吉林省工業(yè)化與城鎮(zhèn)化互動發(fā)展研究

【摘要】：工業(yè)化與城鎮(zhèn)化是新世紀(jì)中國深入推進(jìn)經(jīng)濟(jì)社會發(fā)展所面臨的雙重任務(wù)。工業(yè)化與城鎮(zhèn)化的良性互動，有利于中國全面建設(shè)小康社會目標(biāo)的盡快實現(xiàn)。吉林省作為計劃經(jīng)濟(jì)時期形成的老工業(yè)基地，工業(yè)化速度和質(zhì)量對經(jīng)濟(jì)社會發(fā)展具有深刻的影響。特別是，吉林省工業(yè)化與城鎮(zhèn)化道路有悖于國內(nèi)多數(shù)省份和地區(qū)，迄今工業(yè)化與城鎮(zhèn)化尚未形成良性互動。探索吉林省工業(yè)化與城鎮(zhèn)化的互動發(fā)展，不僅能通過加快工業(yè)化與城鎮(zhèn)化進(jìn)程大力促進(jìn)吉林省經(jīng)濟(jì)和社會發(fā)展，而且能為全國其他相似省份提供參考和借鑒。 工業(yè)化與城鎮(zhèn)化聯(lián)系緊密，相互影響，可以通過良性互動實現(xiàn)共同發(fā)展。工業(yè)化能夠通過拉動就業(yè)、增加收入、轉(zhuǎn)變土地利用方式等途徑推動城鎮(zhèn)化進(jìn)展，而城鎮(zhèn)化能夠通過促進(jìn)要素集聚、提供流通市場、優(yōu)化產(chǎn)業(yè)布局等方式促進(jìn)工業(yè)化進(jìn)步。 目前，吉林省正處于工業(yè)化中期階段。改革開放以來，吉林省工業(yè)化率呈“U型”發(fā)展趨勢，表明吉林省正經(jīng)歷“再工業(yè)化”過程。吉林省產(chǎn)業(yè)結(jié)構(gòu)以工業(yè)為主，且重工業(yè)占據(jù)主導(dǎo)地位。吉林省城鎮(zhèn)化率一直高于全國平均水平，但增速緩慢。吉林省已經(jīng)初步形成大、中、小城市和小城鎮(zhèn)共同發(fā)展的等級規(guī)模體系和東、中、西三大區(qū)域城鎮(zhèn)空間框架。 吉林省工業(yè)化與城鎮(zhèn)化的互動發(fā)展大致經(jīng)歷了互動框架初步確立、互動關(guān)系動蕩前行、互動關(guān)系的市場化調(diào)整、互動關(guān)系的加速推進(jìn)等四個階段。迄今為止，，吉林省工業(yè)化與城鎮(zhèn)化尚未形成良性互動，表現(xiàn)為與工業(yè)化率下降相伴生的是城鎮(zhèn)化率的穩(wěn)步上升，而與工業(yè)化率持續(xù)提高相伴生的是城鎮(zhèn)化率增速的放緩，且城鎮(zhèn)化率/工業(yè)化率一直較低且呈現(xiàn)下降趨勢。 吉林省工業(yè)化與城鎮(zhèn)化互動發(fā)展的制約因素主要有：產(chǎn)業(yè)結(jié)構(gòu)不合理，表現(xiàn)為重工業(yè)畸形發(fā)展、農(nóng)村現(xiàn)代化水平不足、服務(wù)業(yè)發(fā)展滯后等；城鄉(xiāng)二元體制的制約，表現(xiàn)為土地管理制度的阻礙、二元戶籍制度的限制、社會保障制度的影響等；城鎮(zhèn)體系空間布局的制約，表現(xiàn)為區(qū)域間聯(lián)動性差、中心城市擴(kuò)散效應(yīng)不足、重點鎮(zhèn)承接城鄉(xiāng)作用有限等。 實現(xiàn)吉林省工業(yè)化與城鎮(zhèn)化的良性互動，應(yīng)從如下幾個方面著手：合理調(diào)整產(chǎn)業(yè)結(jié)構(gòu),包括加快推進(jìn)工業(yè)產(chǎn)業(yè)結(jié)構(gòu)升級、切實增強(qiáng)服務(wù)業(yè)帶動能力、積極推動農(nóng)業(yè)現(xiàn)代化發(fā)展等；打破二元體制障礙，包括創(chuàng)新農(nóng)村土地制度、改革城鄉(xiāng)戶籍制度、完善社會保障制度等；完善城鎮(zhèn)體系建設(shè)，包括形成區(qū)域間良性互動、發(fā)揮中心城市擴(kuò)散效應(yīng)、提升重點鎮(zhèn)承接作用等。
[Abstract]:Industrialization and urbanization are the dual tasks that China faces in promoting economic and social development in the new century. The benign interaction between industrialization and urbanization is conducive to the realization of the goal of building a well-off society in an all-round way in China as soon as possible. As an old industrial base formed in planned economy period, the speed and quality of industrialization have a profound influence on economic and social development in Jilin Province. In particular, the road of industrialization and urbanization in Jilin Province is contrary to most provinces and regions in China, so far industrialization and urbanization have not formed a benign interaction. Exploring the interactive development of industrialization and urbanization in Jilin Province can not only accelerate the process of industrialization and urbanization to promote the economic and social development of Jilin Province, but also provide reference for other similar provinces in China. Industrialization and urbanization are closely linked, influence each other, can achieve common development through benign interaction. Industrialization can promote the progress of urbanization by stimulating employment, increasing income and changing the mode of land use, while urbanization can