我國通用航空市場分析及保障研究

【摘要】:通用航空作為民用航空的重要組成部分,對國家經(jīng)濟建設(shè)、社會公共服務(wù)具有重要的戰(zhàn)略意義。研究我國通用航空市場的需求特點、需求程度、需求分布及保障服務(wù),對于國家引導(dǎo)市場發(fā)展、企業(yè)制定生產(chǎn)計劃具有參考作用和現(xiàn)實價值。 本文基于服務(wù)對象的角度,探索我國通用航空市場發(fā)展及地面保障能力。首先分析了世界及我國通用航空市場現(xiàn)狀,提出了市場的需求特點;繼而基于灰色星座聚類理論,探討通用航空中工業(yè)航空作業(yè)、農(nóng)林業(yè)航空作業(yè)及其他作業(yè)形式在各地區(qū)的需求分布情況。研究認為目前我國工業(yè)航空作業(yè)是通用航空首要作業(yè)形式,主要分布于沿海及北方地區(qū)(黑、遼、蒙、新);農(nóng)林業(yè)航空作業(yè)是次要作業(yè)形式,北方地區(qū)為主導(dǎo)需求區(qū)域;為公眾生活提供服務(wù)的公務(wù)航空、執(zhí)照培訓(xùn)、私人飛行等是最具發(fā)展?jié)摿Φ淖鳂I(yè)形式,飛行活動主要集中于我國一線及部分二線城市;此外航空醫(yī)療救護、通勤航空等新興作業(yè)項目的需求也已初顯。 通用航空市場的發(fā)展必須以強有力的地面保障服務(wù)為支撐,本文從通用航空機場(以下簡稱“通用機場”)和固定基地運營商FBO(Fixed Base Operator)兩個角度探索通用航空的保障能力。通用機場是為一般通用航空器提供服務(wù)的基礎(chǔ)保障設(shè)施,,本文基于復(fù)雜網(wǎng)絡(luò)理論,通過納入空間、經(jīng)濟、通用航空需求性等因素建立了通用機場規(guī)劃模型并對既有機場布局進行分析,得出通用機場網(wǎng)絡(luò)兼具小世界及無標度特性,進而挖掘網(wǎng)絡(luò)中重要的機場節(jié)點,并進一步探討各地區(qū)通用航空需求程度與保障程度的匹配性問題,建議未來可在北方地區(qū)及廣東省新建通用機場。FBO是為公務(wù)機提供保障的基本設(shè)施,本文分析了我國FBO的現(xiàn)狀,著重探索FBO的運營規(guī)范標準、投資建設(shè)模式和業(yè)務(wù)開發(fā)模式,提出在政策規(guī)章上加強管理的規(guī)范化,在投資建設(shè)上加強市場的驅(qū)動化,在運營服務(wù)上加強業(yè)務(wù)的多元化可促使我國FBO健康發(fā)展。 最后,本文對我國通用航空未來發(fā)展提出了若干建議。
[Abstract]:As an important part of civil aviation, general aviation has important strategic significance to national economic construction and social public service. The research on the demand characteristic, demand degree, demand distribution and guarantee service of our country's general aviation market has reference function and practical value for the country to guide the development of the market and the enterprise to formulate the production plan. Based on the object of service, this paper explores the development of general aviation market and ground support ability in China. Firstly, the paper analyzes the current situation of the general aviation market in the world and our country, and puts forward the demand characteristics of the market. Then, based on the grey constellation clustering theory, the demand distribution of industrial aviation, agricultural and forestry aviation and other operation forms in general aviation is discussed. It is considered that the industrial aviation operation is the primary form of general aviation in China, which is mainly distributed in the coastal and northern areas (Black, Liaoning, Mongolia, New), the agricultural and forestry aviation operation is the secondary operation form, and the northern region is the leading demand area. Civil aviation, license training and private flying, which provide services for public life, are the most promising forms of operation. Flight activities are mainly concentrated in front-line cities and some second-tier cities in China. In addition, the aeronautical medical aid, commuter aviation and other emerging operational projects have also begun to show demand. The development of general aviation market must be supported by strong ground support service. This paper explores the support capability of general aviation from two angles: general aviation airport (hereinafter referred to as "general airport") and fixed base operator FBO (Fixed Base Operator). The general airport is the basic support facility for general purpose aircraft. Based on the theory of complex network, this paper integrates space, economy, The general airport planning model is established and the layout of existing airports is analyzed. It is concluded that the general airport network has both small-world and scale-free characteristics, and then excavates the important airport nodes in the network. Furthermore, it is discussed that the matching of general aviation demand and guarantee degree in various regions, and it is suggested that in the future, a new general airport can be built in the northern region and Guangdong Province. FBO is the basic facility for providing protection for business jets. This paper analyzes the present situation of FBO in China, probes into the standard of FBO operation, investment construction model and business development mode, and puts forward to strengthen the standardization of management in policy and regulation, and to strengthen the drive of market in investment construction. Strengthening the diversification of business in operational services can promote the healthy development of FBO in China. Finally, some suggestions are put forward for the future development of general aviation in China.
