上海市住房公積金制度的公平性研究

【摘要】:住房公積金制度發(fā)源于90年代初的上海,曾在全國的住房制度改革中,發(fā)揮了巨大的作用。但隨著住房公積金制度的持續(xù)運(yùn)行,其制度弊端也日漸顯現(xiàn),尤其是關(guān)于制度運(yùn)行中存在的不公平問題,,一直廣受詬病。雖然2010年開始,國務(wù)院出臺調(diào)控房價的限購限貸政策,極大緩解了住房公積金在提取、貸款方面的不公平現(xiàn)象。但是,住房公積金其他方面存在的不公平現(xiàn)象仍然存在。 本文依據(jù)互助理論,闡述了住房公積金制度運(yùn)作的理論基礎(chǔ);依據(jù)公平理論闡述了住房公積金制度公平性的含義及理論基礎(chǔ),并從制度設(shè)計和運(yùn)行結(jié)果兩個角度,分別建立了住房公積金制度準(zhǔn)入環(huán)節(jié)、繳存環(huán)節(jié)和受益環(huán)節(jié)公平性分析的邏輯框架;依據(jù)委托代理理論闡明影響住房公積金制度公平性的因素,提出決策有效性、制度透明度與制度公平性的共生關(guān)系。 本文利用建立的分析框架,對上海市住房公積金制度的公平性進(jìn)行實證分析,指出上海市住房公積金制度在準(zhǔn)入環(huán)節(jié)存在準(zhǔn)入障礙;在繳存環(huán)節(jié),補(bǔ)充公積金放大了政策的不公平程度;在受益環(huán)節(jié),部分增值收益的受益對象是非繳存者,貸款風(fēng)險準(zhǔn)備金提取比例及金額欠合理,且其歸屬權(quán)未進(jìn)行明確。同時,本文指出住房公積金在準(zhǔn)入、繳存和受益環(huán)節(jié)的相關(guān)信息均未能完全公開透明,這是住房公積金制度公平性問題產(chǎn)生的體制根源。 最后,本文從實踐操作的角度,針對性的提出了制度改進(jìn)的思路及建議。
[Abstract]:The housing accumulation fund system, which originated in Shanghai in the early 1990s, has played a great role in the reform of housing system in China. However, with the continuous operation of the housing provident fund system, its system malpractice also appears day by day, especially about the unfair problems existing in the system operation, has been widely criticized. Although since 2010, the State Council has introduced a policy to limit the purchase and loan of housing prices, which has greatly alleviated the unfair phenomenon of withdrawal and loan of housing provident fund. However, other aspects of housing provident fund exist unfair phenomenon still exists. Based on the theory of mutual aid, this paper expounds the theoretical basis of the operation of housing provident fund system. Based on the fairness theory, this paper expounds the meaning and theoretical basis of the fairness of the housing provident fund system, and establishes the admission link of the housing provident fund system from the two angles of system design and operation result. The logical framework of fairness analysis of deposit and benefit links; Based on the principal-agent theory, this paper clarifies the factors that affect the fairness of the housing provident fund system, and puts forward the symbiotic relationship among decision-making effectiveness, institutional transparency and institutional fairness. This paper makes an empirical analysis of the equity of the housing accumulation fund system in Shanghai by using the established analysis framework, and points out that there are barriers to the entry of the housing accumulation fund system in Shanghai. In the paid-in link, the supplementary provident fund magnifies the unfair degree of the policy; in the beneficial link, the beneficiary of part of the value-added income is non-paid-up, the proportion and amount of the loan risk reserve is unreasonable, and its ownership right is not clear. At the same time, this paper points out that the relevant information of the admission, deposit and benefit of the housing accumulation fund is not completely open and transparent, which is the institutional root of the fairness of the housing accumulation fund system. Finally, from the perspective of practical operation, this paper puts forward the ideas and suggestions of system improvement.
