case analysis, this paper makes a further understanding and analysis of the existing research results and development situation, and then probes into the related problems of the development of information security insurance in China. The first chapter is the introduction of this paper, mainly analyzes the research background, research significance, development status at home and abroad, as well as the main structure and content of the article. Chapter two introduces the basic concepts of information security and information security insurance.
