【摘要】：順應(yīng)社會(huì)發(fā)展的需要，隨著改革開(kāi)放的不斷深入、經(jīng)濟(jì)的不斷發(fā)展，百年郵政面臨轉(zhuǎn)變，中國(guó)的郵政體制改革也進(jìn)入了一個(gè)新時(shí)期：政府管理部門和企業(yè)職能分開(kāi)，重新建立郵政管理局這一監(jiān)管機(jī)構(gòu)，組建郵政集團(tuán)公司，速遞物流公司、郵政儲(chǔ)蓄銀行成立，專業(yè)公司參與市場(chǎng)競(jìng)爭(zhēng)，每一步的變化都是為了郵政更好的發(fā)展。 百年郵政，其建立的根本就是普遍服務(wù)，受到這一理念及郵政已有網(wǎng)絡(luò)、網(wǎng)路資源分布特點(diǎn)的影響，郵政儲(chǔ)蓄銀行在成立之初即將自身定位為服務(wù)社區(qū)、服務(wù)“三農(nóng)”、服務(wù)中小企業(yè)，為大眾提供基礎(chǔ)金融服務(wù)的機(jī)構(gòu)。郵政儲(chǔ)蓄銀行的體制和組織架構(gòu)秉承了郵政傳統(tǒng)，成立時(shí)因人員、財(cái)務(wù)、設(shè)施、網(wǎng)點(diǎn)、普遍服務(wù)需求等多方問(wèn)題，郵銀分家并未完全徹底，郵政公司仍然控制著80%的郵政金融網(wǎng)點(diǎn)，用郵政儲(chǔ)蓄的盈利補(bǔ)貼普遍服務(wù)的虧損，繼續(xù)發(fā)展郵政金融業(yè)務(wù)。郵政代理業(yè)務(wù)局應(yīng)運(yùn)而生，該機(jī)構(gòu)隸屬郵政公司，協(xié)同郵政儲(chǔ)蓄銀行同級(jí)機(jī)構(gòu)對(duì)轄內(nèi)郵政代理金融機(jī)構(gòu)進(jìn)行管理，包括：業(yè)務(wù)發(fā)展指導(dǎo)、業(yè)務(wù)發(fā)展統(tǒng)計(jì)、數(shù)據(jù)分析、郵政代理金融網(wǎng)點(diǎn)的合規(guī)經(jīng)營(yíng)等。 本文從世界各國(guó)郵政的改革出發(fā)，用類比法將郵政金融業(yè)務(wù)與其他國(guó)家郵政金融機(jī)構(gòu)的改革發(fā)展進(jìn)行比較，明確改革的必要性，郵政代理業(yè)務(wù)局存在的必然性。然后進(jìn)一步深入分析郵政代理業(yè)務(wù)的優(yōu)勢(shì)與不足，以及郵政儲(chǔ)蓄銀行與代理業(yè)務(wù)局之間的關(guān)系，明確代理業(yè)務(wù)局在業(yè)務(wù)上受制于郵政儲(chǔ)蓄銀行，在管理上受制于郵政集團(tuán)的大背景。 上海是“大城市、小農(nóng)村”，城市人口密集，金融機(jī)構(gòu)林立，行業(yè)競(jìng)爭(zhēng)過(guò)度，郵政代理業(yè)務(wù)同業(yè)比較優(yōu)勢(shì)不足。結(jié)合城市特點(diǎn)、經(jīng)濟(jì)社會(huì)結(jié)構(gòu)差異、人文特征等，如何立足于大都市，實(shí)現(xiàn)自身的生存與發(fā)展成為當(dāng)前主要問(wèn)題。本文逐層分析上海代理金融發(fā)展的環(huán)境，，提出網(wǎng)點(diǎn)轉(zhuǎn)型的需求，并加以細(xì)分落實(shí)。同時(shí)結(jié)合郵政特色傳統(tǒng)業(yè)務(wù)，提出板塊聯(lián)動(dòng)概念，從郵政特色出發(fā)，結(jié)合自身業(yè)務(wù)特點(diǎn)，提出業(yè)務(wù)拓展的新理念。
[Abstract]:To meet the needs of society, with the deepening of reform and opening-up, economic development, change the face of the postal, postal system reform China also entered a new period: separate government departments and business functions, the re establishment of the regulatory mechanism of postal administrations, set up postal express logistics company, group company. The postal savings bank has professional companies to participate in market competition, changes in every step of the development is to post better.
One hundred years of the post, it is subject to the concept of universal service, and post the existing network, influence resource distribution network, the postal savings bank in the beginning to position itself as a service to the community, "three rural" service, services for small and medium-sized enterprises, to provide basic financial services for the public institutions. The postal savings bank the institutional and organizational framework adhering to the traditional postal, founded by personnel, finance, infrastructure, network, universal service demand and other parties, did not complete separation of silver mail, the postal company still controls the postal financial network 80%, with the postal savings service subsidies generally profit losses, to continue the development of postal financial services came into being. The postal agency business bureau, the agency under the postal company, the postal savings bank of the cooperative management institutions, on the jurisdiction of postal agency financial institutions include: business development guidance, Business development statistics, data analysis, the compliance of the postal agency financial outlets and so on.
This article from the reform of the postal service all over the world, by analogy to compare the reform and development of postal financial services and other national postal financial institutions, it is necessary to reform the inevitability of the existence of postal agency business bureau. Then further analysis of the advantages and disadvantages of the postal agency business, as well as the relationship between Postal Savings Bank and agency business bureau, bureau of clear agency business in the business subject to the postal savings bank, the background in the management subject to the post group.
Shanghai is a big city, small, densely populated city, rural financial institutions with industry, excessive competition, comparative advantage of postal agency business. Combined with the characteristics of inter city differences, economic and social structure, cultural characteristics, how to gain a foothold in the metropolis, to achieve their own survival and development has become the main problem. Layer analysis of Shanghai financial agency. This paper puts forward the development environment gradually, network transformation needs, and to implement the segmentation. At the same time with the post characteristics of traditional business, put forward the concept of the postal sector linkage, characteristics, combined with its own business characteristics, put forward the new concept of business development.
