【摘要】:隨著我國(guó)步入農(nóng)業(yè)供給側(cè)結(jié)構(gòu)改革的新時(shí)期,農(nóng)業(yè)結(jié)構(gòu)調(diào)整和轉(zhuǎn)型升級(jí)成為農(nóng)村經(jīng)濟(jì)新的發(fā)展趨勢(shì),以市場(chǎng)為導(dǎo)向開展土地流轉(zhuǎn),從而推動(dòng)農(nóng)地經(jīng)營(yíng)權(quán)抵押貸款工作的開展也成為推動(dòng)農(nóng)村融資方式、融資結(jié)構(gòu)轉(zhuǎn)變的的又一創(chuàng)新舉措。當(dāng)前我國(guó)土地流轉(zhuǎn)加速推進(jìn),土地的“三權(quán)分置”1使得農(nóng)地經(jīng)營(yíng)權(quán)具有了流動(dòng)性,土地的經(jīng)濟(jì)價(jià)值被重新激活,在此基礎(chǔ)上,國(guó)家出臺(tái)了一系列相關(guān)政策,引導(dǎo)農(nóng)地經(jīng)營(yíng)權(quán)抵押貸款在各地試點(diǎn)。然而,在此過程中農(nóng)地經(jīng)營(yíng)權(quán)抵押貸款違約風(fēng)險(xiǎn)問題不容忽視,農(nóng)地經(jīng)營(yíng)權(quán)抵押貸款違約風(fēng)險(xiǎn)的存在制約了農(nóng)地經(jīng)營(yíng)權(quán)抵押貸款試點(diǎn)的進(jìn)一步展開。因此,研究基于土地流轉(zhuǎn)的農(nóng)地經(jīng)營(yíng)權(quán)抵押貸款違約風(fēng)險(xiǎn)的影響因素,對(duì)于控制農(nóng)地經(jīng)營(yíng)權(quán)抵押貸款違約風(fēng)險(xiǎn),提高金融機(jī)構(gòu)放貸效率,穩(wěn)定農(nóng)村金融環(huán)境,盤活農(nóng)村土地資源,從而推進(jìn)我國(guó)土地流轉(zhuǎn)市場(chǎng)化進(jìn)程都有重要意義。本文利用在寧夏平羅縣、重慶開縣和陜西眉縣三個(gè)地區(qū)的農(nóng)地經(jīng)營(yíng)權(quán)抵押貸款的問卷調(diào)查數(shù)據(jù),運(yùn)用二元logit模型和邊際效應(yīng)分析方法對(duì)農(nóng)地經(jīng)營(yíng)權(quán)抵押貸款違約風(fēng)險(xiǎn)的影響因素進(jìn)行了實(shí)證分析。首先,將農(nóng)戶分成土地流入的農(nóng)戶和土地未流入的農(nóng)戶兩組,運(yùn)用二元logit模型分別進(jìn)行回歸,對(duì)比兩組農(nóng)戶的農(nóng)地經(jīng)營(yíng)權(quán)抵押貸款違約風(fēng)險(xiǎn)的影響因素;其次,對(duì)土地流入農(nóng)戶運(yùn)用邊際效應(yīng)分析方法,具體分析農(nóng)地經(jīng)營(yíng)權(quán)抵押貸款違約風(fēng)險(xiǎn)的影響因素對(duì)農(nóng)戶違約風(fēng)險(xiǎn)的影響程度。實(shí)證發(fā)現(xiàn),土地流轉(zhuǎn)規(guī)模、參與農(nóng)業(yè)保險(xiǎn)情況、儲(chǔ)蓄水平、農(nóng)業(yè)收入、非農(nóng)收入、總支出、貸款用途、貸款金額、土地流轉(zhuǎn)市場(chǎng)發(fā)達(dá)程度、土地價(jià)值評(píng)估體系是否健全、經(jīng)營(yíng)方式對(duì)土地流入農(nóng)戶的違約率存在顯著影響,其他因素未表現(xiàn)出明顯影響;參與農(nóng)業(yè)保險(xiǎn)情況、地理位置、土地價(jià)值評(píng)估體系的認(rèn)知對(duì)土地未流入農(nóng)戶的貸款違約率有顯著影響,其他因素則沒有明顯影響。根據(jù)實(shí)證結(jié)果總結(jié)得出如下研究結(jié)論:第一,土地流入與農(nóng)戶違約負(fù)相關(guān);第二,參與農(nóng)業(yè)保險(xiǎn)是影響違約風(fēng)險(xiǎn)的主要因素;第三,農(nóng)戶對(duì)土地流轉(zhuǎn)的認(rèn)知對(duì)違約風(fēng)險(xiǎn)具有重要影響;第四,借款人經(jīng)濟(jì)能力對(duì)違約風(fēng)險(xiǎn)影響顯著。本文在得出以上研究結(jié)論的基礎(chǔ)上,提出了農(nóng)地經(jīng)營(yíng)權(quán)抵押貸款違約風(fēng)險(xiǎn)控制的對(duì)策建議,以此推動(dòng)農(nóng)地經(jīng)營(yíng)權(quán)抵押貸款違約風(fēng)險(xiǎn)的審慎防控。第一,鼓勵(lì)土地流入,推動(dòng)土地規(guī);鬓D(zhuǎn);第二,構(gòu)建“農(nóng)業(yè)保險(xiǎn)+多重風(fēng)險(xiǎn)評(píng)估”的風(fēng)險(xiǎn)保障機(jī)制;第三,建立違約風(fēng)險(xiǎn)分層控制體系,包括對(duì)借款人、金融機(jī)構(gòu)、其他擔(dān)保方的違約風(fēng)險(xiǎn)分擔(dān)體系,形成層層問責(zé)的機(jī)制;第四,重建貸后風(fēng)險(xiǎn)實(shí)時(shí)監(jiān)測(cè)體系。
[Abstract]:With our country entering the new period of agricultural supply side structure reform, agricultural structure adjustment and transformation and upgrading have become the new development trend of rural economy. Market oriented development of land circulation, thus promoting the development of land management right mortgage work has also become an innovative measure to promote rural financing and the transformation of financing structure. In the former China, the land circulation accelerated and the land "three rights division" 1 made the land management right with liquidity, the economic value of land was reactivated. On this basis, the state issued a series of relevant policies to guide the land management right mortgage in various places. The risk problem can not be ignored. The existence of the mortgage default risk of the farmland management right has restricted the further