promote the progress of industrialization by promoting the concentration of elements, providing circulation market, optimizing the industrial layout and so on. At present, Jilin Province is in the middle stage of industrialization. Since the reform and opening up, the industrialization rate of Jilin Province shows the trend of "U-type" development, which indicates that Jilin Province is experiencing the process of "re-industrialization". The industrial structure of Jilin Province is dominated by industry, and heavy industry occupies a leading position. Jilin Province urbanization rate has been higher than the national average, but the growth rate is slow. Jilin Province has initially formed a large, medium, small cities and small towns and small cities and towns in common development of the hierarchical scale system and the east, central, western three regional urban space framework. The interactive development of industrialization and urbanization in Jilin Province has experienced four stages: the initial establishment of the interactive framework, the turbulent advance of the interactive relationship, the market-oriented adjustment of the interactive relationship, and the accelerated promotion of the interactive relationship. So far, industrialization and urbanization in Jilin Province have not formed a positive interaction, the decline of industrialization is accompanied by a steady increase in urbanization rate, and the sustained increase in industrialization rate is accompanied by a slowdown in the rate of urbanization growth. And urbanization rate / industrialization rate has been low and showing a downward trend. The main factors restricting the interactive development of industrialization and urbanization in Jilin Province are: unreasonable industrial structure, abnormal development of heavy industry, insufficient level of rural modernization, lagging development of service industry, restriction of urban-rural dual system, etc. The obstacles of land management system, the restriction of dual household registration system, the influence of social security system, the restriction of spatial distribution of urban system, the poor inter-regional linkage, the insufficient diffusion effect of central city, etc. Key towns to undertake the role of urban and rural limited. To realize the benign interaction between industrialization and urbanization in Jilin Province, we should start from the following aspects: rationally readjust the industrial structure, including speeding up the upgrading of the industrial structure, and earnestly enhancing the ability of the service industry to drive, Actively promoting the development of agricultural modernization; breaking down the obstacles of the dual system, including innovating the rural land system, reforming the urban-rural household registration system, perfecting the social security system, and perfecting the construction of the urban system, including the formation of a positive interaction between regions, Give play to the diffusion effect of central cities, promote the role of key towns to undertake, and so on.
