【摘要】：城鄉(xiāng)統(tǒng)籌是我國重要發(fā)展戰(zhàn)略,土地是城鄉(xiāng)統(tǒng)籌的重要生產(chǎn)要素,如何配置直接影響我國社會經(jīng)濟(jì)發(fā)展與生態(tài)文明建設(shè)。唐山是京津冀經(jīng)濟(jì)圈發(fā)展的核心城市,探討唐山市土地資源配置是進(jìn)一步搞好唐山市乃至河北省城鄉(xiāng)統(tǒng)籌的重要內(nèi)容。唐山市在城鄉(xiāng)統(tǒng)籌發(fā)展過程中土地方面存在的問題,一是土地利用規(guī)劃經(jīng)濟(jì)目標(biāo)突出,綜合效益失衡,存在公共服務(wù)設(shè)施用地、城市景觀用地和生態(tài)綠地不足等一系列問題;二是土地供需不平衡,制約城鄉(xiāng)統(tǒng)籌整體發(fā)展;三是土地利用結(jié)構(gòu)不合理,造成土地效能低;四是土地供給機(jī)制不健全,“隱形土地市場”的存在弱化了土地管理,并制約土地要素的有效流通�；诙嗄繕�(biāo)規(guī)劃法,根據(jù)2003-2012年統(tǒng)計信息及數(shù)據(jù),以社會、經(jīng)濟(jì)、生態(tài)的綜合效益為目標(biāo)構(gòu)建土地優(yōu)化配置模型并應(yīng)用,得出預(yù)測年(2020年)林地面積大幅增加13.37%,農(nóng)村居民用地大幅減少近7%,河流水面減幅超過4%,除此之外,獨立工礦用地和未利用地也有小幅減少,耕地、園地和草地變化不大。就目前配置狀況,土地配置在經(jīng)濟(jì)發(fā)展方面要逐步減少獨立工礦用地面積,大力開發(fā)利用未利用地和灘涂等;在生態(tài)方面應(yīng)加大開展植樹造林種草,重點增加林地用地面積;在社會方面應(yīng)該在保障耕地面積不減少的前提下,提高公共服務(wù)設(shè)施用地,以穩(wěn)步推進(jìn)城鎮(zhèn)化進(jìn)程。土地資源優(yōu)化配置的對策與建議包括三個方面,一是以城鄉(xiāng)統(tǒng)籌戰(zhàn)略為前提,明確土地配置目標(biāo);二是節(jié)約集約利用土地,減少用地閑置浪費現(xiàn)象;三是完善土地流通制度,疏通土地要素流通途徑,建立城鄉(xiāng)一體的土地市場�？茖W(xué)合理配置土地資源,是提高唐山市土地資源高效集約利用,實現(xiàn)“社會、經(jīng)濟(jì)、生態(tài)”協(xié)調(diào)發(fā)展的重要途徑,是進(jìn)一步推進(jìn)城鄉(xiāng)統(tǒng)籌發(fā)展的重要保障。
[Abstract]:Urban and rural areas is an important development strategy in our country, land is an important production factor of urban and rural areas, how to configure a direct impact on China's social and economic development and the construction of ecological civilization. Tangshan is the core city of the development of Beijing Tianjin Hebei economic circle of Tangshan City, the allocation of land resources is an important content to further improve urban and rural areas of Tangshan City and Hebei province. In Tangshan City in the process of development of urban and rural land issues, land use planning is a prominent economic goal, comprehensive benefit imbalance, existing land public service facilities, city landscape ecological green land and a series of problems such as insufficient; two is the land supply and demand imbalance, restricting the overall urban and rural development; three is the irrational structure of land use, the land efficiency is low; four is the land supply mechanism is not perfect, the "invisible land market" has weakened the land management, and system about land The effective circulation. The multi-objective programming method based on information and data, according to statistics, 2003-2012 years in social, economic, ecological comprehensive benefits as the goal of constructing land optimal allocation model and the application of the forecast year (2020) forest area increased 13.37%, rural residents with a significant reduction of nearly 7%, a decrease of more than 4% of the surface of the river. In addition, independent industrial and mining land and unused land have decreased slightly, little arable land, garden land and grassland changes. The scientific and rational allocation of land resources. Is to improve the intensive utilization of land resources in Tangshan City, to achieve social, economic, ecological and an important way of coordinated development, is an important guarantee to further promote the coordinated development of urban and rural areas.
