【摘要】：項目后評價作為項目管理過程的重要環(huán)節(jié)，其應(yīng)用及重要性為人們所重視的時間并不長。我國項目后評價在借鑒發(fā)達國家相關(guān)理論和應(yīng)用實踐的基礎(chǔ)上，發(fā)展至今已有一段歷史，但大多數(shù)項目后評價關(guān)注的是項目的經(jīng)濟效益，即采用財務(wù)指標來評價項目的優(yōu)劣，這樣的后評價并不完全適合保障性住房建設(shè)項目，因為該類項目帶來的經(jīng)濟效益并不明顯，更重要的是為了追求社會效益，解決城市中低收入家庭的住房問題以及改變他們的居住環(huán)境等。 為響應(yīng)國家保障性住房建設(shè)的方針政策，九江市近些年來在保障性住房項目建設(shè)方面已取得顯著成績，先后開發(fā)建設(shè)了：“怡康苑”、“怡嘉苑”、“怡祥苑”、“怡馨苑”、“怡居苑”五個保障性住房小區(qū)，總計解決了九江市61530戶中低收入家庭的住房問題，為九江市的城市發(fā)展及社會穩(wěn)定提供了強有力的保證。但是保障性住房建設(shè)項目后評價工作發(fā)展緩慢，未實現(xiàn)其應(yīng)該實現(xiàn)的目標。所以，論文選擇九江市怡祥苑保障性住房建設(shè)項目后評價為題，，通過理論分析及實證研究，旨在對保障性住房建設(shè)項目后評價的方法、指標及程序進行完善及改進，從而發(fā)揮項目后評價的真正功效，實現(xiàn)綜合效益最大化。 論文首先闡述了國內(nèi)外項目后評價及我國保障房建設(shè)項目后評價發(fā)展現(xiàn)狀；然后系統(tǒng)介紹了保障房項目后評價的內(nèi)容、程序、方法及評價指標體系建立；并選擇九江市怡祥苑保障性住房建設(shè)項目進行實證分析，分別從項目建設(shè)前期準備、過程、影響及可持續(xù)性四個方面對項目進行綜合分析，最終得出項目成功的結(jié)論，并針對項目的實際情況給出合理化的建議，為同類項目的建設(shè)及評價提供參考借鑒。
[Abstract]:The post - project evaluation is an important part of the project management process . The application and importance of the project are of great importance to people . After the project evaluation of our country is based on the theory and practice of developed countries , the development of the project has a history , but most of the post - evaluation focuses on the economic benefit of the project . The post - evaluation is not entirely suitable for the affordable housing construction project , which is more important for the pursuit of social benefit , the settlement of the housing problems of low - income families in the city and the change of their living environment . In order to respond to the policy of national security housing construction , the city has made remarkable achievements in the construction of affordable housing projects in recent years . It has been developed successively : " Yikang Garden " , " Yi Jiayuan " , " Yixiang Yuan " , " Yi Yuan " and " Yiju Yuan " . Therefore , the evaluation on the evaluation of the guaranteed housing construction project in Jijiang City has been completed and improved . Therefore , it is intended to perfect and improve the methods , indicators and procedures of the post - project evaluation of the safeguard housing construction project , thus exerting the real effect of post - project evaluation and maximizing the comprehensive benefit . Firstly , the thesis expounds the post - project evaluation of the project and the status quo of the evaluation and development of the construction project in China . Then the system introduces the content , procedure , method and evaluation index system of the evaluation after the project is guaranteed . The project is analyzed comprehensively from the four aspects of preparation , process , impact and sustainability of the project . Finally , the conclusion of the project success is drawn , and the rationalization proposal is given for the actual situation of the project , which provides reference for the construction and evaluation of similar projects .
