【摘要】：經(jīng)過(guò)長(zhǎng)期的制度變革,中國(guó)的金融體系正在形成自身的獨(dú)特面目,這對(duì)主流的金融理論構(gòu)成不小的挑戰(zhàn)。本文試圖借助國(guó)有銀行改革過(guò)程對(duì)相關(guān)機(jī)理進(jìn)行初步梳理。本文發(fā)現(xiàn),基于財(cái)政下降條件下謀求改革與增長(zhǎng)的特殊背景,中國(guó)金融改革從一開(kāi)始就導(dǎo)入了金融市場(chǎng)化與金融控制的"兩難路徑",其中的關(guān)鍵是國(guó)家針對(duì)金融資源配置過(guò)程不得不做出的風(fēng)險(xiǎn)承諾,由此決定了國(guó)有銀行改革本身所具有的"有控制市場(chǎng)化"和"有限市場(chǎng)化"的性質(zhì)。有趣的是,面對(duì)國(guó)有銀行體系所表現(xiàn)出的理論異象和成功實(shí)踐,主流理論竟然得出它是一種"失敗且有效"的金融體系的結(jié)論。本文認(rèn)為,國(guó)有銀行體系在大國(guó)經(jīng)濟(jì)崛起中具有顯著的比較優(yōu)勢(shì),確認(rèn)這種優(yōu)勢(shì)并進(jìn)一步探究其制度內(nèi)涵和金融績(jī)效,對(duì)于拓展和豐富現(xiàn)代金融分析的視野和結(jié)構(gòu)無(wú)疑具有十分重要的理論價(jià)值。
[Abstract]:After a long period of institutional change, China's financial system is forming its own unique features. This is a great challenge to the mainstream financial theory. This paper tries to carve out the relevant mechanism with the help of the reform process of state-owned banks. This paper finds that the special background of seeking reform and growth under the condition of fiscal decline. From the beginning, China's financial reform has introduced the "dilemma path" between financial marketization and financial control, the key of which is the risk commitment that the state has to make in the process of allocating financial resources. This determines the nature of "controlled marketization" and "limited marketization" in the reform of state-owned banks. What is interesting is the theoretical vision and successful practice in the face of the state-owned banking system. The mainstream theory has come to the conclusion that it is a "failed and effective" financial system. This paper argues that the state-owned banking system has a significant comparative advantage in the economic rise of large countries. It is undoubtedly of great theoretical value to confirm this advantage and further explore its institutional connotation and financial performance in order to expand and enrich the vision and structure of modern financial analysis.
