【摘要】：隨著市場經濟的發(fā)展，金融在國民經濟運行中發(fā)揮著越來越大的作用，逐漸成為現(xiàn)代經濟的血液。農村經濟能否與時俱進，農村金融的發(fā)展與之息息相關，，農村信貸是農村金融的發(fā)展的重要一環(huán)。本文選擇的研究主體吉林省長春市幸福鄉(xiāng)，是新型農業(yè)經濟發(fā)展較快的鄉(xiāng)鎮(zhèn)之一，其對于農村信貸的需求與日俱增。本研究通過設計調查問卷對幸福鄉(xiāng)的農戶開展問卷調查，并結合對幸福鄉(xiāng)農村信貸機構和農村經濟主管部門的工作人員的訪談所獲得的資料，分析幸福鄉(xiāng)農村信貸發(fā)展現(xiàn)狀。分析國外農村信貸發(fā)展并借鑒其發(fā)展的成功經驗與教訓，為幸福鄉(xiāng)農村信貸發(fā)展存在問題提出合理對策和建議。 主要研究內容及結論如下： （1）首先，綜述國內外有關農村信貸問題的研究現(xiàn)狀，對農村信貸相關概念進行界定，以馬克思的生息資本理論、農業(yè)融資理論和近年來較為公認的不完全競爭市場理論作為本文的理論基礎。 （2）其次，通過設計、發(fā)放調查問卷的方法，共向幸福鄉(xiāng)所轄的6個行政村發(fā)放132份問卷，獲得一手調研資料。在回收的121份有效農戶問卷的基礎上，結合對鄉(xiāng)內主要金融機構的訪問，對幸福鄉(xiāng)的信貸狀況分別進行定性與定量分析。 （3）根據幸福鄉(xiāng)農村信貸供給和需求的現(xiàn)狀分析，發(fā)現(xiàn)幸福鄉(xiāng)農村信貸供需明顯失衡，存在適應性不強、效率低下，信貸制度的完備性亟待提高的矛盾與問題。 （4）總結發(fā)達國家美國、日本與發(fā)展中國家印度和孟加拉農村信貸事業(yè)發(fā)展的成功經驗，并結合幸福鄉(xiāng)實際情況，筆者認為幸福鄉(xiāng)的農村信貸的優(yōu)化發(fā)展需要在以下幾方面作出努力：完善幸福鄉(xiāng)農村信貸體系；營造優(yōu)化農村信貸環(huán)境；開展轉型培訓，普及信貸知識等。
[Abstract]:With the development of market economy, finance plays a more and more important role in the operation of national economy and becomes the blood of modern economy. Whether the rural economy can keep pace with the times, the development of rural finance is closely related to it, rural credit is an important part of the development of rural finance. The main research subject of this paper is the happiness town of Changchun City of Jilin Province, which is one of the villages and towns with rapid development of new agricultural economy, and the demand for rural credit is increasing day by day. In this study, we designed a questionnaire to investigate the rural households in Happiness Township, and analyzed the present situation of rural credit development in Happiness Township with the data obtained by interviews with the staff of rural credit institutions and departments in charge of rural economy. This paper analyzes the development of rural credit in foreign countries and draws lessons from its successful experiences and lessons, and puts forward reasonable countermeasures and suggestions for the problems existing in the development of rural credit in Happiness Township. The main research contents and conclusions are as follows: (1) first of all, it summarizes the current research situation of rural credit at home and abroad, defines the related concepts of rural credit, and uses Marx's theory of interest-bearing capital. The theory of agricultural financing and the theory of imperfect competition market are the theoretical basis of this paper. (2) secondly, 132 questionnaires were distributed to 6 administrative villages under the jurisdiction of Happiness Township by designing and distributing questionnaires, and the primary investigation data were obtained. On the basis of 121 valid peasant household questionnaires and interviews with the main financial institutions in the countryside, the credit status of happiness villages is analyzed qualitatively and quantitatively. (3) based on the analysis of the present situation of rural credit supply and demand, it is found that the rural credit supply and demand are obviously out of balance, the adaptability is not strong, the efficiency is low, and the perfection of the credit system needs to be improved. (4) summing up the successful experiences of the developed countries, such as the United States, Japan and the developing countries, India and Bangladesh, and combining with the actual situation of Happy Countryside, The author believes that the optimization and development of rural credit in happiness township needs to make efforts in the following aspects: perfecting the rural credit system of happiness township; Create and optimize the rural credit environment; carry out transformational training; popularize credit knowledge and so on.
