郵儲銀行湖南省分行小企業(yè)貸款業(yè)務(wù)發(fā)展研究
[Abstract]:In 2011, the China Banking Regulatory Commission (CBRC) issued a Circular on supporting Commercial Banks to further improve their Financial Services for small Enterprises, the main content of which is the promotion of small business loans by banks. In the same year, the head office of the Postal savings Bank put forward its definition of small business loans and extended them to all branches of the country as an important project. The development of small enterprises to this day has occupied an important position in the national economy of our country. In addition, the global economic recession in recent years and the impact of China's economic transformation have resulted in the deterioration of the living environment of small enterprises. Many small businesses lack the funds to maintain their survival and development. Therefore, the small business loan business needs to be developed urgently, and the research on the small enterprise loan development has been put on the important agenda. After expounding the basic situation of small enterprise loan in Hunan Province, this paper expounds the present situation of the development of small enterprise loan business in Hunan Branch of Postal savings Bank. According to the data collected in the small Enterprise Credit Center and the analysis of the present situation, the problems or risks existing in the business development of the small enterprise loan from the Postal savings Bank in Hunan, The problems of loan efficiency caused by organizational structure and loan risk monitoring of small enterprises are discussed in this paper. The outstanding problems in the development of small enterprise loan business in Hunan Branch of Postal savings Bank are put forward. Due to the disadvantages of the post savings bank and institutional constraints, and the lack of innovation, the small business loan business of the Postal savings Bank Hunan Branch lags behind, in addition to the influence of the small business and geographical characteristics of the postal savings bank, as well as the small business loan policy of the head office. The concentration of some projects is too high; The unreasonable establishment of posts and responsibilities, the lack of team communication and cooperation, and the insufficient degree of specialization of departments lead to the low efficiency of small business loans; There are loopholes in risk monitoring, which are caused by information asymmetry, subjective factors to customer rating and lack of perfect internal control system. In the face of these problems, this paper puts forward the corresponding improvement plan, mainly includes three aspects. The first is to improve the existing loan model and establish a "credit factory" model based on the Ministry of Strategic undertakings system to replace the current centralized branch mode; The second is to create a B2B e-commerce platform for small business customers of the Postal savings Bank and set it up with the B2C platform of Happy purchase in order to provide convenient financial services; The third is to improve the risk monitoring system from three aspects: customer segmentation and market positioning, employee internal control system and perfect risk monitoring mechanism. At the end of the paper, the author puts forward some supplementary suggestions for the improvement scheme, including the construction of a "credit factory" specialized team for the improvement of the loan organization structure of small enterprises. Aiming at the further implementation of Internet finance and electronic finance for the embedded e-commerce financial service platform, the paper also aims at improving the risk awareness of employees and improving the branch self-risk monitoring and internal system platform. The aim is to make the improvement scheme more smoothly and promote the development of the small business loan business of the Postal savings Bank Hunan Branch in a healthy and rapid manner.
