【摘要】：國(guó)家新型城鎮(zhèn)化戰(zhàn)略的實(shí)施為小城鎮(zhèn)迅速發(fā)展帶來(lái)新機(jī)遇，重慶市城鄉(xiāng)關(guān)系從城鄉(xiāng)二元結(jié)構(gòu)向城鄉(xiāng)一體化的轉(zhuǎn)化為小城鎮(zhèn)的發(fā)展注入新動(dòng)力，，重慶市小城鎮(zhèn)的發(fā)展分化使小城鎮(zhèn)差異的研究勢(shì)在必行。本文以區(qū)域差異的相關(guān)理論、城鄉(xiāng)關(guān)系理論以及城鎮(zhèn)化發(fā)展階段理論為指導(dǎo)，在梳理并總結(jié)主體功能區(qū)及小城鎮(zhèn)經(jīng)濟(jì)發(fā)展相關(guān)文獻(xiàn)基礎(chǔ)上，將重慶市小城鎮(zhèn)歸納到三類功能區(qū)中進(jìn)行差異化研究。 首先從重慶市市域?qū)用鎸?duì)重慶市小城鎮(zhèn)的經(jīng)濟(jì)發(fā)展整體現(xiàn)狀進(jìn)行了分析，以此為基礎(chǔ)，著重從時(shí)序階段、主導(dǎo)產(chǎn)業(yè)、人口規(guī)模和空間密度四個(gè)方面對(duì)不同功能區(qū)小城鎮(zhèn)的經(jīng)濟(jì)發(fā)展差異進(jìn)行了刻畫，并從生產(chǎn)力布局上的歷史差異及區(qū)域政策差異，中心城市擴(kuò)散效應(yīng)差異，交通區(qū)位條件差異，自然地理?xiàng)l件差異，文化觀念及人力資本差異等方面考察了重慶市小城鎮(zhèn)經(jīng)濟(jì)發(fā)展差異的形成原因；然后再?gòu)臅r(shí)序階段、主導(dǎo)產(chǎn)業(yè)、人口規(guī)模和空間密度四個(gè)方面審視世界范圍內(nèi)小城鎮(zhèn)經(jīng)濟(jì)發(fā)展差異，以為重慶市小城鎮(zhèn)差異發(fā)展尋求國(guó)際借鑒，最后結(jié)合重慶市小城鎮(zhèn)經(jīng)濟(jì)發(fā)展的新趨勢(shì)，確定三類功能區(qū)小城鎮(zhèn)經(jīng)濟(jì)發(fā)展的戰(zhàn)略定位，并提出不同功能區(qū)小城鎮(zhèn)經(jīng)濟(jì)發(fā)展的對(duì)策：都市發(fā)展區(qū)可采用TOD新城模式促進(jìn)小城鎮(zhèn)與核心城區(qū)的融合，實(shí)現(xiàn)與核心城區(qū)一體化發(fā)展；城市發(fā)展新區(qū)應(yīng)著重培養(yǎng)小城鎮(zhèn)的自組織能力，打破行政區(qū)劃限制，集群化發(fā)展；生態(tài)發(fā)展區(qū)要著重培育區(qū)域內(nèi)的小城鎮(zhèn)的增長(zhǎng)極以帶動(dòng)外圍小城鎮(zhèn)的經(jīng)濟(jì)發(fā)展，另外要引導(dǎo)后發(fā)小城鎮(zhèn)從傳統(tǒng)農(nóng)業(yè)鎮(zhèn)向生態(tài)旅游小城鎮(zhèn)轉(zhuǎn)型，實(shí)現(xiàn)跨越式發(fā)展。
[Abstract]:The implementation of the new national urbanization strategy has brought new opportunities for the rapid development of small towns. The transformation of urban-rural relations from urban-rural dual structure to urban-rural integration has injected new impetus into the development of small towns. The development and differentiation of small towns in Chongqing make it imperative to study the differences of small towns. Guided by the theory of regional difference, the theory of urban-rural relationship and the theory of urbanization development stage, this paper summarizes the relevant literature on the economic development of main functional areas and small towns. This paper sums up the small towns in Chongqing into three functional areas to study the differentiation. First of all, this paper analyzes the overall economic development of small towns in Chongqing from the level of Chongqing city, and on this basis, focuses on the time series stage, leading industries, This paper describes the differences of economic development of small towns in different functional areas from four aspects: population scale and spatial density, and analyzes the historical differences and regional policy differences in the distribution of productive forces, the diffusive effects of central cities, and the differences in traffic location conditions. The reasons for the differences in the economic development of small towns in Chongqing are investigated in terms of the differences in natural geographical conditions, cultural concepts and human capital. Then, from the four aspects of time series, leading industry, population scale and spatial density, the differences of economic development of small towns in the world are examined, in order to seek international reference for the differential development of small towns in Chongqing. Finally, combined with the new trend of economic development of small towns in Chongqing, the strategic orientation of the economic development of small towns in three functional areas is determined. The countermeasures of economic development of small towns in different functional areas are put forward: urban development areas can adopt TOD new city model to promote the integration of small towns and core urban areas and realize the integration development with core urban areas; The new urban development areas should focus on cultivating the self-organizing ability of small towns, breaking the limits of administrative divisions and developing in clusters. The ecological development area should focus on cultivating the growth pole of the small towns in the region in order to promote the economic development of the small towns in the periphery. In addition, it is necessary to guide the small towns to transform from the traditional agricultural towns to the small towns of ecotourism, so as to realize the leap-forward development.
