【摘要】：隨著中國市場經(jīng)濟發(fā)展體制改革的深化和文化產(chǎn)業(yè)化發(fā)展導(dǎo)向的確立,中國電影獲得了空前的產(chǎn)業(yè)發(fā)展機遇和契機。電影是國際公認(rèn)的產(chǎn)業(yè)化發(fā)展最為成熟的文化領(lǐng)域,然而由于經(jīng)濟體制的歷史原因,中國電影的產(chǎn)業(yè)化發(fā)展才剛剛起步,正處在由事業(yè)化發(fā)展向產(chǎn)業(yè)化發(fā)展轉(zhuǎn)型的關(guān)鍵進程中。在這一進程中電影的產(chǎn)業(yè)市場喚醒了電影投融資的需求,市場開始主導(dǎo)電影其作為藝術(shù)產(chǎn)品的最終命運。在國家電影產(chǎn)業(yè)政策的強力引導(dǎo)下,中國電影產(chǎn)業(yè)化發(fā)展已經(jīng)初見成效,目前中國已經(jīng)成為全球第二大電影市場,巨大的市場空間對資本形成了強烈的吸引力,基于對電影產(chǎn)業(yè)利潤的追逐,大量資本涌入了中國電影產(chǎn)業(yè)之中,電影投融資規(guī)模不斷擴大,投融資風(fēng)險也隨之而來。正是中國電影產(chǎn)業(yè)化進程中投融資雙方的相互角逐,直接推動了中國電影產(chǎn)業(yè)蓬勃發(fā)展和產(chǎn)業(yè)規(guī)模的不斷擴大。然而中國電影正處于產(chǎn)業(yè)化發(fā)展的關(guān)鍵進程中,產(chǎn)業(yè)化發(fā)展環(huán)境還不健全,電影投融資呈現(xiàn)出的風(fēng)險不斷增加,電影生產(chǎn)制片成本不斷攀升,這無疑將直接影響著中國電影產(chǎn)業(yè)化發(fā)展的進程。中國電影產(chǎn)業(yè)的投融資發(fā)展水平直接影響著中國電影產(chǎn)業(yè)的發(fā)展規(guī)模,顯然如何控制中國電影產(chǎn)業(yè)投融資過程中的風(fēng)險,如何讓資本對中國電影產(chǎn)業(yè)保持持續(xù)的投資熱情和關(guān)注,如何實現(xiàn)中國電影產(chǎn)業(yè)投融資的可持續(xù)發(fā)展,就是中國電影產(chǎn)業(yè)化發(fā)展進程總必須解決的3個基本問題,只有解決了這些問題中國電影產(chǎn)業(yè)才能夠?qū)崿F(xiàn)健康的產(chǎn)業(yè)化發(fā)展。解決這些電影產(chǎn)業(yè)化進程中問題的關(guān)鍵是建立一系列可以保障中國電影產(chǎn)業(yè)長期發(fā)展利益并對電影投融資風(fēng)險進行有效控制的產(chǎn)業(yè)機構(gòu)和制度,這些相互關(guān)聯(lián)、相互協(xié)作形成系統(tǒng)組合的機構(gòu)和制度總和就是中國電影產(chǎn)業(yè)的投融資機制,建立完善的中國電影產(chǎn)業(yè)投融資機制是電影產(chǎn)業(yè)化發(fā)展的必然需求。投融資機制的本質(zhì)是對成熟的投融資產(chǎn)業(yè)運行規(guī)律的總結(jié),是產(chǎn)業(yè)完善發(fā)展的方向,本論文以中國電影產(chǎn)業(yè)化進程中投融資機制為研究主題,以實現(xiàn)建構(gòu)中國電影產(chǎn)業(yè)投融資機制為研究目標(biāo),旨在深刻理解投融資機制建構(gòu)意義、原理的同時提出有效的建構(gòu)方法。中國電影產(chǎn)業(yè)投融資機制建構(gòu)的意義首先在與實現(xiàn)對中國電影產(chǎn)業(yè)投融資風(fēng)險的控制和提高中國電影工業(yè)化水平,其次在與提升中國電影產(chǎn)業(yè)的產(chǎn)業(yè)間資本競爭能力,讓更多的資本進入中國電影產(chǎn)業(yè)。對抗風(fēng)險是投融資機制建構(gòu)的核心目的,電影產(chǎn)業(yè)中存在的風(fēng)險可以分為產(chǎn)業(yè)風(fēng)險和市場風(fēng)險,產(chǎn)業(yè)風(fēng)險是電影產(chǎn)業(yè)內(nèi)部發(fā)展完善程度的體現(xiàn),而市場風(fēng)險是由電影市場需求和競爭帶來的風(fēng)險,通過完善投融資機制產(chǎn)業(yè)風(fēng)險是可以被降低甚至消除的,電影的市場風(fēng)險也將會被最大程度的規(guī)避,實現(xiàn)高水平的電影產(chǎn)業(yè)化發(fā)展。針對于電影產(chǎn)業(yè)化發(fā)展的需求特點,電影投融資機制包含兩項核心功能,既投融資模式和產(chǎn)業(yè)資本服務(wù),投融資模式是資本進入中國電影產(chǎn)業(yè)的通道,電影的投融資雙方是通過投融資模式實現(xiàn)產(chǎn)業(yè)合作的,而產(chǎn)業(yè)資本服務(wù)就是針對投融資模式中的風(fēng)險而進行的投融資雙方的服務(wù)保障,從而最大程度降低電影產(chǎn)業(yè)的投融資風(fēng)險并提高電影的產(chǎn)品質(zhì)量。