【摘要】：我國經(jīng)濟發(fā)展進入新常態(tài),住房公積金制度難以與時共進。推進改革必須充分認識住房公積金的"準公共產(chǎn)品"性質(zhì),創(chuàng)新住房公積金制度功能,建立有中國特色的新型住房公積金制度。要立足國情,關(guān)注公平,拓寬覆蓋,加快形成具有再分配功能的公積金歸集制度;重點面向低收入群體,適度擴大公積金使用范圍,加快構(gòu)建住房政策性金融體系;推進信息公開,完善監(jiān)管體系,建立權(quán)責(zé)清晰、廉潔高效的公積金管理體制;妥善解決歷史遺留問題和各方利益矛盾,精心設(shè)計、分步實施,力爭在3-5年內(nèi)實現(xiàn)公積金制度轉(zhuǎn)型。
[Abstract]:China's economic development has entered a new normal state, housing provident fund system is difficult to advance with the times. To promote reform, we must fully understand the "quasi-public goods" nature of housing provident fund, innovate the function of housing provident fund system, and establish a new type of housing provident fund system with Chinese characteristics. Focus on low-income groups, expand the scope of the use of provident fund appropriately, speed up the construction of housing policy-based financial system; promote information disclosure, improve the regulatory system, establish a clear, clean and efficient management system of provident fund; properly solve historical problems and contradictions of interests of all parties, carefully designed and divided Step by step, strive to realize the transformation of the provident fund system in 3-5 years.
