【摘要】：改革開(kāi)放以來(lái),甘肅修建了大批的高等級(jí)公路,促使甘肅的公路迅速發(fā)展,同時(shí)提高了公路的等級(jí)技術(shù)及經(jīng)濟(jì)總體水平,對(duì)區(qū)域經(jīng)濟(jì)發(fā)展起到了極大的推動(dòng)作用。但是,甘肅作為西部欠發(fā)達(dá)的省份,與中、東部地區(qū)相比差距大,存在公路造價(jià)高,融資難、融資渠道單一,車流量相對(duì)較小、難以及時(shí)收回成本等困難。高等級(jí)公路作為現(xiàn)代化的一項(xiàng)重要基礎(chǔ)設(shè)施,充分體現(xiàn)了一個(gè)省份的經(jīng)濟(jì)建設(shè)和發(fā)展水平,甘肅高等級(jí)公路行業(yè)正處在產(chǎn)業(yè)的擴(kuò)張期,面臨著持續(xù)繁榮的契機(jī),目前資金短缺和資金使用效率低成為制約甘肅高等級(jí)公路發(fā)展的瓶頸。針對(duì)這種局面,研究甘肅高等級(jí)公路的投融資政策,探索甘肅高等級(jí)公路政府投融資管理措施,這對(duì)政府交通主管部門發(fā)展高等級(jí)公路建設(shè),提高資金的使用效率,具有十分重要的意義。 本文就以甘肅高等級(jí)公路政府投融資管理為研究對(duì)象,運(yùn)用政府投融資管理的相關(guān)理論為依據(jù),對(duì)甘肅高等級(jí)公路政府投融資管理現(xiàn)狀進(jìn)行分析描述,闡明了甘肅高等級(jí)公路政府投融資管理中存在融資渠道、負(fù)擔(dān)債務(wù)、法律體系及管理體制等問(wèn)題及其產(chǎn)生的原因。據(jù)此,提出了發(fā)展高等級(jí)公路融資渠道多元化、構(gòu)建投融資法律體系及加強(qiáng)政府投融資內(nèi)部管理體制等主要對(duì)策來(lái)強(qiáng)化甘肅高等級(jí)公路政府投融資管理,希望能緩解高等級(jí)公路資金緊張的局面,為政府在高等級(jí)公路投融資管理上提供參考。 通過(guò)對(duì)甘肅高等級(jí)公路投融資政府管理職能進(jìn)行研究,為甘肅高等級(jí)公路建設(shè)順利實(shí)施提供保證,也為政府部門做理論決策提供相應(yīng)的理論依據(jù)。
[Abstract]:Since the reform and opening up, Gansu has built a large number of high-grade highways, which promote the rapid development of highways in Gansu, and at the same time improve the technology of highway grade and the overall level of economy, and play a great role in promoting the development of regional economy. However, Gansu, as an underdeveloped province in the west, has many difficulties such as high highway cost, difficulty in financing, single financing channel, relatively small vehicle flow and difficulty in recovering the cost in time compared with the middle and eastern regions. As an important infrastructure of modernization, high grade highway fully reflects the level of economic construction and development of a province. Gansu high grade highway industry is in the period of industrial expansion and is faced with the opportunity of continued prosperity. At present, the shortage of funds and the low efficiency of the use of funds have become the bottleneck restricting the development of high-grade highways in Gansu. In view of this situation, this paper studies the investment and financing policy of Gansu high-grade highway, and probes into the government investment and financing management measures of Gansu high-grade highway, which will help the government transportation department to develop the high-grade highway construction and improve the efficiency of the use of funds. It is of great significance. Based on the relevant theories of government investment and financing management, this paper analyzes and describes the present situation of government investment and financing management of high grade highway in Gansu Province, taking the government investment and financing management of Gansu high grade highway as the research object, and using the relevant theory of government investment and financing management as the basis. This paper expounds the problems and causes of financing channel, burden debt, legal system and management system in the government investment and financing management of high grade highway in Gansu province. On the basis of this, the author puts forward some main countermeasures to strengthen the government investment and financing management in Gansu Province, such as the diversification of financing channels, the construction of legal system of investment and financing, and the strengthening of internal management system of government investment and financing. It hopes to ease the shortage of high-grade highway funds and provide reference for the government in the management of high-grade highway investment and financing. Through the research on the government management function of Gansu high-grade highway investment and financing, this paper provides the guarantee for the smooth implementation of Gansu high-grade highway construction, and also provides the corresponding theoretical basis for the government department to make the theoretical decision.
