中國(guó)房地產(chǎn)市場(chǎng)的需求和調(diào)控機(jī)制——一個(gè)處理政府與市場(chǎng)關(guān)系的分析框架

【摘要】:本文以處理政府與市場(chǎng)關(guān)系為框架,分析了中國(guó)城鎮(zhèn)住房需求的長(zhǎng)期趨勢(shì)和中短期特點(diǎn),提出改革完善需求調(diào)控機(jī)制的思路。未來(lái)15年的住房需求增長(zhǎng)將主要由人口城鎮(zhèn)化決定,總?cè)丝谠鲩L(zhǎng)、家庭規(guī)模小型化、人口老齡化對(duì)住房需求的影響可能相互抵消,收入增長(zhǎng)和財(cái)富積累、貨幣供給和利率水平、房?jī)r(jià)上漲預(yù)期和投資投機(jī)因素等對(duì)住房需求的影響將逐步減弱。應(yīng)建立穩(wěn)定而有效的需求調(diào)控制度和機(jī)制,處理好短期政策與長(zhǎng)期目標(biāo)的關(guān)系;合理確定城鎮(zhèn)居民的居住面積目標(biāo),作為需求調(diào)控政策的基本依據(jù);改革完善差別化的住房信貸、稅收等政策,形成長(zhǎng)期穩(wěn)定的調(diào)控機(jī)制;使市場(chǎng)需求及調(diào)控機(jī)制在法律法規(guī)框架下運(yùn)行,建立行政調(diào)控政策進(jìn)入和退出的機(jī)制。
[Abstract]:In this paper, to deal with the relationship between government and market as the framework, analyzes the characteristics of short-term long-term trend of housing demand and Chinese Town, proposed reforms to improve the demand control mechanism. The increase of housing demand in the next 15 years will be mainly determined by population urbanization, population growth, family size, population aging effects on housing demand may offset each other, income growth and wealth accumulation, money supply and interest rates, rising prices affect the investment expectations and speculative factors on housing demand will gradually weaken. Demand control system and mechanism should establish a stable and effective, handle the relationship between short-term and long-term goals; determine a reasonable target of urban residents living area according to the demand, as the basic control policy; improve the differentiated housing credit reform, tax policies and regulatory mechanisms of the formation of long-term stability of the needs of the market; And the regulation mechanism runs under the framework of laws and regulations, and establishes the mechanism of the entry and exit of the administrative regulation policy.
