【摘要】:電信管制作為一種市場(chǎng)機(jī)制和政府計(jì)劃的中介,一直以來(lái)充當(dāng)著壟斷性產(chǎn)業(yè)的價(jià)格調(diào)節(jié)器作用。傳統(tǒng)上對(duì)電信管制的研究多從經(jīng)濟(jì)視角,做市場(chǎng)均衡的價(jià)格分析。隨著電信技術(shù)的迅猛發(fā)展,管制中的電信技術(shù)特征凸現(xiàn),這方面的研究也逐漸深入。本文從電信技術(shù)選擇管制的研究視角入手,探討了電信技術(shù)管制的選擇性特征,電信技術(shù)選擇管制是從管制政策的角度對(duì)電信技術(shù)的市場(chǎng)化加以政策調(diào)節(jié)的理論分析。研究表明,管制政策除了具有價(jià)格調(diào)節(jié)器的作用外,在技術(shù)管制方面的作用同樣是不容忽視的。相關(guān)的歷史經(jīng)驗(yàn)分析與數(shù)理檢驗(yàn)也同時(shí)證明了上述觀點(diǎn)。 本研究采用動(dòng)態(tài)的歷史分析法、數(shù)理分析與仿真技術(shù)以及規(guī)范分析法,對(duì)電信技術(shù)選擇管制進(jìn)行了理論剖析、模型建構(gòu)、系統(tǒng)仿真與相應(yīng)的實(shí)證數(shù)據(jù)檢驗(yàn),并結(jié)合中國(guó)電信市場(chǎng)的實(shí)際給出對(duì)策建議。 電信技術(shù)選擇管制是對(duì)電信技術(shù)管制的選擇性分析。對(duì)于迅猛發(fā)展的電信技術(shù)而言,電信技術(shù)選擇管制研究的理論意義和現(xiàn)實(shí)意義,是不言而喻的。從理論上說(shuō),電信技術(shù)選擇管制政策框架的建立,是一個(gè)具有國(guó)際前沿性的政策理論問題,已經(jīng)引起包括荷蘭在內(nèi)的發(fā)達(dá)國(guó)家學(xué)者,以及ITU(國(guó)際電信聯(lián)盟)的高度重視。從實(shí)踐上講,無(wú)論移動(dòng)技術(shù)的3G、技術(shù)集成的NGN、還是“三網(wǎng)融合”等電信技術(shù)都面臨著被選擇、以及如何選擇的問題。對(duì)于發(fā)展中國(guó)家而言,從國(guó)家利益的角度出發(fā),建立這種管制政策模式的現(xiàn)實(shí)意義更是顯而易見的。 當(dāng)今的信息傳輸核心技術(shù)被發(fā)達(dá)國(guó)家所掌握,電信技術(shù)作為主要的信息技術(shù)之一面臨著同樣的境況。一方面,發(fā)展中國(guó)家要處理國(guó)內(nèi)市場(chǎng)對(duì)信息傳輸技術(shù)的數(shù)量和質(zhì)量的要求;另一方面,又不得不時(shí)刻提防來(lái)自發(fā)達(dá)國(guó)家的“信息戰(zhàn)”的威脅。這種兩難境況使得發(fā)展中國(guó)家既不能因噎廢食,又不能盲目樂觀,以數(shù)量見成效。是頭痛醫(yī)頭、腳痛醫(yī)腳,還是前瞻性的制定先期發(fā)展規(guī)劃?是急功近利、以數(shù)量見發(fā)展,還是以技術(shù)的質(zhì)量發(fā)展帶動(dòng)技術(shù)的數(shù)量發(fā)展,進(jìn)而徹底改變發(fā)展中國(guó)家的電信技術(shù)受制于人的局面? 本研究對(duì)這一問題進(jìn)行了理論上的探索。完成了從概念框架建構(gòu)、理論命題推演、系統(tǒng)控制分析、控制模型仿真等一系列探索性研究。傳統(tǒng)上對(duì)電信管制的研究多從經(jīng)濟(jì)視角,做市場(chǎng)均衡的價(jià)格分析。隨著電信技術(shù)的迅猛發(fā)展,管制中的電信技術(shù)特征凸現(xiàn),這方面的研究也逐漸深入,本研究以歷史分析的方式,在考察技術(shù)管制功能的基礎(chǔ)上,提出了電信技術(shù)選擇管制的概念,并在此基礎(chǔ)上展開深入的理論研究。歷史分析表明,電信技術(shù)選擇管制作為一種管制政策形式,在政策實(shí)踐中是存在的,有其現(xiàn)實(shí)合理性。電信技術(shù)選擇管制的政策模式的對(duì)比分析表明,不同的國(guó)家在政策模式上各有其特點(diǎn):美國(guó)模式以法律建構(gòu)為特征、歐盟模式以跨國(guó)一體化為特征、新西蘭模式以業(yè)務(wù)市場(chǎng)放松為特征、東亞模式則以政府主導(dǎo)為特征。 電信技術(shù)選擇管制的控制模型與仿真支持了理論命題和系統(tǒng)控制分析的研究結(jié)果。以電信技術(shù)的外部性特征作為系統(tǒng)控制模型的邊界條件,技術(shù)擴(kuò)散與技術(shù)選擇之間的量化關(guān)系在系統(tǒng)控制模型的仿真中得到支持。投資機(jī)制分析通過(guò)政策實(shí)踐、理論推演和經(jīng)濟(jì)模擬分析證明,電信技術(shù)選擇管制對(duì)于相關(guān)的管制政策具有促進(jìn)和推動(dòng)作用,而且在一定的政策調(diào)控下,這種作用的顯著性增加。 本研究以馬克思主義認(rèn)識(shí)論貫穿始終。合理處理理論、政策、實(shí)踐三者之間的關(guān)系。理論來(lái)源于實(shí)踐,并最終服務(wù)于實(shí)踐,電信技術(shù)選擇管制的政策形式來(lái)源于實(shí)踐,并將最終指導(dǎo)實(shí)踐,指導(dǎo)實(shí)踐的理論通過(guò)具體的政策措施加以實(shí)施。針對(duì)中國(guó)的電信市場(chǎng)現(xiàn)狀提出了政策協(xié)調(diào)、政策設(shè)計(jì)框架和未來(lái)趨勢(shì)與展望。
[Abstract]:Telecom regulation as intermediary of a market mechanism and government plan, has been acted as a monopoly industry price regulator. The traditional study of telecommunication regulation from the perspective of the economics, market equilibrium price analysis. With the rapid development of telecommunication technology, telecommunication technology highlights the characteristics in regulation, research in this area is deeper. In the view of ttcr start, discusses selective feature of telecommunication technology regulation, ttcr is analyzed the theory of market regulation policy of telecommunication technology from the control policy point of view. The study shows that in addition to the price control policy has the role of the regulator, the control technology the same can not be ignored. Historical experience and mathematical analysis related to the test also proves the point.
This study adopts dynamic historical analysis, mathematical analysis and simulation technology and normative analysis method to make a theoretical analysis, model construction, system simulation and corresponding empirical data validation for telecom technology choice regulation, and gives suggestions for countermeasures based on the reality of China Telecom market.
