基于可拓學和改進型BSC的中國電信公司績效評價體系研究

【摘要】:中國電信公司作為電信行業(yè)的主力軍之一,對我國經(jīng)濟的迅速發(fā)展起著關(guān)鍵示范和引領(lǐng)作用。隨著3G新興行業(yè)的快速發(fā)展,中國電信公司在其競爭環(huán)境應對機制上也充滿著機遇和挑戰(zhàn)。其競爭力的提高不僅有利于自身市場經(jīng)濟地位的提升,同時在一定程度上也影響著整個國家經(jīng)濟的發(fā)展趨勢。一個完善的績效評價考核體系則會促進中國電信公司動態(tài)的良性發(fā)展,而新的戰(zhàn)略背景下,原有的中國電信公司績效評價體系或多或少的已經(jīng)不能完全適應這一特征,因此需要對其績效評價體系進行優(yōu)化改進,以使其更好反映電信公司真實全面的績效情況。 本文首先一方面結(jié)合相關(guān)理論文獻資料對中國電信公司的績效評價情況進行歸納闡述,另一方面綜合分析現(xiàn)有的平衡計分卡體系實際運用中所存在的不足之處,表明了本文研究的意義和重要性。同時根據(jù)這些缺陷對原有平衡計分卡體系進行優(yōu)化改進,從財務、客戶、內(nèi)部、公共利益、聯(lián)系協(xié)作以及學習成長六個維度來重新構(gòu)建中國電信公司的績效評價體系,突出相對于原有評價體系的優(yōu)勢之處, 其次,,本文通過構(gòu)建改進型平衡計分卡體系,找出影響中國電信公司績效的主要因素,并找出關(guān)鍵評價指標。同時采用可拓學的基本原理,改進了傳統(tǒng)評價方法的不足,另外對可拓模型關(guān)聯(lián)度函數(shù)的補充和優(yōu)化,實現(xiàn)了對電信公司績效的動態(tài)評估。 最后,通過中國電信HZ電信分公司的具體案例,根據(jù)可拓學原理和改進型平衡計分卡體系來說明其績效狀況,并證明和檢驗模型的合理性和有用性。
[Abstract]:As one of the main forces of telecom industry, China Telecom Company plays a key role in demonstrating and leading the rapid development of China's economy. With the rapid development of 3G emerging industry, China Telecom Company is full of opportunities and challenges in its competitive environment. The improvement of its competitiveness is not only conducive to the promotion of its market economy status, but also to a certain extent affects the development trend of the whole country's economy. A perfect performance appraisal system will promote the dynamic and benign development of China Telecom Company, but under the new strategic background, the original performance evaluation system of China Telecom Company has been more or less unable to fully adapt to this characteristic. Therefore, it is necessary to optimize and improve the performance evaluation system in order to better reflect the real and comprehensive performance of telecom companies. On the one hand, this paper summarizes and expounds the performance evaluation of China Telecom Company in combination with relevant theoretical literature, on the other hand, comprehensively analyzes the shortcomings of the existing balanced Scorecard system in its practical application. It shows the significance and importance of this paper. At the same time, according to these defects, the original balanced Scorecard system is optimized and improved to reconstruct the performance evaluation system of China Telecom from the financial, customer, internal, public interest, contact and collaboration and learning and growth dimensions. Highlighting the advantages over the original evaluation system, Secondly, by constructing the improved balanced Scorecard system, we find out the main factors that affect the performance of China Telecom Company and find out the key evaluation index. At the same time, the basic principle of extension theory is used to improve the shortcomings of traditional evaluation methods. In addition, the correlation function of extension model is supplemented and optimized, and the dynamic evaluation of telecom company performance is realized. Finally, according to the extension principle and the improved balanced Scorecard system, the performance of HZ Telecom Branch of China Telecom is illustrated, and the rationality and usefulness of the model are proved and tested.
