【摘要】：在我國,住房公積金制度是一項十分重要的住房金融保障制度。該項制度的確定,充分借鑒了新加坡政府出臺的中央公積金制度,并在此基礎(chǔ)上做出了很大創(chuàng)新。它是一種住房金融制度,同時也是一種住房保障制度。我國住房公積金制度在保障職工住房方面取得了非常好的效果,但是由于各種因素,住房公積金制度的發(fā)展也暴露出很多問題。陽泉市住房公積金管理中心結(jié)合地區(qū)實情和國家政策規(guī)定,在公積金繳存比例、擴大覆蓋面、放寬提取條件、加強貸款管理等方面做了很多政策上的完善和探索。對住房公積金資金使用效率進行系統(tǒng)分析,對住房公積金制度未來的建設(shè)方向,如何設(shè)計住房公積金政策和健全公積金制度、住房保障兩項體系有著重要的指導(dǎo)作用。本文重點研究住房公積金資金的使用效率,即從住房公積金資金的投入-產(chǎn)出角度對陽泉市住房公積金使用效率作一評價。根據(jù)住房公積金的投入主要來源于資金的繳存,住房公積金的產(chǎn)出情況主要包括提取、貸款、購買國債、沉淀資金等,可以將評價住房公積金資金使用效率的指標分為投入指標和產(chǎn)出指標,以此構(gòu)建住房公積金資金使用效率評價指標體系。結(jié)合陽泉市住房公積金具體數(shù)據(jù),從住房公積金繳存、提取、貸款、購買國債等方面對陽泉市和山西省的住房公積金資金使用情況作詳細對比,得出陽泉市住房公積金資金使用率、運用率和沉淀率均優(yōu)于全省平均水平,但仍然存在使用效率不高,資金沉淀率沒有明顯降低的問題,未來仍需在提高資金使用效率和降低資金沉淀率方面加大力度。運用熵值法對2008-2014年陽泉市住房公積金資金使用效率指標確定權(quán)重,得出陽泉市住房公積金各年使用效率的綜合得分。發(fā)現(xiàn)自2011年以來住房公積金資金使用效率總體呈上升趨勢,但仍存在住房公積金覆蓋率不高、個貸情況波動明顯,資金投資和保值增值方面的效率有待進一步提升的問題。針對這些問題,以住房市場、信貸政策、開發(fā)企業(yè)的積極性和消費者觀念為切入點,分析了導(dǎo)致陽泉市住房公積金使用效率現(xiàn)狀的原因,并在此基礎(chǔ)上提出減少使用限制條件、擴大覆蓋范圍、增加住房公積金貸款業(yè)務(wù)種類、貸款利息償還方式多樣化和擴大資金投資渠道的建議。
[Abstract]:In our country, housing accumulation fund system is a very important housing financial security system. The determination of this system fully draws lessons from the central provident fund system issued by the Singapore government and makes great innovations on this basis. It is a housing financial system, but also a housing security system. The housing accumulation fund system of our country has obtained the very good result in the aspect of protecting the workers' housing, but because of various factors, the development of the housing accumulation fund system also exposed a lot of problems. The housing accumulation fund management center of Yangquan city has made a lot of policy perfection and exploration in such aspects as the proportion of the provident fund deposit, the expansion of the coverage, the relaxation of the extraction conditions, and the strengthening of the management of the loan, combined with the actual situation of the region and the state policy provisions. This paper makes a systematic analysis of the efficiency of the use of housing provident fund funds, and plays an important guiding role in the future construction direction of housing accumulation fund system, how to design housing accumulation fund policy and how to perfect the housing accumulation fund system and housing security system. This paper focuses on the efficiency of the use of housing provident fund, that is, from the point of view of the input-output of housing provident fund, the paper evaluates the utilization efficiency of housing accumulation fund in Yangquan city. According to the investment of the housing provident fund, which mainly comes from the deposit of funds, the output of the housing provident fund mainly includes withdrawal, loan, purchase of national debt, deposit of funds, etc. The index to evaluate the efficiency of the use of housing provident fund funds can be divided into input index and output index, so as to construct the evaluation index system of housing provident fund use efficiency. Combining with the specific data of the housing accumulation fund in Yangquan City, this paper makes a detailed comparison of the use of housing accumulation fund funds in Yangquan City and Shanxi Province from the aspects of housing accumulation fund deposit, withdrawal, loan, purchase of national debt, and so on. It is concluded that the utilization rate, utilization rate and precipitation rate of housing accumulation fund in Yangquan City are better than the average level of the whole province, but there are still problems of low efficiency and no obvious decrease in the rate of fund deposit. In the future, there is still a need to improve the efficiency of the use of funds and reduce the rate of capital deposition. The entropy method is used to determine the weight of the efficiency index of the housing accumulation fund in Yangquan from 2008 to 2014, and the comprehensive score of the use efficiency of the housing accumulation fund in Yangquan is obtained. It is found that the use efficiency of housing provident fund funds has been on the rise since 2011, but there are still some problems such as low coverage of housing accumulation fund, obvious fluctuation of individual loan situation, and the efficiency of capital investment and value preservation and increment need to be further improved. Aiming at these problems, taking housing market, credit policy, enthusiasm of developing enterprises and consumer concept as the starting point, this paper analyzes the reasons leading to the present situation of using efficiency of housing accumulation fund in Yangquan city, and puts forward the restriction condition of reducing the use of housing accumulation fund on this basis. To expand the coverage, to increase the types of housing provident fund loans, to diversify the way of repayment of loan interest and to expand the channels of capital investment.
