【摘要】：近年來(lái)，國(guó)際金融危機(jī)給世界經(jīng)濟(jì)帶來(lái)了巨大影響，許多國(guó)家例如美國(guó)、日本、西歐各國(guó)，都積極引導(dǎo)創(chuàng)新科技以發(fā)展和擴(kuò)充科技新生力量來(lái)塑造社會(huì)經(jīng)濟(jì)的新增長(zhǎng)點(diǎn)---新興產(chǎn)業(yè)。因此，我國(guó)高度重視新興產(chǎn)業(yè)的戰(zhàn)略發(fā)展，并給予大力支持是順應(yīng)時(shí)代發(fā)展的必選之路，政府積極發(fā)揮新興產(chǎn)業(yè)宏觀引導(dǎo)者和塑造者的職能就成了關(guān)鍵性問(wèn)題。隨著我國(guó)經(jīng)濟(jì)轉(zhuǎn)型和市場(chǎng)經(jīng)濟(jì)純化，政府引導(dǎo)基金對(duì)支持新興產(chǎn)業(yè)的發(fā)展更加明確、更具有針對(duì)性。 在這個(gè)綜合背景下，，本文以新興產(chǎn)業(yè)為視角來(lái)研究政府引導(dǎo)基金的運(yùn)行情況。本文內(nèi)容主要分為三部分，第一部分：在闡述新興產(chǎn)業(yè)發(fā)展現(xiàn)狀的基礎(chǔ)上，分析設(shè)立政府引導(dǎo)基金的必要性；第二部分：對(duì)新興產(chǎn)業(yè)政府引導(dǎo)基金的運(yùn)行現(xiàn)狀進(jìn)行多角度的分析和研究，還根據(jù)層次分析法構(gòu)建新興產(chǎn)業(yè)引導(dǎo)基金的政策效益評(píng)價(jià)體系，分析了各指標(biāo)因素的重要性，從而對(duì)新興產(chǎn)業(yè)引導(dǎo)基金形成一個(gè)宏觀的、整體的認(rèn)識(shí)與把握；第三部分：結(jié)合基金運(yùn)行現(xiàn)狀和政策效益的影響因素來(lái)分析存在的問(wèn)題，進(jìn)而提出對(duì)策，對(duì)新興產(chǎn)業(yè)引導(dǎo)基金的有效運(yùn)作提供了重要的參考。
[Abstract]:In recent years, the international financial crisis has brought a great impact on the world economy, many countries such as the United States, Japan, Western European countries. Both actively guide innovation in order to develop and expand the new forces of science and technology to shape the new economic growth point---emerging industries. Therefore, our country attaches great importance to the strategic development of emerging industries. And to give strong support is the necessary way to adapt to the development of the times, the government actively play the role of emerging industries macro guide and molder has become a key issue. With the economic transformation and market economy purification. Government-led funds to support the development of emerging industries more clear, more targeted. Under this comprehensive background, this paper studies the operation of government-guided funds from the perspective of emerging industries. The content of this paper is divided into three parts, the first part: on the basis of expounding the current situation of the development of emerging industries. Analyze the necessity of setting up the government-guided fund; The second part: the operating status of the emerging industry government-led fund is analyzed and studied from various angles, and the policy benefit evaluation system of the emerging industry guidance fund is constructed according to the analytic hierarchy process. The importance of each index factor is analyzed so that the emerging industry guides the fund to form a macroscopic and overall understanding and grasp; The third part analyzes the existing problems in combination with the current situation of fund operation and the influencing factors of policy effectiveness, and then puts forward some countermeasures, which provides an important reference for the effective operation of the fund guided by new industries.
