【摘要】：信息時(shí)代紛至沓來(lái)，移動(dòng)互聯(lián)網(wǎng)正以驚人的速度、深度和廣度全面滲透到每個(gè)領(lǐng)域。無(wú)處不在的無(wú)線網(wǎng)絡(luò)、無(wú)所不用的內(nèi)容應(yīng)用、無(wú)所不能的無(wú)線城市移動(dòng)潛移默化地改變著生活，引領(lǐng)人們邁入更加美好的信息時(shí)代。工信部對(duì)移動(dòng)通信行業(yè)運(yùn)營(yíng)的監(jiān)管始終堅(jiān)持打造“內(nèi)順外和”的和諧運(yùn)營(yíng)，帶著勇于進(jìn)取的潛力和無(wú)怨無(wú)悔的忠誠(chéng)投入到移動(dòng)通信行業(yè)可持續(xù)的發(fā)展中。積極搭建移動(dòng)通信行業(yè)企業(yè)間共同成長(zhǎng)的平臺(tái)，創(chuàng)造和諧的市場(chǎng)環(huán)境。深入開(kāi)展創(chuàng)先爭(zhēng)優(yōu)活動(dòng)，營(yíng)造團(tuán)結(jié)一致謀發(fā)展的氛圍。全體移動(dòng)通信行業(yè)齊心協(xié)力、深入踐行“移動(dòng)改變生活”的愿景，圍繞移動(dòng)通信的偉業(yè)事業(yè)務(wù)實(shí)求進(jìn)、創(chuàng)新求變，積極贏取移爭(zhēng)為建設(shè)動(dòng)通信行業(yè)跨越式發(fā)展，力爭(zhēng)為建設(shè)“數(shù)字城市”，構(gòu)建和諧信息社會(huì)做出更多貢獻(xiàn)。本文將從我國(guó)電信資費(fèi)管制、3G牌照發(fā)放、碼號(hào)資源管理、互聯(lián)互通監(jiān)管、電信普遍服務(wù)等五大方面入手，重點(diǎn)分析監(jiān)管政策的核心內(nèi)容，及其對(duì)移動(dòng)通信市場(chǎng)的影響。在此基礎(chǔ)上，運(yùn)用公共政策、公共管理和社會(huì)調(diào)查等相關(guān)理論，分析優(yōu)化政府部門(mén)對(duì)通信運(yùn)營(yíng)監(jiān)管的可操作性建議。精簡(jiǎn)流程，建立有效的信息溝通渠道，杜絕基層管理層級(jí)較多而帶來(lái)的基層溝通效率降低，實(shí)施運(yùn)營(yíng)監(jiān)管優(yōu)化，構(gòu)建卓越的運(yùn)營(yíng)監(jiān)管體系，滿足客戶需求，，保障通信運(yùn)營(yíng)的和諧穩(wěn)定發(fā)展。
[Abstract]:With the advent of the information age, the mobile Internet is permeating every field at an astonishing speed, depth and breadth. Ubiquitous wireless network, no content applications, omnipotent wireless city mobile change life, leading people into a better information age. The Ministry of Industry and Information Technology has always maintained the harmonious operation of "internal and external harmony", and has committed itself to the sustainable development of the mobile communication industry with the potential of enterprising courage and unrepentant loyalty. Actively build a platform for mobile communication industry enterprises to grow together to create a harmonious market environment. Deeply develop the campaign for excellence and create an atmosphere of unity and development. All the mobile communication industry make concerted efforts to carry out the vision of "mobile changing life" in depth, and strive for pragmatic progress, innovation and change around the great cause of mobile communication, and actively win the competition for the leap-forward development of the mobile communication industry. Strive to build a "digital city", building a harmonious information society to make more contributions. This paper analyzes the core content of the supervision policy and its influence on the mobile communication market from five aspects: 3G license issuance, code number resource management, interconnection supervision, telecom universal service and so on. On this basis, using the relevant theories of public policy, public administration and social investigation, the paper analyzes the operable suggestions of optimizing government departments' supervision of communication operation. Streamline the process, establish effective information communication channels, put an end to the lower grass-roots communication efficiency caused by more grass-roots management levels, implement operational supervision optimization, build an excellent operation supervision system to meet the needs of customers. Ensure the harmonious and stable development of communication operation.
