青陽縣保障房項目規(guī)劃研究

【摘要】:住房不僅是人類生存的必需,也是每個人應享有的基本權利改革開放以來,我國的城鎮(zhèn)化和工業(yè)化進程加快,,不同的人群從土地的依附中從鄉(xiāng)村的封閉中從單位的圍城中解放出來,大量的人口涌向城鎮(zhèn)城鎮(zhèn)土地房屋供不應求,加上1998年我國房地產(chǎn)改革以來,住房福利化逐漸向市場化轉型,房地產(chǎn)經(jīng)濟的復蘇帶來了一路攀升的房價,中低收入階層已逐漸被商品房市場邊緣化,高額的房價使他們對住房可望而不可即 為了幫助中低收入階層走出住房困境解決住房難題,國務院于2007年頒布了解決城市中低收入家庭住房困難的若干意見,提出逐步完善廉租房制度和其他保障體系,旨在實現(xiàn)全民住有所居的目標;并將3600萬套保障房的建設任務列入十二五規(guī)劃中安徽省青陽縣也于2007年拉開了保障房建設的序幕,在6年中共建設了2095套保障房,我們欣喜的看到一批批中下階級家庭搬進寬敞舒適的新房,實現(xiàn)他們的住房夢但在住房保障政策不斷完善,建設步伐不斷前進的同時,我們也清醒的發(fā)現(xiàn)供給缺口,保障房人群界定范圍不明確,分配不公,監(jiān)督管理不善等問題層出不窮,保障攻堅的工程也遠沒有畫上一個句號 本文在學習借鑒國內外城鎮(zhèn)保障房建設的成功經(jīng)驗基礎上,著眼于安徽省青陽縣,悉心搜集當?shù)亟?0年的人均可支配收入城鎮(zhèn)人口人均消費性支出等數(shù)據(jù),運用擴展線性支出模型ξELES)和收入余額法計算人均基本消費需求支出和基本生活保障線,進而預測住房保障人口比例和住房保障水平的發(fā)展并結合當?shù)乇U戏拷ㄔO中的漏洞和缺陷,從建設資金土地供應分配公平等方面規(guī)劃了青陽縣保障房的發(fā)展,試圖為政府在保障房建設的前行道路上開拓更廣闊的思路和更執(zhí)著的定力 本文共有五章,第一章介紹了選題背景和意義;第二章為住房保障及其規(guī)模擴展線性支出系統(tǒng)模型項目規(guī)劃的理論介紹;第三章聯(lián)系住房保障理論知識,對青陽縣住房保障現(xiàn)狀進行分析并提出問題;第四章是文章的重點,站在住房保障建設目標資金籌集土地供應公平分配的視角規(guī)劃青陽縣住房保障項目,合理提出未來保障房建設構想;第五章為結論和展望
[Abstract]:Housing is not only the necessity of human survival, but also the basic right everyone should enjoy since the reform and opening up, China's urbanization and industrialization process accelerated. Different groups of people from the attachment of land from the closure of the rural areas from the units of the siege of liberation, a large number of people flocking to urban towns land housing supply, plus the real estate reform since 1998 in our country. Housing welfare gradually to marketization, real estate economic recovery has brought rising housing prices, low and middle income groups have gradually been marginalized by the commercial housing market, high prices make them to housing can not be immediately expected. In order to help the low- and middle-income class out of the housing dilemma to solve the housing problem, the State Council in 2007 issued a number of opinions to solve the housing difficulties of urban low- and middle-income families. Propose to gradually improve the low-rent housing system and other security system, in order to achieve the goal of housing for all; And the 36 million sets of indemnificatory apartment construction tasks included in the 12th Five-Year Plan in Qingyang County Anhui Province on 2007 also opened the prologue of indemnificatory apartment construction in the six years of the Communist Party of China built 2,095 sets indemnificatory apartment. We are delighted to see a lot of middle-and-lower class families move into spacious and comfortable new houses to realize their housing dream but at the same time as the housing security policy continues to improve the pace of construction continues to move forward. We also soberly found the supply gap, indemnificatory apartment's population definition of the scope is not clear, unfair distribution, poor supervision and management problems emerge in endlessly, the protection of the project is far from a complete end. On the basis of studying and learning from the successful experience of urban indemnificatory apartment construction at home and abroad, this paper focuses on Qingyang County, Anhui Province, and carefully collects the data of per capita disposable income per capita per capita consumption expenditure of urban population for nearly 10 years. The Extensible Linear Expenditure Model 尉 ELES) and the income balance method are used to calculate the per capita basic consumption demand expenditure and the basic livelihood guarantee line. Then forecast the development of housing security population ratio and housing security level, combined with the loopholes and defects in the construction of local indemnificatory apartment, planning the development of indemnificatory apartment in Qingyang County from the aspects of fair distribution of construction funds and land supply. Trying to open up a broader train of thought and a more persistent determination for the government on the road ahead of indemnificatory apartment's construction. There are five chapters in this paper. The first chapter introduces the background and significance of the topic. The second chapter is the theoretical introduction of the project planning of housing security and its scale extended linear expenditure system model. The third chapter analyzes the current situation of housing security in Qingyang County and puts forward some problems. Chapter 4th is the focus of the article, from the perspective of the goal of housing security construction to raise funds to raise land supply fair distribution planning Qingyang County housing security project, a reasonable future indemnificatory apartment construction concept; Chapter 5th as the conclusion and Prospect
