我國(guó)交通運(yùn)輸政策制定與實(shí)施機(jī)制研究
[Abstract]:At present, due to the lack of a clear understanding of the basic position of comprehensive transport policy in the field of transportation administration, there are many problems in the field of transport policy in China: lack of reasonable formulation procedures, poor policy consistency and authority; Incomplete policies, lack of integrated transport policies, chaotic relationship between policy and planning, problems solved by policies are solved by planning, differences of interests between central and local governments and departments make it difficult to implement policies; Lack of implementation evaluation mechanism, low policy flexibility and binding. At present, developed countries and regions have formulated and implemented official transport policies in the form of white papers and supported by relevant laws. One of the important tasks of transportation reform is to change as soon as possible to using formal procedures to reduce excessive arbitrariness in the process of formulating and implementing policies in the field of transport. To establish and perfect the mechanism of formulating and implementing integrated transport policy in China: to make sure that the Ministry of Communications and Transport is the main body of integrated transport policy making; Establish horizontal coordination mechanism of relevant departments for policy formulation and implementation; establish the system of early investigation and study, expert consultation and public hearing; issue comprehensive transport policy in the form of white paper; establish policy implementation information communication mechanism; Perfect the mechanism of policy objective and various policy means, and establish the evaluation mechanism of policy implementation. At the national level, the integrated transport policy, which plays a leading and coordinating role in the formulation and implementation of various transport policies, should include: coordinating transport modes and the balanced development of transport facilities in various regions; The transport marketization policy of exerting the basic function of market allocation of resources, promoting the transportation integration policy of effective connection and rational division of labor, improving the transportation and resource, environment tight transportation sustainable development policy, and promoting the transportation mode to link up effectively, the reasonable division of labor, the transportation sustainable development policy; Transport safety policy to improve transport safety.