Ttcr is selective analysis of the telecommunication technology regulation. For the rapid development of telecommunication technology, telecommunication technology choice theory significance and practical significance of the research on the regulation, is self-evident. Theoretically, the telecommunication technological choice to establish the control policy framework, is an international frontier policy theory, has by including Holland scholars from developed countries, and the ITU (International Telecommunication Union) are highly valued. In practice, regardless of the mobile 3G technology, integrated technology of NGN, or "triple play" electric letter technology are facing are selected, and how to choose. For developing countries, starting from the country the point of view of the interests and practical significance of establishing this kind of regulatory policy is more obviously.
The core technology of the information transmission is owned by developed countries, telecommunications technology as one of the main information technology facing the same situation. On the one hand, the developing countries should request the quantity and quality of the processing of information technology in home market; on the other hand, and be wary from the developed countries "information warfare" threat this dilemma makes the developing countries can not unworthy, not blindly optimistic, to see results. The number is no overall plan for a fundamental transformation, or prospective development plan is formulated in advance? Quick, see the development in quantity, the number is driven by the development of technology to the quality of the development of technology, and then completely changed telecommunications technology the developing situation of heteronomy?
This study makes a theoretical exploration on this problem. From the construction of the conceptual framework, theoretical proposition deduction, analysis of control system, simulation control model and a series of exploratory research. The traditional study of telecommunication regulation from the perspective of the economics, the market equilibrium price analysis. With the rapid development of telecommunication that highlights the technical characteristics of telecom regulation, research in this area has been gradually deepened, based on the historical analysis method, based on the investigation of the technology control function, put forward the concept of ttcr, launched an in-depth theoretical study and based on the historical analysis shows that ttcr as a the form of control policy, in the practice of policy exists, has its practical rationality. Telecommunication technological choice policy regulation mode comparative analysis shows that different countries in the policy pattern Characteristics: the US mode is characterized by legal construction. The EU mode is characterized by transnational integration. The New Zealand mode is characterized by relaxation of the business market, while the East Asian mode is characterized by government dominance.
Electrical control model and Simulink results support the theoretical proposition and systemic control analysis. With the externality of the telecommunication technology as the system control model of boundary conditions, the quantitative relationship between technology diffusion and technology selection is supported on the simulation system control model. The investment mechanism through the analysis of the policy practice, theoretical deduction simulation and economic analysis shows that ttcr is a promoting role for the relevant regulatory policies, but also in some regulatory policies, the significance of this effect increased.