expansion of the pilot of the land management right mortgage. Therefore, the research on the factors affecting the default risk of the land management right mortgage based on the land circulation is to control the default risk of the land management right mortgage and improve the lending efficiency of the financial institutions. In order to stabilize the rural financial environment and reactivate the rural land resources, it is of great significance to promote the market process of land transfer in China. This paper uses the questionnaire survey data of the farmland management right mortgage in three regions of Pingluo County, Chongqing, Ningxia, Kaixian and Shaanxi Mei County, and carries out the two yuan model and the marginal effect analysis method to the agricultural land. The factors affecting the default risk of the mortgage loan are analyzed. First, the farmers are divided into two groups of farmers and farmers who have not been inflow to the land, and the two yuan logit model is used for the regression to compare the risk factors of the two groups of farmers' land management right mortgage default risk. Secondly, the land inflow to the farmers is used. The method of marginal effect analysis is used to analyze the influence degree of the factors affecting the default risk of the mortgage loan of farmland management. It is found that the scale of the land transfer, the scale of the land transfer, the agricultural insurance, the level of savings, the agricultural income, the non agricultural income, the total expenditure, the use of the loan, the loan amount, the developed degree of the land circulation market, land Whether the value evaluation system is sound, the management mode has a significant impact on the default rate of the land inflow to the farmers, and the other factors have not shown obvious influence. The cognition of participation in agricultural insurance, geographical location and land value evaluation system has significant influence on the loan default rate of the land inflow to the farmers, and the other factors have no obvious influence. The empirical results are summarized as follows: first, land inflow is negatively related to farmers' breach of contract; second, participation in agricultural insurance is the main factor affecting the risk of breach of contract; third, farmers' cognition of land transfer has an important impact on the risk of breach of contract; fourth, the borrower's economic ability has a significant impact on the risk of breach of contract. On the basis of the research conclusions, this paper puts forward the countermeasures and suggestions for the control of the default risk of the land management right mortgage, in order to promote the prudent prevention and control of the default risk of the farmland management right mortgage. First, encourage the land inflow and promote the scale of the land transfer; second, construct the risk guarantee mechanism of the "agricultural insurance + multiple risk assessment"; third, Set up a delamination control system for default risk, including the default risk sharing system for borrowers, financial institutions and other guaranty parties, forming a layer of accountability mechanism; fourth, reconstructing the real-time monitoring system for the post loan risk.
