【摘要】：長江福姜沙水域系彎曲多分汊型河段,三個(gè)水道并存,其中福姜沙南水道是目前深吃水大型海輪進(jìn)江上行的必經(jīng)之路,也是長江干線最為復(fù)雜的航段之一,因其彎曲狹窄而成為制約深吃水大型海輪進(jìn)江的“瓶頸”,約束了長江航道通過能力的提高。福姜沙水域現(xiàn)狀已難以滿足長江流域經(jīng)濟(jì)發(fā)展和沿江現(xiàn)代物流發(fā)展的需求,提高長江航道通過能力以適應(yīng)經(jīng)濟(jì)和社會(huì)的發(fā)展成為當(dāng)務(wù)之急。 本文通過論述提高航道通過能力與促進(jìn)航運(yùn)和沿江經(jīng)濟(jì)發(fā)展的關(guān)系、福姜沙水域功能劃分與航道通過能力的關(guān)系、公共產(chǎn)品及外部性與福姜沙水域通航功能劃分的關(guān)系,對(duì)長江福姜沙水域的通航功能劃分進(jìn)行系統(tǒng)、全面地分析,提出相應(yīng)對(duì)策,促進(jìn)長三角地區(qū)及長江流域的社會(huì)和經(jīng)濟(jì)發(fā)展。 通過本文的研究,一是旨在引起社會(huì)和各級(jí)政府有關(guān)部門對(duì)通航水域使用的重要性和科學(xué)性的認(rèn)識(shí)；二是為各級(jí)政府及海事管理機(jī)構(gòu)等相關(guān)部門研究和制定通航水域功能劃分提供參考建議；三是從理論和實(shí)踐兩個(gè)方面不斷提高本人的公共管理水平和專業(yè)技術(shù)素質(zhì)。
[Abstract]:The Fujiangsha water area of the Yangtze River is a curved and multi-branched section with three waterways. The Fu-Jiang Shanan waterway is the only way for a large sea ship with deep draught to go up the river, and it is also one of the most complex sections in the main line of the Yangtze River. Because of its narrow bending, it has become a bottleneck restricting the entry of large sea ships with deep draught, and restricted the improvement of the passage capacity of the Yangtze River channel. The current situation of Fujiangsha water area can not meet the needs of economic development and modern logistics development along the Yangtze River. It is urgent to improve the capacity of the Yangtze River channel to adapt to the development of economy and society. This paper discusses the relationship between improving waterway passing capacity and promoting shipping and economic development along the Yangtze River, the relationship between function division of Fujiangsha water area and waterway passage capacity, and the relationship between public goods and externalities and navigation function division in Fujiangsha water area. In this paper, the navigable function of the Yangtze River Fujiangsha area is systematically analyzed, and the corresponding countermeasures are put forward to promote the social and economic development of the Yangtze River Delta region and the Yangtze River Basin. Through the research of this paper, firstly, the purpose is to arouse the understanding of the importance and scientific nature of the use of navigable waters by the relevant departments of the society and the governments at all levels; The second is to provide reference suggestions for governments at all levels and maritime administrative agencies to study and formulate the functional division of navigable waters, and third, to continuously improve their public management level and professional technical quality from the two aspects of theory and practice.