投融資模式的創(chuàng)新發(fā)展需要獲得產(chǎn)業(yè)資本服務(wù)的支持,而產(chǎn)業(yè)資本服務(wù)隨著投融資模式對風(fēng)險控制需求的增加而不斷完善,成熟的電影產(chǎn)業(yè)投融資機制就是通過多種形式的投融資模式將資本導(dǎo)入電影產(chǎn)業(yè),再通過完善的產(chǎn)業(yè)資本服務(wù)降低電影投融資風(fēng)險,最終實現(xiàn)投融資雙方的共贏和產(chǎn)業(yè)發(fā)展�；谥袊娪斑�處于產(chǎn)業(yè)化發(fā)展進程中的這一特點,以形成機制的核心功能為目標(biāo),中國電影產(chǎn)業(yè)投融資機制的實現(xiàn)應(yīng)采用分層建構(gòu)的方法逐步完成,首先以基礎(chǔ)框架層的建構(gòu)為基礎(chǔ),確保中國電影具備穩(wěn)固的產(chǎn)業(yè)基礎(chǔ),從政府體制支撐、法制環(huán)境支持、跨界人才儲備、電影金融服務(wù)、產(chǎn)業(yè)管理咨詢、資本服務(wù)平臺、電影工業(yè)化發(fā)展等多個層次進行基礎(chǔ)框架層的搭建,其次以基礎(chǔ)框架層為支撐進行應(yīng)用功能層的建構(gòu),最終實現(xiàn)投融資模式和產(chǎn)業(yè)基本服務(wù)的機制功能,完成中國電影產(chǎn)業(yè)投融資機制的建構(gòu)。中國電影產(chǎn)業(yè)投融資機制的建構(gòu)和完善是中國電影產(chǎn)業(yè)化發(fā)展的必經(jīng)階段。產(chǎn)業(yè)化發(fā)展的風(fēng)險控制需求是電影產(chǎn)業(yè)投融資機制發(fā)展的動力,其實現(xiàn)路徑是以政府產(chǎn)業(yè)管理體制為導(dǎo)向,產(chǎn)業(yè)利潤和資本避險需求為驅(qū)動,通過市場競爭的方式完成中國電影產(chǎn)業(yè)投融資機制的實現(xiàn),最終形成電影產(chǎn)業(yè)投融資機制生態(tài)的建立和持續(xù)進化,推動中國電影產(chǎn)業(yè)的可持續(xù)發(fā)展。
[Abstract]:With the deepening of the reform of China's market economy and the establishment of the orientation of the development of cultural industrialization, Chinese films have obtained unprecedented opportunities and opportunities for industrial development. The film is the most mature cultural field recognized internationally. However, because of the historical reasons of the economic system, the development of the industrialization of Chinese films has just started. In this process, the industrial market of the film has awakened the demand for film investment and financing, and the market began to dominate the film's ultimate fate as an art product. Under the strong guidance of the national film industry policy, the development of China's film industrialization has begun to be effective. At present, China has become the second largest film market in the world, the huge market space has formed a strong attraction to capital. Based on the pursuit of the profit of the film industry, a large amount of capital has poured into the Chinese film industry. The scale of investment and financing is expanding, and the risk of investment and financing is followed. It is the investment in the process of China's film industrialization. The mutual competition between the two sides has directly promoted the flourishing development of the Chinese film industry and the continuous expansion of the industrial scale. However, Chinese films are in the key process of industrial development, the environment of industrialization development is not sound, the risk of film investment and financing is increasing, and the production cost of film production is rising, which will undoubtedly be straight.
